China Assures To Address Indias Rare Earth Needs: Sources
As per sources, China has promised to address India's three concerns, namely rare earths, fertilisers and tunnel boring machines. According to sources, Chinese Foreign Minister Wang Yi assured External Affairs Minister Dr S Jaishankar that China is addressing the three key concerns of India's needs of fertilisers, rare earths and tunnel boring machines. The Chinese Foreign Minister arrived in India on Monday for a two-day visit.
Earlier on Monday, External Affairs Minister Dr S Jaishankar said in his opening remarks that the talks would cover "economic and trade issues, pilgrimages, people-to-people contacts, river data sharing, border trade, connectivity and bilateral exchanges".
EAM followed up on concerns he had brought up during his visit to China in July earlier this year. During his opening remarks with Chinese Foreign Minister Wang Yi, EAM had underscored that as neighbouring nations and major economies in the world, there are various facets and dimensions of the India-China ties. "It is also essential in this context that restrictive trade measures and roadblocks are avoided", he said. Jaishankar had further noted, "Stable and constructive ties between India and China are not only to our benefit, but that of the world as well. This is best done by handling relations on the basis of mutual respect, mutual interest and mutual sensitivity".
During his remarks with the Chinese Foreign Minister in New Delhi on Monday, the EAM had noted that differences must not become disputes, nor competition conflict. He added that the visit of the Chinese leader to India provides the two countries with an opportunity to review the bilateral ties, and it is also an appropriate time to exchange views on the global situation and some issues of mutual interest.
The ties between India and China had plunged after the actions of the Chinese military along the Line of Actual Control in eastern Ladakh that led to a standoff. The standoff began in April-May 2020, and there was some easing of tensions due to agreements on the disengagement of troops from some friction points. Ahead of the 2024 BRICS Summit, India and China reached an agreement on patrolling arrangements along the Line of Actual Control (LAC) in eastern Ladakh, marking progress in easing tensions. The two countries have in recent months taken steps to improve their ties. India has stressed the need of taking steps towards de-escalation along LAC in eastern Ladakh.
With a flux in geo-political situation amid efforts to find a solution to the Ukraine war and tariffs imposed by US President Donald Trump, Jaishankar said there is an imperative to enhance stability in the global economy as well.
Wang Yi's visit comes ahead of Prime Minister Narendra Modi expected visit to China to attend the Shanghai Cooperation Organisation (SCO) summit in Tianjin from August 31 to September.

(Bloomberg) -- The Trump administration said it will step up scrutiny of imports of steel, copper, lithium and other materials from China to enforce a US ban on goods allegedly made with forced labor in the country's Xinjiang region. The announcement of new 'high-priority sectors' targeted under the four-year-old Uyghur Forced Labor Prevention Act was included Tuesday in an annual update to the US government's enforcement efforts. It also dovetails with President Donald Trump's broader trade goals, as he seeks to lower the US trade deficit with China and pressures Beijing to curb shipments of fentanyl and precursor chemicals. 'America has a moral, economic, and national security duty to eradicate threats that endanger our nation's prosperity, including unfair trade practices that disadvantage the American people and stifle our economic growth,' Homeland Security Secretary Kristi Noem said in a statement. Still, the administration went ahead with the announcement at a time when Trump has sought to improve relations with his counterpart, Xi Jinping. The US president last week extended a pause on higher tariffs on goods from China for 90 days as he seeks an in-person meeting with the Chinese leader. Under the 2021 law, the US government assumes that anything made even partially in the Chinese manufacturing hub of Xinjiang is produced with forced labor and cannot be imported into the US. Companies may win exemptions if they can provide 'clear and convincing evidence' forced labor was not used. The measure is meant to help combat alleged repression of Uyghurs and other minorities in the province of Xinjiang. Beijing has repeatedly denied accusations that minorities are compelled to work against their will. Although the law applies