‘Covid generation' left behind by Labour's bid to beat worklessness

Youngsters whose education was blighted by Covid are now too old to benefit from the latest scheme for jobseekers, the Government has been warned.
Those who studied for their A-levels or college qualifications during the first lockdown are now typically 22 or older – but the new jobs guarantee scheme applies only to those aged up to 21.
Stephen Evans, the chief executive of the Learning and Work Institute, a think tank, warned that people who lost out on getting a job because of lockdown are now at risk of missing out again.
He said: 'The Youth Guarantee, which is a good idea, is focused on 18 to 21-year-olds, making sure they get help to find a job or apprenticeship, and actually it really needs to be 16 to 24-year-olds. Your problems don't stop when you turn 22.'
Half of all 22 to 24-year-olds who are not in education, employment, or training – officially known as Neets – have never had a job.
At that point 'it becomes more and more difficult', said Mr Evans.
'Employers look at your CV and see you have no work experience, and you end up at the back of the queue. We need urgent action for that group, not just the 18 to 21-year olds.'
Liz Kendall, the Work and Pensions Secretary, launched the £45m jobseekers scheme at an event in Liverpool, promising to help match young people with jobs or training programmes.
It comes as new figures show there are 923,000 people aged 16 to 24 who are Neets. While down from the peak over winter, it is still up from 750,000 before the pandemic, according to the Office for National Statistics.
Almost 500,000 of them are aged between 21 and 24.
Mr Evans said: 'You have got a bit of the pandemic generation coming through here, who had disrupted education and then disrupted transitions into work, and you've got the longer-term decline of people working alongside education as well, the classic Saturday jobs.
'This is particularly worrying.'
In a shift from historical trends, young men are now roughly as likely as young women to be classed as economically inactive Neets – those who are neither in work nor looking for work, nor in education.
In part that is because girls and women tend to leave school, college and university with better grades, while women are less likely now than in the past to care for family members or to look after the home, said Mr Evans.
But there has also been a sharp rise in male inactivity.
As well as the pandemic effect, there has 'been a rise in the number of young men inactive due to long-term sickness, particularly citing mental health conditions', Mr Evans said.
Other government policies are not helping, with the rise in the minimum wage and the increase in employer National Insurance contributions (NICs) proving particularly painful for younger staff.
The threshold at which employer NICs start to be paid was cut last month from a salary of £9,100 to just £5,000, meaning more low-paid and part-time workers' jobs have been dragged into the tax net. This harms employment prospects in industries including retail and hospitality, which often give youngsters their first positions.
Sarah Yong, at the Youth Futures Foundation, said more youngsters are becoming stuck in unemployment.
She said: 'Around one in four unemployed young people who are Neets have been looking for work for over a year, highlighting the persistent nature of this issue.
'Among this group, one in five lack any formal qualifications – double the rate seen across the wider youth population.
'Being out of work and education can have a scarring effect on young people even decades later, impacting their wellbeing, future prospects and much more.
'Aside from the moral imperative to act, there is a clear economic case: if we could put in sustained effort as the Netherlands have done and match their Neet rate, which is the lowest in the OECD, this would be worth £69bn to our economy and would mean approximately 500,000 more young people earning or learning.'
Eight regions in the UK will receive £5m each for the 'trailblazer' jobs and training schemes, which will particularly focus on vulnerable youngsters. This includes those leaving care, of whom 40pc are not in education, employment or training.
Ms Kendall said: 'Every young person should have the chance to thrive. Today's data shows progress, with 64,000 more young people earning or learning. However, there are still nearly 1m young people locked out of the system and being written off.
'I am determined to change that, which is why we are breaking down barriers to opportunity through our Plan for Change by investing £45m in our Youth Guarantee to give every young person the chance to get on in life.'

