Yes we can! A master of political slogans reveals his secrets

There can't be many people working in politics with a CV like Chris Bruni-Lowe's. One morning in late 2018 the pollster and strategist took an unexpected phone call from his old friend Nigel Farage. Together the two men had taken Ukip from nutty obscurity to nearly four million votes in a general election and the EU referendum victory it had always dreamt of. Now, with parliament deadlocked and Ukip back beyond the fringe, a restless Farage was planning his most audacious heist on British democracy yet: the Brexit Party. Now he needed a slogan. To Bruni-Lowe, a shaven-headed thirtysomething from south London, Farage was insistent: he wanted to promise a 'political revolution'.
Saying no to Farage is never easy. But Bruni-Lowe did just that. 'I pointed out to him that the politically explosive connotations of the term made it a risky choice,' he writes in Eight Words That Changed the World, a fascinating and timely history of election slogans – some of them his. Instead he settled on a gentler line with a deliberate double meaning: 'Change politics for good.' Farage won the European elections of 2019, Theresa May was ousted as prime minister, then Boris Johnson got Brexit done. 'We had succeeded,' Bruni-Lowe reflects, 'in choosing the right word for the right candidate at the right time.'
A couple of pages after this story Bruni-Lowe recounts another of his professional triumphs. 'I was advising Milojko Spajic, a former finance minister in Montenegro … He had resigned from the government six months earlier to found a new political party called Europe Now! and he wanted my help to win the presidential election in March 2023.' Pardon me? What now? Europe when? We thought you were the Farage guy. But no: here is Bruni-Lowe, settling on the slogan 'It's time' to help another upstart party 'overturn some deeply entrenched attitudes' and win an election on a pro-EU platform. It worked. Just how does he do it?
In an age of volatile electorates and unpredictable polls, this stuff is more important than it has ever been. At their best, slogans capture the zeitgeist and express in not even a sentence the essence of a politician's mandate. Just ask Keir Starmer. 'Change', one of Bruni-Lowe's eight words, spoke to the anti-Tory mood of 2024, but is proving rather difficult to substantiate in office. Few people know all of this better than the author, a gun for hire whose work has taken him to almost every democracy in the world. There is a little bit of memoir in this pacey, breezily written history of a much misunderstood political art — I almost wanted more — but it is short on baccy-stained anecdotes about Farage. Instead, this short book's great strength is in its breadth and depth.
Those eight words are people, change, democracy, strong, together, new, time and better, with a chapter for each — and two bonus choices, great and future, as our introduction and epilogue. Some are invariably more effective, ambiguous and elastic than others, but it of course depends where you are. As the Liberal Democrats have learnt from a century of banging on about proportional representation, lecturing UK voters about 'democracy' is likely to put them to sleep. In embattled states like Taiwan and Ukraine, however, it means something real. Parties that look knackered, meanwhile, can be reinvigorated by the judicious use of a single word. Old rogues like Recep Erdogan in Turkey and Viktor Orban in Hungary have both used the word 'time' to present themselves afresh to exhausted electorates.
Political journalists like me are constantly discovering that there's really nothing new in our line of work — and that is also the lesson here. Not least the word 'new', which turns out to belong to rather more people than Tony Blair. Vladimir Putin, Erdogan and the Belarusian dictator Aleksandr Lukashenko all used it to win the elections that would, in time, turn them into very old-school strongmen. The best slogans are a repository for millions of diffuse — and very different — hopes and dreams.

Take Barack Obama. 'Yes we can' was his clarion call to a restive America in 2008. Even I, the sort of tragic political nerd who watches old Michael Cockerell documentaries on holiday, didn't know that Alex Salmond had used the same slogan for the SNP in the general election of 1997. As Bruni-Lowe notes, drily and wryly: 'It is plain to see that Alex Salmond and Barack Obama had different qualities.' It wasn't so much the slogan that mattered, but the time and place in which voters were reading it. 'The words can work,' he writes, 'but only if they're used by the right person at the right time.'
See also: Winston Churchill. Almost absurdly, given how intimately he was then known by the British public, Churchill told voters that it was 'time for a change' in 1951. Despite knowing him only too well — just as they knew Farage by 2019 — they happened to agree. But when the Republicans ran Thomas Dewey against Franklin D Roosevelt with the same slogan in 1944, Americans laughed him out of the room. Yes, Roosevelt was running for an unprecedented and controversial fourth term — but the business end of the Second World War was not, it turned out, the ideal time for a change. Perhaps my favourite one of all is the frankly deranged slogan employed by the Japanese Social Democrats in 2021: 'Change is fun!' That may be the implicit logic of every 'change' line, but in this case the voters did not agree. They won one seat.
As South Africa prepared for its first multiracial elections in 1994, Nelson Mandela — not a man we imagine as a ruthless electioneer — learnt a similar lesson. He told his American strategists, Stan Greenberg and Frank Greer, that he had come up with the ideal slogan for the African National Congress: 'Now is the time.' They duly polled it and found it resonated only with hardcore activists from the ANC. Mandela, 75 but ever conscientious, did not much like that. 'He really wanted to unite the country,' Greer, one of many gnarled veterans to speak on the record, tells Bruni-Lowe. 'I've never been a candidate,' Mandela would say. 'I want to learn how to be a candidate.' That resulted in a slogan befitting of a father of the rainbow nation: 'A better life for all.'

