
RBI panel suggests longer call money hours, extended repo timings

A working group formed by the Reserve Bank of India has recommended extending the timing for the call money market by two hours to 7:00 PM amidst changing dynamics on liquidity management with cash withdrawals happening online 24X7.Availability of funds through the call money market till 7.00 pm will increase reliance on this market, which is regulated by the RBI, experts said.Usually, most banks keep extra cash in case there are sudden outflows because payment systems are operational 24x7. But in the absence of the interbank call money market, they are parking surplus cash in a central bank window – standing deposit facility or SDF, losing out up to a quarter percentage point more that they may have earned lending in the call market instead, ET reported on April 15.According to bank treasury officials, the extension of operating hours for the Call Money, TREPS (Tri-party Repo Dealing System), and Market Repo segments has been long-standing demands from market participants.The working group, chaired by Radha Shyam Ratho, Executive Director of RBI, also recommended unifying and extending the timings of market repo and TREP trading hours till 4:00 PM. Currently, it closes at 3:00 PM.'This demand has gained renewed urgency following the implementation of RTGS 24x7, which has made it challenging for banks to manage sudden and large fund flows after 5:00 PM. In such situations, banks are often left with no option but to rely on the RBI's MSF (marginal standing facility) or SDF,' said VRC Reddy, head of treasury, Karur Vysya Bank.The RBI said that final view will be taken on the recommendations made by the working group. The last date for submission of comments is May 30.TREPS is an anonymous order matching system facilitating borrowing and lending of funds against government securities. Usually, mutual funds are the lenders in this market.According to the group's report, TREP segment accounts for the largest share in the overnight money market with 69% of daily average volume in the market followed by market repo at 29%.The share of call money has gradually come down from 13% in 2014-15 to about 2% in recent years. Though it is an important barometer because according to the RBI's current policy framework, the central bank aims at aligning the weighted average call rate with the repo rate.The working group has recommended maintaining the current timings for the bond and foreign exchange markets.However, it has recommended permitting post onshore market hours transactions in government securities with non-residents during a time window of 5:00 PM to 11:30 PM. Such transactions must be reported to NDS-OM, an RBI-owned trading platform, on T+1 day between 7:00 AM – 8:30 AM, with settlement on a T+2 basis.Rajeev Pawar, head of treasury at Ujjivan Small Finance Bank, said that the extension of bond market timing for foreign portfolio investors has been the long pending demand for international banks as it would give easy access to their clients. 'US markets open after the Indian trading timings are over. The working group's proposal would give them the opportunity to take exposure to Indian bonds, especially if some geopolitical event unfolds or some crucial macroeconomic data is out after India market hours,' he said.

MNC exec loses Rs 1.6 cr in online stock trading scam
Hyderabad: A 45-year-old senior executive working for an MNC in the city lost 1.6 crore in an online stock trading scam. The victim, a resident of Khajaguda, is working as a director of finance at the company. In her complaint, the victim alleged that on June 7, she received a WhatsApp message from an individual who introduced himself as Abhishek Ummat, a financial assistant, claiming to deliver high returns through intraday trading. On his advice, she joined a WhatsApp group titled 'B13 ASBPL VIP ELITE COMMUNITY'. She clicked a weblink shared by the fraudster and installed an app on her iPhone, which resembled a genuine brokerage company's interface. "The app displayed real-time market feeds, customer-service icons, and posts by investors. On the WhatsApp group, members often posted messages celebrating hefty profits," the victim claimed. Convinced by its 'authenticity', the victim first transferred 50,000 on June 10, followed by another 4.5 lakh over the next three days. On June 16, the fraudsters credited a little over 76,000 into the victim's account to build her trust. Between June 16 and July 3, she went on to transfer an additional 42.6 lakh. As the fake app showed her total earnings as 22 crore, she continued investing and, until Aug 7, transferred about 1.2 crore through RTGS and IMPS into multiple accounts shared by the fraudsters. Suspecting foul play, she cross-checked the details of the app and discovered she had been duped. Cyberabad police registered a case under Sections 318(4) (cheating and dishonestly inducing delivery of property), 319(2) (cheating by personation), 336(3) (forgery for purpose of cheating), 338 (forgery of valuable security, will, etc.), and 340(2) (using as genuine a forged document or electronic record) read with 3(5) (common intention) of the BNS, besides Section 66-D of the IT Act. India Panel Cites US Tariffs As Growth Risk, Sees Mild Inflation
Mumbai: India's monetary policy committee members flagged evolving risks from global trade tensions and tariffs as a key drag on growth but said the economy remains resilient with the inflation outlook benign, minutes of the August meeting showed on Wednesday. The Reserve Bank of India held its key repo rate steady at 5.50% earlier this month, after cutting rates by 100 basis points so far in 2025. The six-member Monetary Policy Committee voted unanimously to retain a "neutral" stance, citing the need for flexibility amid domestic and global uncertainties. "Growth projected at 6.5% is resilient," RBI Governor Sanjay Malhotra wrote in the minutes, but added the projection was "certainly lower than what we can achieve." He warned that uncertainty in external demand, driven by tariffs and geopolitical tensions, remained a major drag on growth. India faces as much as 50% tariff on exports to the United States starting August 27 after US President Donald Trump imposed an additional 25% tariff earlier in the month citing New Delhi's continued imports of Russian oil. Malhotra said the moderation in food inflation since the June meeting was larger than expected, but cautioned that the uncertainties around tariffs were still evolving. He added that the neutral stance would provide the necessary flexibility to respond to changing conditions. India's retail inflation rate dropped to its lowest level in eight years in July, as falling food prices, especially vegetables and pulses, squeezed farmers' incomes. Deputy Governor Poonam Gupta said the moderation in inflation was not broad-based and was primarily driven by food prices falling. "Core inflation is likely to remain above 4% in the near to medium term, barring any major negative shock to input prices," she wrote. MPC member Ram Singh said the average CPI inflation outlook for 2025–26 had become "very benign," though core inflation was expected to stay above the target range. He flagged sustained growth in construction, trade and services, but warned of high uncertainty on both inflation and growth fronts. External member Nagesh Kumar said the case for stimulating private investments and urban demand remains strong while the benign inflation outlook also provides policy space. But considering trade policy uncertainties, it is better to wait and watch before looking at any policy decisions at the October meeting, he said. External member Saugata Bhattacharya said monetary policy has to address multiple, often conflicting, objectives and optimise the consequent trade-offs. He highlighted the trade-off between loan and deposit rates as one of the key considerations. The central bank has a 4% inflation target, with a tolerance band between 2% and 6%.