How I became 'king of billboards' and sold my business for £1bn

When serial entrepreneur Damian Cox shunned university for skiing in the late 1990s and returned to London some five years later looking for a job, it was for anything other than being an estate agent. Cox had previously attended the now-closed Douai School in Berkshire, run by Benedictine monks, and says that around three quarters of his year went on to run their own businesses. 'There must be a direct correlation between the fact that we learned nothing, other than how to look after ourselves and maybe how to create something out of nothing,' says the founder and CEO of Wildstone, one of the world's biggest billboard companies valued today at £2bn. 'As a result, I think we all became quite entrepreneurial.' Read More: The boss who has found 'nature's answer to plastic' Growing up alongside a single mother and three sisters, Cox asked a recruitment friend for any upcoming vacancies and started as a development executive for a start-up called Blow Up Media, which signed up sites and put adverts on scaffolding. As its first UK employee, Cox witnessed scale firsthand as the firm reached a multi-million pound turnover in a few years. He also believed he was the 'worst paid person in the company'. This after negotiating its first sale of £80,000 per month. Following a meeting with the CEO and with no pay rise forthcoming, he left the firm. Cox co-founded a competing venture the next day, having already built a network of landlord contacts. He admits now to lacking business know-how, cash flow experience and, crucially, that being paid on the same day simply didn't exist. 'There was this sort of Gordon Brown-esque extended payment term of 30, 60, 100 days. So you had to pay your landlords on Monday and you didn't get your money for 100 days. And that was a very, very big lesson in business.' Over a year later, a business magazine profiled Cox and his business, EK Straas, which was seen by leading outdoor advertising companies JCDecaux ( and Clear Channel (CCO), the latter offering an undisclosed 'life-changing amount of money' despite not yet being profitable. Cox, 50, worked as a senior executive for Clear Channel for about a year but soon shunned the corporate world after witnessing what he says was a lack of ambition, innovation or growth. Instead, he challenged the consolidated outdoor billboard market with his next agency venture in 2004. Ocean Outdoor aimed to find the best assets and attract a greater revenue profile. 'The business snowballed from there,' says Cox. In 2010, he was effectively sacked from his start-up after bringing a chairman on board he failed to bond with and the market having suffered from the 2008 financial crisis. 'I was trying to be all things to all people without acknowledging what I'm really good and bad at. So maybe they made the right decision,' recalls Cox. 'But the market did return quickly and that was a pretty brutal learning for me. I'm very thankful today that it did happen because I wouldn't have Wildstone without that period of negativity.' Wildstone, his third venture he co-founded with Patrick Fisher in 2010, set out as a consultancy business as it first extracted revenue from landlords and took commission before becoming the world's largest media infrastructure company. 'We became successful very quickly, however you sometimes underestimate your own ambition. I didn't have the ambition to take over the world, but soon it became apparent that actually that's what I wanted to do again. 'I'm fortunate enough to suffer from ADHD which allows me to compartmentalise things easily. My mother was also a huge guiding force for me in lots of ways because I watched someone bring up four kids with nothing. I can't sit at home doing nothing. I love putting a creative vision in place and seeing if it's achievable.' Wildstone has acquired, upgraded and digitised super-sized billboard posts into architecturally-led designs. The Hammersmith-based firm, which employs 130 staff globally, was sold to private equity in September 2022 for around £1bn, with Wildstone now boasting around 5,500 billboards across the UK, Ireland, Spain, the Netherlands and Germany, as well as Australia. 'People often see the other side, that you've made some money and it must be easy for you,' admits Cox, who lives in the Cotswolds and is an avid collector of emerging artists. 'But they don't see the 10 years of not sleeping or the anxiety that goes with it. Having a business bank account with £50,000 in it and you've got a wage bill on Friday of £400,000; those kinds of elements get lost in history and it's really difficult. 'I wouldn't underestimate that to anyone starting a company. You're navigating politics, revenue, cash flow, a market you can't control. And all of that has to come together in a way that allows you to move forward and survive.' Staff turnover remains small. Cox remained as global CEO after the sale, following several months of feeling 'deeply unhappy and depressed' after spending years scaling companies. Reinvigorated, he says that billboards today are 'still at the front of everything' when it comes to contextual advertising. 'It's the last broadcast medium that you can't swipe,' says Cox, who aims to grow Wildstone globally to the tune of a £15bn valuation. 