Lok Sabha approves updated I-T bill, to ease compliance burden
NEW DELHI: Lok Sabha on Monday approved the Income Tax Bill 2025 - a key reform aimed at revamping the decades old income tax law for individuals and companies, making it simple for taxpayers and easing the compliance burden.

introduced the revised and updated version of the I-T bill in Parliament, incorporating recommendations of the Select committee of Parliament. On Aug 8, FM had withdrawn the earlier bill, which was introduced in the house on Feb 13. The Select committee of the Lok Sabha headed by BJP's Baijayant Panda had examined the I-T Bill 2025 and adopted the report on the draft legislation last month.
The parliamentary panel had suggested 285 recommendations on the draft legislation, aimed at simplifying and modernising the country's tax laws.
"Almost all of the recommendations of the Select Committee have been accepted by govt. In addition, suggestions have been received from stakeholders about changes that would convey the proposed legal meaning more accurately," according to the statement of Objects and Reasons of the Income Tax (No.2) Bill.
" For TDS correction statements, the time period for filing statements has been reduced to two years from six years in the Income-tax Act, 1961.

I-T department sources said this is expected to reduce the grievances of deductees significantly.
Flexibility has been provided in the new I-T bill for allowing refund claims in cases where the return is not filed on time, a move which is expected to come as a major relief for taxpayers.
Tax experts said the reforms are expected to ease compliance for individuals, companies, MSMEs and promote a stable, predictable and transparent tax system, key for sustaining domestic consumption, attracting foreign investment and supporting growth.
"The withdrawal of the earlier I-T bill and the introduction of a revised version demonstrates govt's responsiveness to stakeholder feedback and the Select Parliamentary committee's recommendations," said Gouri Puri, partner, Shardul Amarchand Mangaldas and Co.
Puri said the original draft raised concerns about ambiguities, particularly regarding house property taxation, pension deductions, and the refund process for delayed filings.
"The revised bill addresses these gaps to simplify interpretation, reduce disputes and promote fairness," said Puri.
The new I-T Bill also aims to eliminate redundant and repetitive provisions for better navigation, reorganising sections logically to facilitate case of reference. It has opted for simplified language to make the law more accessible and has removed obsolete and redundant provisions for greater clarity.
Mandatory investment and deposit of deemed accumulated income of 15% of regular income in specified modes has been done away with. The word "profession" has been added after "business" in clause 187 to enable professionals with total receipts exceeding Rs 50 crore in a year the facility of prescribed electronic modes of payment.

No government school has closed down in Kerala in nine years: Minister
Minister for General Education V. Sivankutty has denied that government schools in Kerala are closing down. Not a single government school in the State was closed in the past nine years, the Minister said in a Facebook post on Tuesday. Union government statistics that showed a decline in government schools were baseless and an attempt to discredit the State, Mr. Sivankutty alleged. Union Minister of State for Education Jayant Chaudhary, in reply to an unstarred question by K. Radhakrishnan, MP, in the Lok Sabha on closure of government schools across the country, had submitted that 205 schools had closed down from 2019-20 to 2023-24 (201 from 2021-22). Referring to the numbers, Mr. Sivankutty said these were related to multi-grade learning centres (MGLCs), started as part of District Primary Education Programme (DPEP), a Centrally sponsored scheme, in the early 1990s. Once the Right to Education was passed, these could not continue as schools and were gradually phased out. Facilities, including free transport, had been arranged for the MGLC students to shift to nearby schools. As per the figures presented in the Lok Sabha, there were 5,014 government schools in 2019-20. It rose to 5,020 in 2020-21, fell to 5010 a year later, and further declined to 4,811 in 2022-23 and 4,809 in 2023-24. the data were sourced from UDISE and UDISE+ databases on school education in the country. 'Not updated data' Officials say UDISE+ data is directly updated by schools and hence not properly validated by the General Education department. Sampoorna is the State's official school management portal for everything from student strength to textbooks distribution and scholarships, but the Union government does not use this data. It had been proposed sometime ago that data on the Sampoorna portal along with other parameter details be collected and submitted to the Union government. However, that did not happen. Moreover, the data on UDISE was not up to date, unlike in the State where it is updated on the sixth working day every year. The UDISE data quoted by the Union government was not updated for even the 2024-25 academic year, they point out. The MGLC were not really considered government schools, they point out. According to the Sametham portal maintained by the Kerala Infrastructure and Technology for Education, there are 5,813 government schools in the State.

When asked about reports of a pilot error being responsible for the incident, Andrews said that more often than not, pilots who are deceased are the ones who are blamed. He added that in other incidents where the planes landed safely, the pilots were not blamed because those pilots can still speak for themselves. Andrews said that previous crashes taught us that the rush to reach a judgement on any crash is premature and speculative. "We need to wait to get all of the data," he said.

Karnataka government tables Assembly bills for gig workers
Agency: PTI Last Updated: Bengaluru, Aug 12 (PTI) The Karnataka government on Tuesday tabled 15 bills, including one to provide social security and welfare to the gig workers. The Prohibition of Child Marriage (Karnataka Amendment) bill was also tabled. The government said the Karnataka Platform Based Gig Workers (Social Security and Welfare) Bill, 2025 is aimed to protect the rights of platform based gig workers. It also intends to place obligations on aggregator or platform in relation to social security, occupational health and safety, transparency in automated monitoring and decision-making system, to provide dispute resolution mechanisms, to establish a welfare board and create a welfare fund for platform based gig workers. The 16-member board will have Labour Minister as its ex-officio chairperson, additional chief secretary or the principal secretary of labour department as the ex-officio member. It will have four representative body of gig workers, an equal number of representative body of aggregator, two representatives from the civil society with experience in the field and a technical expert. The Prohibition of Child Marriage Amendment Bill makes 'attempt and preparation to make engagement of a child punishable by rigorous imprisonment, which may extend to two years or with fine, which may extend to Rs one lakh or with both". The Karnataka Compulsory Service by Candidates Completed Medical Courses (Amendment) Bill enables posting of MBBS graduates even in urban areas which remain surplus even after posting to rural areas, posting of post graduates to community health centres and other hospitals in rural areas and issuing conditional, No Objection certificate to pursue higher studies like PG and super specialty courses upon submitting an undertaking to fulfill the obligation of one year compulsory service. Bills that were passed include Civil Services (Regulation of Transfer of Medical Officers and Other Staff) (Amendment) Bill, Tank Conservation and Development Authority (Amendment) Bill that sets the buffer zone regulations and prevents the misuse of lakes, Fire Force (Amendment) Bill, Medical Registration Bill, and Universities (Amendment) Bill. Other bills pertain to setting up development authority or board for Banavasi, Sarvajna Kshetra, Kitturu, Kudala Sangama, Nadaprabhu Kempegowda Heritage Area, Kaginele and Basavakalyana.