to all goods, it originally singled out apparel, cotton and cotton products, tomatoes and silica-based products — including polysilicon — as high-priority sectors for enforcement. Under former President Joe Biden, the government expanded the products subject to extra scrutiny to include aluminum, polyvinyl chloride and seafood. The Trump administration's Tuesday announcement expands the list again to encompass red dates, caustic soda and lithium, as well as steel and copper. The US doesn't import significant tonnage of copper from China, according to data from Morgan Stanley. Striking a note of reconciliation, Chinese Foreign Minister Wang Yi said on Tuesday that the bilateral relationship between India and China now faces an 'important opportunity'. Speaking at the 24th meeting between Special Representatives on the India-China boundary question, Wang indirectly referred to the negative impact of the 2020 Galwan clashes, and said the 'setbacks' of the recent past did not advance the interests of both countries. Responding to the positive sentiment from the Chinese side, National Security Adviser (NSA) Ajit Doval said Prime Minister Narendra Modi would visit China to participate in the Shanghai Cooperation Organisation (SCO) summit in Tianjin. 'The setbacks we experienced in the past few years were not in the interest of our two countries, and in October last year, President Xi Jinping and Prime Minister Modi held an important meeting in Kazan (Russia). That meeting pointed direction for our bilateral relations and provided impetus for proper settlement of the boundary question,' Wang said in his remarks, recollecting the meeting between the two leaders during the BRICS summit in Kazan. Doval described the previous Special Representative-level talks in China as 'wonderful', and said that there had been an 'upward trend' in India-China ties in recent months. 'I am very hopeful that like the last one, this 24th Special Representative-level talks will be equally successful. Our Prime Minister will be visiting for the SCO summit shortly, and therefore, this Special Representative-level talk assumes a very special importance,' Doval said, announcing Modi's first visit to China since the Galwan clashes. Foreign Minister Wang arrived in New Delhi on a two-day visit on Monday, and held a meeting with External Affairs Minister S. Jaishankar, who emphasised that the process of withdrawal of troops from the Line of Actual Control (LAC) needs to 'move forward'. Sources said that Wang assured Jaishankar that China would address India's needs for fertilisers, rare earths, and tunnel boring machines. Referring to the differing perceptions regarding the LAC, Wang recounted the 23rd round of Special Representatives' meeting that was held on December 18, 2024, in China. 'At that meeting, we reached new and important consensus on the management of disagreements, stabilising the borders, and moving toward a settlement. We identified specific goals and formed a new working framework. We are heartened to see the stability that is now restored in the borders,' he said. Wang's visit has come at a time when India-U.S. relations face trade-related uncertainties, which are being balanced with increased conversations between Russia, India, and China. This Russia-India-China angle will find reflection in Moscow as Jaishankar is expected to reach Moscow later this week. The leaders of the three countries are also expected to connect on the sidelines of the SCO summit in Tianjin. Wang referred to the SCO Heads of State Council meeting in Tianjin, for which China had earlier extended an invitation to the Modi. 'The Chinese side attaches great importance to the Prime Minister's visit to China to attend the SCO summit at our invitation. We believe the Indian side will also make contribution to a successful summit in Tianjin. Presidential Reference Bench says Supreme Court stepped in to resolve an 'egregious situation' in Tamil Nadu Governor case A Presidential Reference Bench of five judges headed by Chief Justice of India B.R. Gavai observed on Tuesday that the Supreme Court's move to grant deemed assent to 10 crucial Tamil Nadu State Bills may have been a way to resolve an 'egregious situation' created by the Tamil Nadu Governor who had been sitting over them since 2020. The five-judge Bench found the facts of the Tamil Nadu case 'glaring' to say the least. 'Were the Bills pending since 2020?' Justice Surya Kant asked Attorney General R. Venkataramani. The Attorney General replied that the facts in the Tamil Nadu case may be correct, but there were reasons the Governor had kept the Bills pending. He said he did not want to get into the facts. 