'If it's on the side of a road you're driving down, you're going to see it. That for me makes it very attractive and we are becoming more and more valuable.' Helping a competitive market grow You do get slightly aggravated by the level of red tape, tax and constant desire by governmental bodies to take off you, which makes business harder as time goes on. In our industry, business rates are a prime example. Local authorities hate advertising, but they're happy to slap a 40-45p in the pound business levy on every advertising asset for doing nothing. Cash flow means you're very rarely positive for at least a couple of years on building one advertising panel. The benefit we have is that I am able to say that we own that infrastructure and I'll give you 100 billboards that are now digitised. I'll let you pay in arrears for the first quarter so you've got time to build up that cash flow to be able to pay. So actually our business makes the market wholly more competitive than it ever has been before. And it means that the stranglehold some of the bigger players have isn't necessarily as tight as they'd like it to be. We're able to push some of the smaller players up into the market. This is great because, after all, it's hard building a business. White British children are now minority in one in four schools

White British pupils are now the minority in one in four schools in England, official data reveal. Analysis of school census data, collected from more than 21,500 primaries and secondaries in January, shows that in a quarter of them, the majority of the cohort is recorded as ethnic minority or white non-British. In 72 schools, no white British pupils are recorded, and in 454, they make up less than 2 per cent of the student body. The demographic shift is apparent in many of the country's big cities such as London, Birmingham, Manchester, Bradford and Leicester. At Rockwood Academy, in Birmingham, for instance, none of the 1,084 students were recorded in the census as 'white British', while just 12 of the 2,779 pupils at Loxford School, in the London borough of Redbridge, were white British. The figures, released by the Department of Education this week, have been published as a report predicted that white British people will become a minority in the UK population within the next 40 years. The Buckingham University study projects a big rise in the proportion of the UK population comprising foreign-born and second-generation immigrants, from below 20 per cent to 33.5 per cent within the next 25 years. By the end of the century, six in 10 people in the UK will either not have been born in the UK, or will have at least one immigrant parent, and one in five will be Muslim, according to the report by Prof Matt Goodwin. The dramatic population change raises 'profound questions about the capacity of the UK state to both absorb and manage this scale of demographic change', he claimed. Concern about legal and illegal immigration levels, and their long-term impact, is fuelling a surge in support for Reform. In this week's Hamilton, Larkhall and Stonehouse by-election, in Scotland, Labour prised a win from the SNP but only Reform saw a significant swing in its favour, taking 26.1 per cent of the vote. The party's performance has led to predictions that Reform is on course to pick up more than 10 seats in next year's Scottish Parliament elections, and poses a real threat in the 2029 general election. The school census data demonstrates that the white British share of the young population is in decline in many areas. Children in state schools in a third of council areas are now mostly ethnic minority or white non-British, up from about a quarter a decade ago. In all 32 London boroughs, apart from Bromley, white British children are in a minority. In Bromley, they make up 50.3 per cent. In Newham, just 5 per cent of children were recorded in the school census as white British. The figure in Harrow was 7 per cent. Other local authority areas in England where the majority of children are not white British include Manchester, Nottingham, Coventry, Luton, Milton Keynes, Peterborough, Oldham and Blackburn and Darwen. The analysis of the school census figures excludes independent schools, schools where a high proportion of students had no ethnicity classification, and those where there were a very low number of pupils. Bridget Phillipson, the Education Secretary, raised the 'scandal' last week of white working-class educational failure, saying that children had been 'betrayed' and 'left behind in society'. Government data shows that only 21 secondary schools in England where more than a fifth of pupils are white working class had any record of success with this group. Nick Harrison, the chief executive of the Sutton Trust social mobility charity, said white working class underachievement was 'a ticking time bomb for equality of opportunity in our country'. In an attempt to steal ground from Reform, Ms Phillipson announced a new independent inquiry into white working class educational outcomes, which will be led by Sir Hamid Patel, the chief executive of a leading academies trust, and Estelle Morris, a former Labour education secretary. While the issue has been widely researched in the past, it has resulted in little or no action to try and tackle the problem. A comprehensive inquiry undertaken by the Commons education committee in 2021 found a significant educational achievement gap between white working class children and their more advantaged peers, and between this group and their equally disadvantaged ethnic minority counterparts. According to the report, attainment gaps are fuelled by high concentrations of poverty, inadequate resources, low teacher quality, and a lack of aspiration and investment in disadvantaged areas.
