Canada Post is a case study in Canadian dysfunctionality

Canada Post, which predates Confederation, is a vital national institution, playing a particularly important role in serving rural, Northern and Indigenous communities across our vast country.
But today, Canada Post is effectively insolvent. Indeed, it would have run out of cash had the government not recently extended a billion-dollar lifeline.
This situation is no surprise, and it has been developing for a long time. Canada Post has been impeded from adapting to modern business realities because of long-standing labour inflexibility as well as oscillation by prior governments between political indifference and political interference.
However Canada Post and its main union, CUPW, resolve their current impasse, a much bigger problem looms for the Crown corporation and the federal government.

William Kaplan, a highly respected mediator and arbitrator, recently examined this stalemate as a commissioner appointed under the Canada Labour Code. In his report this month he described Canada Post as facing an 'existential crisis.' He recommended drastic changes to its operations.
And these changes must be made. Our new government said that it will do things differently, promising to act decisively and urgently in charting a new path for our country. It now has a golden opportunity to meet the moment by accepting all of Mr. Kaplan's recommendations and if there is any pushback from any of the parties, by appointing him to do it for them.
As letter-mail business continues to erode, the future of Canada Post lies in parcel delivery, which is intensely competitive. Customers expect and demand seven-day-a-week service at competitive prices without undue risk of disruption.
Paradoxically, the stakeholders who would be expected to have the keenest interest in ensuring the corporation's viability are blocking the company's ability to succeed. CUPW refuses to allow Canada Post to hire a dedicated force of flexible weekend workers. Meanwhile, workers, who get overtime pay for weekend work, earn more – roughly $30 per hour to start – than their counterparts at unionized competitors and vastly more than their counterparts at non-unionized competitors.
As the Kaplan report outlined, those workers with tenure have job security for life, a defined-benefit pension plan, and postretirement benefits indexed to inflation, a multitude of generous leave entitlements, and are paid for eight hours of work whether or not it takes eight hours to complete a route. All these factors make seven-day-a-week parcel delivery impossible to achieve at competitive prices, which means that parcel delivery competitors are taking over most of the market share.
Indifference of and interference by prior governments have exacerbated the situation. For example, even though 30 per cent of the thousands of corporate postal outlets classified as rural are now urban or suburban, Canada Post is directed not to close or consolidate any of them. Further, although door-to-door delivery costs 75 per cent more than delivery to community mailboxes, Justin Trudeau's incoming government imposed a moratorium on community mailbox conversions in 2015.
The Kaplan report threads the needle. His recommendations include ending the moratoriums on rural post office closings and community mailbox conversions, changing collective agreements to allow for the flexible use of well-paid part-time employees, requiring employees to work the hours for which they are paid, and introducing dynamic routing to adapt routes to daily volumes. His well-reasoned report lays out the path for a future that sustainably preserves the institution of Canada Post and respects labour and other key stakeholders in a fair and balanced approach.
Absent urgent structural change, the future of Canada Post will be doomed by private competition, unsustainable demands of labour combined, and no clear directional oversight by the sole shareholder as represented by prior governments.
As the world evolved from paper to digital, from letter mail to parcels, and from a relatively benign competitive landscape to an intensively competitive one, politicization of key issues impeded necessary reform, perpetuating a cycle of waste, inefficiency and financial recklessness. Canada Post now loses a billion dollars of taxpayer money each year, and the prognosis is materially worse, absent major change.
The operational straitjacket imposed by the union, together with past governments' failure to address the underlying structural issues, mean that Canada Post has effectively been disabled from running an operation that is even remotely commercially sensible. The math simply doesn't work.

Rents continue to come down in Lethbridge and across Alberta, but many students are still struggling to afford housing and school. 'We are continuing to see rents across Canada come down. Lethbridge is no exception there,' said Giacomo Ladas with But two-bedroom rents have risen 6.3 per cent year-over-year to $1,621. Many university students coming to Lethbridge this fall will be stuck paying those higher rents. 'Right now, we're seeing a lot of students working multiple jobs just to afford rent, and it's taking a real toll on their academic performance here. So, we're really taking it seriously,' said Bradley Pike, the University of Lethbridge Students' Union's vice-president external. Supports are available to students who need it. Emergency bursaries are available through the U of L Students' Union. But there's no specific rent supports or subsidies. 'Currently, there's nothing supported by the university in particular to subsidizing rent, but we do have the emergency grants for the times that students are facing significant financial challenges,' Pike said. Renters could be in for a bit of a break later this fall. After the summer rental peak, rents are expected to drop further. But most post-secondary students likely already have their apartments locked in. 'If we're developing a property, we don't want it ready for the middle of February,' Ladas said. 'As we know, Canada has sometimes too long of a winter. So, a lot of the supply comes in around June, July. … Your developers—their goal is to have them ready for that time. 'And then, of course, that matches really well with the demand of renters.' Alberta saw its average rent drop 4.4 per cent year-over-year to $1,738.

Island Lake First Nations demand fire prevention overhaul

First Nations leaders are speaking out and calling for a comprehensive plan to address wildfires and evacuations. CTV's Harrison Shin reports. The Chiefs of the Island Lake First Nations are demanding solutions from the perspective of fire prevention, not reactiveness. On Friday, leadership members of the Island Lake First Nations held a press conference in Winnipeg, demanding five solutions. 'This is not an emergency system; this is a cycle of failure. Our Chiefs and Anisininew Nations are saying to Canada, 'The cycle ends now,'' Grand Chief Alex McDougall of Anisininew Okimawin said. 'Leaders called for a national Indigenous fire strategy because of chronic lack of firefighting, fire prevention and emergency services in First Nations was a recipe for disaster,' McDougall added. In a media release, the Anisininew Okimawin leadership is demanding five action items, addressing future-proof measures and the current wildfire situation. 'We don't need to fund more evacuations—we need fund on staying home,' Chief Raymond Flett of St. Theresa Point Anisininew Nation said. Six leaders of the First Nations drew their statements based on a 2022 Auditor General of Canada report. '$646 million in response, and $182 million on prevention. That's unacceptable—this should be the other way around,' Chief Willie Moore of the Assembly of Manitoba Chiefs said. The Canadian Red Cross said the organization is working extremely hard to provide support, in an email statement. 'As of August 6, the Red Cross has registered more than 31,000 people from more than 12,000 households evacuated due to wildfires in Manitoba. This includes people from more than 7,000 households on behalf of Indigenous Services Canada, and more than 5,000 households on behalf of the Province of Manitoba. 'This is a fast-moving and evolving response and the Red Cross is working with community leadership, the Government of Manitoba and Indigenous Services Canada to provide support to people impacted, as requested and directed by the community,' the statement said. Indigenous Services Canada (ISC) said the department operates multiple programs to support First Nations, in an email response. 'Since April 1st, 2025, ISC has also provided $58.9 million in advance payments to support immediate response to First Nations in Manitoba experiencing displacements due to wildland fires. 'We are actively engaging with First Nations and Manitoba to discuss improvements based on lessons learned from the current wildfire season, particularly through the development of multilateral emergency management service agreements that include First Nations as full and equal partners in governance, planning, and delivery.' The federal department said it's open to working closely on long-term plans with communities and provincial governments that wish to build all-season roads. 'While the building and maintaining of permanent off-reserve roads falls under provincial jurisdiction, ISC will continue to engage the provinces and impacted First Nations on longer-term transportation plans.' For the First Nations affected, they said their future is at stake. 'We can't live like this for another 60—maybe 50—years,' Chief Walter Harper of Wasagamack Anisininew Nation said.
