Nearly 4,000 contempt cases pending against government since 2022: H.K. Patil
He presented the Karnataka Conduct of Government Litigation (Amendment) Bill, 2025, in the Council on Thursday, and it was cleared. The Bill that was earlier passed in the Assembly.

Pointing out that failure to implement court orders on time has caused embarrassment to the government, the Minister said that there have even been instances where the cars of tahsildars were seized due to contempt proceedings.
'These are not minor cases that we can afford to neglect. We must respect court orders and ensure compliance,' he said.
Asserting that the government must appoint compliance officers to address the huge backlog of contempt cases, the Minister announced that a committee will be formed under the chairmanship of the Chief Secretary to work towards resolving these cases.
'Through this Bill, we are amending the Karnataka Conduct of Government Litigation Act, 2023, to introduce a new Chapter IV-A, focusing on compliance with court orders. A key aspect of this new chapter is the mandate for departments to appoint a designated officer to oversee the enforcement and compliance with court orders. This officer will be responsible for ensuring that departments prepare regular reports on the status of compliance with court orders,' the Minister said.
OPTIONAL CUT Giving a year-wise break-up of the pending contempt cases, Mr. Patil said that while 946 cases were pending in 2022, 1,098 were pending in 2023. As many as 1,254 accumulated in 2024 and 659 in 2025. 'Of the 659 pending this year so far, 179 have been dropped,' he added.

The Rajya Sabha on Thursday passed the Promotion and Regulation of Online Gaming Bill that proposes a blanket ban on games involving real money played online. The Bill makes offering or facilitating online real-money gaming a punishable offence, carrying jail terms of up to three years and fines of up to ₹1 crore. It also criminalises the advertising of such games with penalties of up to two years in prison or a fine of ₹50 lakh. The blanket ban has taken the industry by surprise. Earlier, similar efforts by some state governments had been struck down by the courts, which refused to classify games of skill in the same category as gambling. The Centre has defended its move, arguing that the ban is necessary to address the rising concerns over gaming addiction, money laundering, and financial fraud. While resisting outright bans, the courts had also acknowledged that online games are subject to regulations when they affect public health at large. Still, the government's latest decision comes across as a knee-jerk reaction, particularly given its earlier position. Just two-and-a-half years ago, the electronics and IT ministry had released online gaming regulations that proposed a self-regulatory mechanism, mandatory verification of players, and a physical Indian address for online gaming firms. A complete ban was not under consideration at that time.

Have written to EC on preparations for corporation elections: DKS
Deputy Chief Minister D.K. Shivakumar announced in the Legislative Council on Thursday that the government had written to the Election Commission of India about preparations for corporation elections. Replying to a question raised by member Jawarayee Gowda T.N. about the implementation of the Greater Bengaluru Authority Act, 2024, he said, 'The delimitation of wards will take place by November 1. This is being handled by a separate team under the leadership of the BBMP Commissioner. We have submitted an affidavit to the court. We will issue a GO for delimitation of wards'. Replying to a member who urged the government to conduct elections early, he said, 'I completely agree with the suggestion.' The Council approved the Greater Bengaluru Governance (Amendment) Bill, which clarifies that the authority will not interfere in the functioning of municipal bodies in violation of the 74th amendment of the Constitution. Replying to queries raised by members - Govindaraju (JD-S), T.A. Saravana (JD-S), and H.S. Gopinath (BJP) - he said the amendment ensures that the government does not have any overbearing power on the corporations. 'Some people have spoken about ward restructuring based on population. As per the 2011 census, there were about 18,000 people in each ward, but now it would be 30,000. We will take members' feedback when we are adding new areas to the corporations,' he added.

Nitish refuses wear skull cap at madrasa event in Patna
Bihar Chief Minister Nitish Kumar on Thursday (August 21, 2025) reportedly refused to wear a skull cap that's typically worn by Muslims at the centenary celebration of the Bihar Madrasa Education Board, where Mr. Kumar was the chief guest. In a video that went viral on social media, Mr. Kumar can be seen holding the cap with both hands and placing it on the head of his Cabinet colleague and Minority Welfare Minister Mohammad Zama Khan. Fencing of graveyards has been done on a large scale. Now, there is no fight,' the Bihar CM said. 'Earlier, the condition of madrasas was very bad and madrasa teachers received little money. From 2006, madrasas were registered and given government recognition. Madrasa teachers started receiving salaries equal to government teachers, and equal salaries are being given continuously since then,' Mr. Kumar said.
