
MCD plans to rope in pvt players to increase properties under tax net
A senior MCD official said that a request for proposal (RFP) has been nearly finalised and will be floated in the coming weeks to select agencies that demand the lowest share of revenue. The official added said such a model has been tested by civic agencies in Odisha and Jodhpur and is being adapted to Delhi's context.
Under the proposed model, private firms will survey the city to locate untaxed properties. Once identified, the civic body will share a portion of the tax collected from these units with the operator. 'The RFP is almost ready. The idea is to boost revenue collection while ensuring compliance. The private agencies will be tasked with identifying the properties, but any tax notice will only be issued by MCD's accessor and collector department,' the official said.
Property tax is one of the key revenue sources for the cash-strapped civic body, but low levels of compliance have remained a challenge. This year, MCD collected approximately ₹2,163 crore from around 1.3 million taxpayers, a small fraction of the city's estimated 4 million properties. For the financial year 2025–26, MCD has set an ambitious target of ₹4,000 crore in property tax collection.
'The role of the private operator will be limited to conducting surveys and bringing property data to the respective zonal offices. Notices and assessments will remain strictly under the control of MCD to prevent any misuse or harassment,' the official added.
Another official clarified that while MCD is entitled to recover pending dues dating back to 2004 from such non-compliant units, the private agency's profit share will apply only to the current financial year. 'Many properties in unauthorised colonies have never paid tax. Even in planned areas, we've found gaps in the payment history. These agencies will help plug those loopholes,' the official said.
As per the Delhi Municipal Corporation Act, all properties—whether in planned colonies, regularised or unauthorised settlements, urban villages, or even vacant plots—are liable to pay property tax. The survey will thus cover both planned and unplanned areas.
While MCD has not issued an official statement on the matter, officials confirmed the civic body's decision to intensify its efforts in bringing untaxed properties into the fold.

Separately, on August 1, MCD extended the deadline for taxpayers to avail the 10% rebate on property tax for the financial year 2025–26 till August 31, 2025. It also announced the launch of 'SUNIYO – Property Tax Settlement Scheme 2025–26' (Sampattikar Niptaan Yojana), under which property owners can get a full waiver on dues preceding 2020–21, including interest and penalties. To qualify, property owners must pay the principal amount for the current fiscal year and for the previous five years (2020–21 to 2024–25) without any interest or penalties.

Capacity and area of e-waste park in north Delhi to double: Sirsa
The Delhi government is planning to double the area and the originally planned processing capacity of the upcoming electronic waste eco park in north Delhi's Holambi Kalan, environment minister Manjinder Singh Sirsa said on Sunday. The announcement was made following the minister's visit to Norway's Revetal last week, where he analysed another e-waste processing facility. Around 11.4 acres was identified in Holambi Kalan for the plant, and the estimated cost was set at ₹150 crore. A global tender (RFQ-cum-RFP) will soon be floated, officials said. Officials did not specify the exact new area in acres. 'This comes after a detailed study of the facility in Norway, run by the company Revac. The facility has been selected as a global model due to its proven track record in eco-friendly e-waste management and geographical and operational similarity to the proposed Delhi site,' Sirsa said, adding that the estimated expenditure on the park will also rise. 'The area will almost double and so will the original capital expenditure that was fixed. It will also be based on the global zero-waste principle, ensuring no pollution, no radiation, no untreated discharge, and complete material recovery to feed a circular economy,' Sirsa added. The minister had visited the facility in Norway on August 4, to study the process in which e-waste was being handled there, while also assessing the technologies in place. 'The plant (in Norway) does not burn waste, but it uses threshers and segregators to separate valuable items such as aluminium, iron, and refuse-derived fuel from discarded waste. Following this example, it has now been decided that the Holambi Kalan plant will adopt a similar model to achieve zero waste and avoid any environmental harm,' he added. 'The second learning from the plant was the need for a robust inspection mechanism during e-waste processing. While in Norway, this is done with the help of not-for-profit organisations engaged in the disbursement of extended producer responsibility (EPR), in India, the Delhi government is now planning to engage an expert agency to do third-party monitoring,' a government official said.

BJP demands detailed probe in Chandni Chowk irregularities case
A day after the Public Works Department (PWD) flagged irregularities in the Chandni Chowk redevelopment project, the Bharatiya Janata Party (BJP) on Sunday demanded that a larger probe be carried out in the case, also including the Shahjahanabad Redevelopment Corporation (SRDC). 'The officers have always viewed Chandni Chowk only as a Mughal-era city, never understanding or appreciating its commercial identity. Ignoring reality, these officers have repeatedly proposed plans to develop Chandni Chowk as merely a tourist centre, often persuading chief ministers to approve impractical schemes,' Delhi BJP spokesperson and general secretary of Chandni Chowk Nagrik ManchPraveen Shankar Kapoor said. After coming to power in 2015, the Aam Aadmi Party (AAP) government began formulating development and beautification projects for Chandni Chowk without understanding or consulting its residents and traders, Kapoor claimed. 'In 2018-19, despite opposition from local trade bodies and the Chandni Chowk Nagrik Manch, the then MLA Alka Lamba pushed the redevelopment project prepared by bureaucrats and had it implemented by the SRDC,' Kapoor added. The 1.3-kilometre redeveloped stretch, inaugurated in 2021 by the then CM Arvind Kejriwal, saw its project cost swell from an initial estimate of ₹65.6 crore to ₹145 crore. The PWD report claimed that the initial cost for civil and electrical works — estimated at ₹27.79 crore — escalated to ₹105.93 crore. Officials from the SRDC did not respond to HT's requests for a comment on the allegations.

Flyover to nowhere: Project stalls midway, land acquisition delay halts work
A ₹153-crore flyover between Para and Rajajipuram, aimed at easing traffic for over 5 lakh residents, has come to a standstill after only 168 metres of the 857.92-metre structure was built. The work stopped abruptly without a landing site on the Para side, as construction began before acquiring the required land. The flyover completion will reduce the journey from 30 minutes to 2 minutes. Once completed, the bridge is expected to cut travel time from 30 minutes to 2 minutes, providing significant relief. Approved in November 2023 and inaugurated in October 2024 by defence minister Rajnath Singh, the bridge was designed to connect Rajajipuram and Para over the Jalalpur railway line. Construction has been stalled since March 17, 2025, as 85 houses and shops stand in the way of the Para-side landing. Residents claim they have not received any official notice or compensation offers. Corporator of Malviya Nagar Para ward, Rekha Singh, said, 'The 85 families have not been served any notice, nor has the compensation for their properties been announced. The residents need compensation if they are to be displaced.' Officials of the UP State Bridge Corporation began construction on one end without securing land on the other. District authorities marked the affected properties but the public works department (PWD) did not finalise compensation, officials said. Meanwhile, project director of the corporation, Amit Verma, said, compensation negotiations were in the final stage, led by the district administration, after which land registry work would begin. Discussions were ongoing but no timeline had been given, even after four months of delay, according to executive engineer Satyendra Nath. He added that talks with landowners were ongoing and a solution was 'round the corner.' A district official said the land acquisition process under Section 11 had begun and would be completed within a month. The project is scheduled for completion by December 31, 2026.
