SBCA allegedly violated rules to allow heritage building demolition
The building in question, known as Kharis House, was situated at Plot No. 4 FT-4/1, Bath Island Clifton. According to the Sindh Antiquities Department, the structure had been declared a protected heritage site. However, the Sindh Building Control Authority (SBCA) granted demolition approval in October last year - a move that the Antiquities Department claims was unauthorized.
Director General of the Sindh Antiquities Department, Abdul Fattah Sheikh, told The Express Tribune that the demolition began on March 28 and was nearly 90 percent completed by the following day. He added that the demolition was deliberately delayed for months after approval, and the final act was carried out strategically during the public holidays to avoid scrutiny.
According to Sheikh, the SBCA's decision to permit the demolition violated established legal procedures. "Under the law, demolishing a heritage building requires consultation with and recommendation from the Technical and Advisory Committees, in addition to explicit permission from the Antiquities Department. None of these steps were followed in this case," he said.
The Antiquities Department has formally written to SBCA Director General Ishaq Khuhro, demanding an internal inquiry into the unauthorized demolition. "This is a serious breach of preservation laws and an alarming act against Karachi's cultural heritage," Sheikh noted.
In response to the incident, Sindh's Chief Secretary has directed the Karachi Commissioner to launch a thorough investigation. The aim is to determine who was responsible for allowing the demolition to proceed without mandatory heritage approvals.
Efforts to obtain a comment from SBCA DG Ishaq Khuhro were unsuccessful, as he did not respond to repeated calls and messages from The Express Tribune.
Chief Secretary Asif Hyder Shah expressed grave concern over the incident and emphasized that the protection of cultural and historical heritage is of utmost importance. He warned that any negligence or unlawful actions concerning heritage properties will not be tolerated and will be met with appropriate legal consequences.
Furthermore, the Chief Secretary instructed the Secretary Culture to initiate the mapping of all heritage buildings in Karachi and to upgrade the vigilance mechanisms to prevent any future violations or unauthorized demolitions.
The demolition of Kharis House has sparked fresh concerns about the lack of enforcement of heritage protection laws in Karachi, where historic buildings are increasingly vulnerable to commercial development pressures.
The Antiquities Department is now calling for stricter oversight to prevent further erosion of the city's architectural legacy.

Zakat handouts bring relief to Pindi households
Up to 10,000 deserving Zakat beneficiaries across the Rawalpindi district received on Tuesday the financial assistance of Rs24,000, inclusive of arrears, per family after a lapse of 19 months or so. The District Zakat Council has disbursed financial aid to widows, low-income households, and individuals living below the poverty line. In addition, Eid gifts for both Eidul Fitr and Eidul Azha were distributed alongside the cash assistance. Furthermore, the fines of ordinary prisoners at Adiala Jail — those who have completed their sentences but remain incarcerated due to an inability to pay their fines — are also scheduled to be paid today (Wednesday). Jail authorities have been requested to provide a list of such individuals. The cost of JazzCash transactions has been covered by the District Zakat Council, ensuring that each recipient receives the full sum of Rs24,000 in cash. While the majority of beneficiaries have begun receiving their payments, minor delays of a few hours may occur due to network congestion and technical glitches. The Council, however, expects all disbursements to be completed by Wednesday (today). Numerous beneficiaries have already confirmed receipt of the funds. The District Zakat Officer has advised that any eligible person who doesn't receive the payment within the next 15 hours may approach the Council office for assistance. Funds for dowry support and scholarships for deserving students — both male and female — are expected to be released next month, with the application review process already underway. Addressing the inaugural ceremony, the Provincial Parliamentary Secretary for the Zakat Council, MPA Malik Iftikhar, announced that this year the Council would also cover fines — up to Rs50,000 — for eligible prisoners who have served their sentences but remain in custody solely due to unpaid fines. "This initiative has already commenced in Adiala Jail, as well as in the Attock, Jhelum, and Chakwal district jails," he said, and clarified that this financial relief would not be extended to habitual offenders or individuals convicted of murder, robbery, or terrorism-related offences.

CCTV surveillance of industrial chimneys ordered
The Punjab Environmental Protection Department (EPD) has announced a province-wide crackdown on industries operating without adequate emission monitoring systems. Punjab Environment Director General Imran Hamid Sheikh has unveiled a plan to enforce real-time surveillance of industrial emissions through mandatory CCTV camera installations. Addressing a meeting with stakeholders, he declared that no industrial unit in Punjab will be allowed to operate without effective monitoring mechanisms in place. "Industries will no longer function unchecked. We are initiating a massive crackdown across Punjab to regulate emissions and ensure that environmental laws are strictly followed," he stated. Under the new directive, all industries operating boilers and furnaces will be required to install high-definition CCTV cameras on their chimneys to monitor emissions. The cameras will provide live monitoring access to the Environmental Protection Agency (EPA) headquarters in Lahore, enabling real-time oversight of smoke emissions. The technical specifications for these surveillance systems have been outlined in collaboration with the Punjab Information Technology Board (PITB). Two categories of cameras have been proposed as a primary option, industries are advised to install four-megapixel cameras known for their superior night vision and 360-degree coverage. As a secondary alternative, eight-megapixel fixed bullet cameras have been suggested, offering high-resolution fixed-angle monitoring. "These cameras will be strategically positioned to focus directly on emission outlets, ensuring that any unauthorised release of pollutants is immediately detected," DG Sheikh explained. He emphasised that the surveillance feeds will be integrated into the EPA's central monitoring system, enabling swift action against violators. The EPD has set a compliance deadline of August 31 for all industries to complete the installation of CCTV cameras as per the prescribed standards. Non-compliance will attract strict legal action under the Punjab Environmental Protection Act 1997, in addition to Section 188 of the Pakistan Penal Code (PPC), which pertains to disobedience of official orders. "This is not merely a policy announcement; it is a decisive enforcement measure. Industries that fail to comply within the given timeline will face severe penalties, including potential closures and legal proceedings," warned the DG. The initiative is part of Punjab government's strategy to combat worsening air quality levels, largely attributed to unchecked industrial emissions, vehicular pollution, and urbanisation. Over the past few years, smog and particulate matter (PM2.5) levels in major cities like Lahore, Faisalabad, and Gujranwala have reached hazardous levels, prompting urgent regulatory interventions. According to EPD officials, the new surveillance regime will significantly enhance the department's ability to monitor emissions round the clock, addressing the previous challenges where industries often circumvented inspections by operating furnaces during non-peak monitoring hours. The live feed will serve as evidence against violators. The decision has received a mixed response from the industrial sector. While some industry representatives have expressed concerns over the financial burden of installing high-end surveillance equipment, environmental advocacy groups have lauded the move as a long-overdue step towards sustainable industrial practices. "This directive is a breakthrough in environmental governance. For too long, industries have exploited regulatory gaps. Real-time monitoring will ensure accountability and transparency," remarked a spokesperson from the Clean Air Punjab initiative, a coalition of environmental activists and civil society organisations. The EPD has also announced plans to conduct seminars and technical workshops for industry stakeholders to facilitate the implementation of the policy. These sessions will educate industrial operators on the technical requirements and environmental obligations under the new surveillance framework.