As Bruni-Lowe rightly concludes, the election slogan has never been more important. With everything up for grabs in British politics, his comrades in the polling fraternity should study his book. I bet Farage will. And if that scares you, read to the very end. The author's parting shot should terrify well-meaning liberals even more than the prospect of a Reform government. The reader we should worry about isn't an unscrupulous politician but ChatGPT. The future, Bruni-Lowe warns, is a world of 'hyper-targeted slogans', written by AI, mashing his eight words together in different orders for each individual voter and smashing our national conversation into tens of millions of pieces. That's certainly new. It will be a change too. And it's about time politics caught up with technology. But is it democracy?

It added that there will be new U.K. funding to assist with the removal of Assad-era chemical weapons and provide urgent humanitarian assistance in Syria, to bolster U.K. and Middle East security and tackle irregular migration. The statement said the British government wants to ensure that the Islamic State group's territorial defeat 'endures, and they can never resurge.' IS once controlled large parts of Syria and Iraq, where it planned attacks worldwide. It was defeated in Syria in March 2019 when the extremists lost the last sliver of land they once controlled. The statement said Britain's support for Syria is set to continue, with the additional 94.5 million pounds ($129 million) package announced Saturday. It will provide urgent humanitarian aid to Syrians, support Syria's longer-term recovery through education and livelihoods, and support countries hosting Syrian refugees in the region. In April, the British government lifted sanctions against a dozen Syrian entities, including government departments and media outlets, to help the country rebuild after Assad's ouster. Weeks earlier, the U.K. had dropped sanctions against two dozen Syrian businesses, mostly banks and oil companies. Earlier this week, U.S. President Donald Trump signed an executive order ending many American economic sanctions on Syria, following through on a promise he made to al-Sharaa. Syria's new leaders have been struggling to rebuild the country's decimated economy and infrastructure after nearly 14 years of civil war that has killed half a million people. In recent months, al-Sharaa visited oil-rich regional countries and France in May in his first visit to the Europe Union. Also on Saturday, Lammy met in Beirut with Lebanese President Joseph Aoun and they discussed the situation along the Lebanon-Israel border following the 14-month Israel-Hezbollah war. A statement issued by Aoun's office, quoted the Lebanese leader as telling Lammy that Beirut plans to raise the number of Lebanese troops along the border with Israel to 10,000. Aoun added that the only armed sides on the Lebanese side of the border will be Lebanon's national army and U.N. peacekeepers. ___

British law firm representing Hamas changes name to Riverway to the Sea

A law firm that tried to remove Hamas from the UK's list of proscribed terrorist groups has closed down in its current form after being investigated by the Solicitors Regulation Authority. Riverway Law will now reopen as the legal arm of a new organisation called 'Riverway to the Sea', which describes itself as 'dedicated to understanding and confronting the racist ideology of Zionism'. The firm's title is a reference to the pro-Palestinian slogan 'from the River to the Sea, Palestine shall be free'. The slogan has been interpreted in a variety of ways. Critics claim it rejects Israel's right to exist by asserting a Palestinian territorial claim to all land between the Jordan and the Mediterranean. Others characterise it as a call for the international recognition of a Palestinian state alongside Israel. The new firm states that its purpose is to use the British legal system to challenge Israel, whose name they render in quote marks, and Zionism 'through strategic litigation, legal education, and international co-ordination'. It cites asylum claims, employment tribunals and defamation suits as opportunities to further these goals. Robert Jenrick, the shadow justice secretary, who first called for an SRA investigation into Riverway Law, told The Telegraph: 'This isn't a law firm committed to upholding the rule of law – they are naked activists who seek to weaponise it. The SRA need to expedite their investigation so these disgusting individuals can be brought to heel.' Riverway Law made headlines in April when it launched an appeal to have Hamas taken off Britain's list of proscribed groups. In a submission to Yvette Cooper, the Home Secretary, it argued Hamas posed 'no threat to the UK people' and should be allowed to operate here on free speech grounds. Days later, Mr Jenrick reported the firm to the SRA, arguing the appeal potentially breached UK sanctions rules on terror groups. He also drew attention to apparent social media posts about the war in Gaza by Fahad Ansari, the leading lawyer in the case and the director of Riverway. 'A legitimate resistance movement' The posts included claims that Hamas is a 'legitimate resistance movement' protecting Palestinians from 'UK-sponsored Israeli genocide'. Mr Ansari has defended his firm's actions, saying it took advice to ensure it did not breach its duties under the sanctions regime. The SRA is understood to have opened its investigation into the firm in May and was still at an early phase last month. However, Riverway Law ceased trading on June 29, and therefore no longer functions as a solicitors' practice regulated by the SRA. In a statement on its website, the firm said: 'In response to escalating repression and growing global momentum for justice in Palestine, we are proud to announce that Riverway Law is undergoing a restructure whereby it will become the legal arm of the newly launched Riverway to the Sea – a movement-embedded legal organisation committed to confronting Zionism through strategic litigation, legal education, and international coordination. 'We have therefore taken the decision to close the practice in its current manifestation and will soon be reopening a new firm that will be better equipped to deal with the challenges of our times.' Riverway submitted its 106-page application on behalf of Hamas to the Home Office in April, accompanied by a video which was posted to its social media channels. The appeal, believed to be the first of its kind, was fronted by Mousa Abu Marzouk, Hamas's head of international relations and its legal office. Mr Ansari told The Telegraph: 'In the face of a live-streamed genocide, we are restructuring to meet the needs of the struggle. Riverway to the Sea will deliver radical legal education to equip the next generation of legal fighters while the forthcoming Riverway Law Centre – breaking with outdated divisions between barristers and solicitors – will form our legal wing to drive bold, coordinated challenges to Zionism. 'Riverway to the Sea has already held discussions on deproscription challenges with lawyers in the Netherlands, Austria, Sweden and Australia. We have been invited to speak about deproscription at an international lawyers' convention this summer, and are currently collaborating with other Jewish lawyers to provide training about the anti-Semitism within Zionism. 'While we appreciate that a low-grade politician like Robert Jenrick may want to bolster his fascist credentials by claiming he shut the firm down, there is not and has never been any investigation into Riverway Law.'