'Is it because the facts are so glaring that you do not want to get into them?' Chief Justice Gavai asked. Justice P.S. Narasimha said the facts of the Tamil Nadu case did not consist of any 'pudding' and were stark in themselves. Solicitor General Tushar Mehta, appearing for the Union government, seconded Venkataramani's submission that a Reference Bench need not get into the facts of the Tamil Nadu case, but merely answer the questions raised by the President. The role of the Reference Bench was to maintain the balance envisioned by the Constitution, Mehta submitted. But Justice Kant persisted to ask what a Constitutional court was expected to do if the facts were as obvious as those found in the Tamil Nadu case. 'It seems such an egregious situation came into existence in the Tamil Nadu case, that the Supreme Court was compelled to handle the situation and resolve the issue. The conclusion was not meant to act as a precedent,' Justice Narasimha referred to the circumstances which had led to the April 8 judgment. The oral remarks from the Bench came on the first day of hearing the Presidential Reference which has questioned the power of the apex court to impose three-month deadlines on the President and Governors to deal with State Bills which come to them for assent. 'We will only be expressing our view on the questions of law raised in the Reference, and not pronounce a judgment in the Tamil Nadu case,' Chief Justice Gavai addressed the Centre and Attorney General R. Venkataramani, who are supporting the Reference. Tamil Nadu, represented by senior advocates A.M. Singhvi and P. Wilson, and senior advocate K.K. Venugopal and advocate C.K. Sasi, for Kerala, raised preliminary objections to the very maintainability of the Presidential Reference, arguing that the Tamil Nadu Governor case judgment was binding on all under Article 141 of the Constitution. The two States submitted that an 'opinion' given by a Presidential Reference Bench in its advisory jurisdiction under Article 143 cannot set aside the 'binding' judgment in the Tamil Nadu case. They argued that the Reference cannot be a substitute for a review or a curative petition against the Tamil Nadu judgment. 'Presidential References like this could make serious inroads into judicial independence. It could be used as an indirect endeavour to overturn Supreme Court judgments without going through constitutional proceedings like the review and curative,' Singhvi contended. Venugopal submitted that questions raised in the Reference have been comprehensively answered in the April 8 judgment in the Tamil Nadu case. To this, Attorney General R. Venkataramani countered that there was no inflexible rule that President cannot make a Presidential Reference if there was a judgment of the Supreme Court. Justice Surya Kant assured the two States that the five-judge Bench was sitting in its advisory jurisdiction, and not as an Appellate Bench over a Supreme Court judgment. 'We can give an opinion about a judgment, but we cannot overrule it,' Justice Kant made a fine point. Journalists' bodies condemn sedition charges against Siddharth Varadarajan, Karan Thapar of The Wire The Press Club of India (PCI), the Indian Women Press Corps and the Editors Guild have expressed dismay at the FIR against senior journalists Siddharth Varadarajan and Karan Thapar of The Wire by the Assam Police's Crime Branch, which invoked sedition charges under Section 152 of the Bharatiya Nyaya Sanhita. The PCI and the IWPC said in a joint statement that this was the second such FIR against the news platform in two months. They alleged that the Assam Police unleashed vindictive actions against the journalists through the Crime Branch in Guwahati. 'It is noteworthy that the summons were issued on August 12, 2025, even as the Supreme Court bench of Justice Surya Kant and Justice Joymalya Bagchi had granted Varadarajan and all journalists at The Wire protection from any coercive action in an FIR (0181/2025) filed by the Assam Police in Morigaon on July 11, 2025 under Section 152 and other provisions of the BNS. Now, the Assam Police have filed another FIR without mentioning any reason and have asked Varadarajan and Thapar to appear before the investigating officer at the Crime Branch in Guwahati on August 22 — on pain of arrest in the event of non-compliance,' the statement added. The organisations said that in May 2022, the Supreme Court had ordered the suspension of proceedings and criminal prosecutions for sedition under Section 124A of the erstwhile Indian Penal Code. 