Sir Keir Starmer is facing a fresh wave of dissent from Labour backbenchers over his deal with France to stop small boat crossings. Under the 'one in, one out' scheme, Britain would send migrants coming in from the Channel back to France within weeks of their arrival in return for the UK taking asylum seekers from France. Details of the plan are expected to be set out during a state visit by Emmanuel Macron, the French president, to London this week. But restless backbenchers who recently rebelled against Sir Keir's welfare plans have threatened to revolt again over his proposed migrant deal. Clive Lewis MP told The Telegraph: 'Last week felt like it was the starting gun on more Labour MPs beginning to seriously question the Government. You can't help but think its judgment will now be called into question far more frequently.' Mr Lewis continued: 'On immigration and asylum, why don't we have safe routes? There's no safe routes; if you want to stop the boats, establish safe routes. 'Labour should have a practical, humane policy. But any sense of a logical process that is based on human rights, basically what a Labour Government would traditionally be expected to do, is now out of the window. 'Tony Benn was right – if you want to know what your government would do to you if they could get away with it, look at how they treat asylum seekers. That's what you saw this week with disabled people and you're seeing it again with this.' Another Labour MP added that the proposed deal 'could be illegal under international law'. Relations between Downing Street and the parliamentary Labour party have broken down in recent weeks as the Government's approach on issues such as welfare has clashed with the Left-wing values of many Labour MPs. No 10 and the Prime Minister himself have also been criticised for a perceived lack of engagement with MPs and an allegedly haughty attitude towards the back benches. Labour 'moving Right' One senior Labour MP and former minister said: 'I am very concerned by the proposal. It's a bit like the debate we had last week about welfare and disability payments. It just doesn't really seem like a Labour thing to do. 'My view is that we should have more safe routes. But there are a number of my colleagues, particularly those in Red Wall seats, that think being seen to be more conservative on immigration will help them win again next time. 'I know that Morgan McSweeney has been a strong voice for moving Right on immigration. Many of us disagree with this approach.' Another senior MP added: 'A lot of people across the country are agitated about the small boats but there is no easy solution. But they're on the wrong track. 'What happened to smashing the gangs? Human traffickers are the scum of the earth and the idea was to get them but we don't seem to be doing too well on that front. I'm not convinced by this, it sounds like another gimmick that is doomed to fail.' One MP suggested any revolt over the scheme could be as big as this week's rebellion over disability benefits. Some 49 rebels voted against the Government's Bill on welfare reform despite a series of concessions from No 10. At one point the rebellion included as many as 120 MPs, enough to wipe out Sir Keir's landslide majority. France has previously resisted moves for a returns agreement with Britain since the Dublin returns agreement was scrapped under Brexit, and has argued that any new agreement would have to be EU-wide. However, France opened the door to taking back Channel migrants for the first time after Bruno Retailleau, the country's interior minister, said that it would 'send a clear message' to other migrants planning to make the perilous journey. The summit between Mr Macron and Sir Keir is set to take place from 8-10 July in the wake of Labour's first anniversary of being in Government.