'Section 152 of [the] BNS is a repackaged version of Section 124A. In its writ petition last week, The Wire has also challenged the vires of Section 152, [the] BNS, and the apex court issued notice to the Assam government and others,' the journalists' bodies said. 'While we welcome the relief given by Supreme Court to The Wire and Varadarajan last week, the registration of a new case against him and Thapar makes it apparent that Section 152 has become a tool with which to target the media in India,' they said, demanding immediate withdrawal of these cases against the senior journalists, as well as the withdrawal of the 'draconian' Section 152 of the BNS, which 'threatens freedom of expression as enshrined in Article 19(1)a of Indian Constitution'. 'As can be seen from the actions of the Assam Police, Section 152 of the BNS has been weaponised to chill the press into silence,' they said. In a separate statement, the Editors Guild said that it is extremely disturbed by this continuing trend of law enforcement agencies across States registering FIRs against journalists by invoking multiple provisions of the criminal code. 'This practice effectively muzzles independent journalism, as the very process of responding to notices, summons, and prolonged judicial proceedings becomes a form of punishment. The invocation of Section 152 of the BNS is particularly troubling, since it is widely regarded as a repackaged version of the draconian sedition law (Section 124A of the IPC), which the Supreme Court ordered to be kept in abeyance in May 2022 in response to petitions filed by the Guild and others challenging its constitutionality. 'Rather than meaningfully engage with the concerns raised by the Court, the government reintroduced the provision in broader form under the new law. Section 152 of the BNS now extends beyond speech acts (written or oral) to also include the alleged use of financial means to pursue certain objectives,' the Guild said. While laws must always be respected and upheld, they must not be misused to suppress journalism, the Guild added, urging the Assam Police to refrain from actions that could cast even the slightest doubt on their true intent. 'The Guild also takes the opportunity to remind fellow journalists about the importance of pursuing their profession without fear or favour. Honest journalism can never be a crime,' the statement said. NEW DELHI: Chinese Foreign Minister Wang Yi called on Prime Minister Narendra Modi on Tuesday, a day after assuring External Affairs Minister S Jaishankar that Beijing will resume critical exports to India — including fertilisers, rare earth minerals, and tunnel boring machines — addressing three long-pending Indian demands. The move, a key signal of thawing ties, came ahead of the 24th round of India-China border talks in New Delhi earlier in the day. The export assurance was viewed as a significant confidence-building measure. Sources told TNIE that in his bilateral talks with his Chinese counterpart, Jaishankar underlined India's expectation of stable, uninterrupted supply chains for essential inputs — an issue he had raised with Beijing earlier as well. They added that Wang had responded positively, committing to facilitate the flow of these vital goods. Meanwhile, the MEA said that Jaishankar raised India's concerns regarding the construction of a mega dam on the lower reaches of the Yarlung Tsangpo river during his meeting with Wang. Later in the day after the border talks, the Chinese foreign minitser called on PM Modi, who said both sides have made steady progress guided by respect for each other's interests and sensitivities. PM Modi 'welcomed the steady and positive progress in bilateral ties since his meeting with President Xi in Kazan last year, guided by mutual respect, mutual interest and mutual sensitivity, including the resumption of the Kailash Manasarovar Yatra,' an Indian readout said. Modi 'reiterated India's commitment to a fair, reasonable and mutually acceptable resolution of the boundary question.' Accepting the Chinese President Xi Jinping's invitation to attend the upcoming SCO Summit in Tianjin, Modi said he looked forward to meeting Xi again. 'Stable, predictable, and constructive bilateral ties will contribute significantly to regional and global peace and prosperity,' he said. 'Our leaders have given us the direction, and we must now translate that into durable progress,' Wang told Jaishankar, referring to the Modi-Xi meeting in Kazan in October 2024. National Security Adviser Ajit Doval, who led the border talks, highlighted the calm since disengagement last year. 'Borders have been quiet, there has been peace and tranquility, and our bilateral engagements have become more substantial,' Doval said.
