Comelec set to prep for 2028 presidential polls this year
'2026 will become the research and development year. The preparation for an election should be two years. It should not be one year,' Garcia told reporters in an ambush interview.
'We will insist not only on our budget but also, with due respect, sa ating (with our) Executive (Branch) and Congress,' he added.
Garcia added 2026 would be for the drafting of the terms of reference and contract for the suppliers of the 2028 elections.
'That's probably everything before the procurement. Pagdating ng procurement, maayso na maayos na. So, by early part of 2027, may early delivery of the machines, siguro yung first 100,' Garcia said.

He added that this will give Comelec the time to test the machines and make some needed adjustments.
Comelec is also looking into the recommendations of the Parish Pastoral Council for Responsible Voting (PPCRV), which include bringing back the 25% shading threshold and using a stamping pen.
However, Garcia said it cannot be implemented for the 2025 Bangsamoro Parliament elections.
'I fully agree (with the 25% shading threshold), but no, we cannot for the BARMM elections because the law provides this is a continuation of the national and local elections, so kung ano yung ginawa natin nung nakaraan yun din yug gagawin natin at least as far as the system, hardware, software are concerned,' Garcia said.

In Metro Manila, registrants may apply in any participating Register Anywhere Program (RAP) sites. The Comelec previously announced that the 10-day nationwide registration for BSKE will start from August 1 to 10, 2025. The initial schedule in July was suspended following the ratification of a bicameral conference committee report seeking to extend the term of office for barangay and SK officials from three to four years, and postpone the elections to the first Monday of November 2026. President Ferdinand Marcos Jr. has yet to decide whether to approve or veto the proposed measure. Senate opens 1st regular session of 20th Congress
The Senate on Monday morning formally opened the first regular session of the 20th Congress, hours before President Ferdinand "Bongbong" Marcos Jr. delivers his fourth State of the Nation Address (SONA). Senate President Francis 'Chiz' Escudero' pounded the gavel in the Senate session hall shortly past 10 a.m., as witnessed by 23 other senators present. Senator Bam Aquino led the opening prayer, asking the Lord for strength and unity among senators to serve the country. Then, the Commission on Elections (Comelec) resolution proclaiming the 12 winning senatorial candidates for the 2025 midterm elections was read. Senators Bong Go, Bam Aquino, Ronald Dela Rosa, Erwin Tulfo, Francis Pangilinan, Rodante Marcoleta, Ping Lacson, Tito Sotto, Pia Cayetano, Camille Villar, Lito Lapid, and Imee Marcos took their oath of office thereafter. Meanwhile, there was no red carpet rolled out this time at the Senate amid the recent weather systems affecting the country. Aside from the spouses, relatives, and staff of the senators, several Cabinet members and foreign dignitaries were also present during the opening of the session. On Monday afternoon, lawmakers both in the Senate and House of Representatives will hold a joint session at the Batasang Pambansa Complex in Quezon City to hear Marcos' SONA.

Comelec holds mock elections ahead of BARMM parliamentary polls
The Commission on Elections on Saturday conducted mock elections in several areas in Lanao del Sur and Tawi-Tawi in preparation for the BARMM parliamentary polls on October 13. Comelec officials led by Chairperson George Erwin Garcia, other election stakeholders, and the media monitored the conduct of mock polls in Butig, Lanao del Sur, and in Bongao and Simunul in Tawi-Tawi. Voting started at 7 a.m. and ended at 10 a.m. ''Counting and canvassing for the mock elections has officially closed, with the Certificates of Canvass in all levels 100% received at around 11:07 a.m.,'' the Comelec said. Only 73 seats will be up for grabs in the October elections as the seven seats previously allocated to Sulu are considered temporarily vacant. ''These vacancies may be subsequently filled through presidential appointment or as may later be determined by a ruling of the Supreme Court or future legislation from the Bangsamoro Transition Authority (BTA) or the Philippine Congress,'' the Comelec said in a statement on July 15. The Supreme Court upheld the Bangsamoro Organic Law's (BOL) validity in September last year, but it also ruled that Sulu is not a part of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Sulu province rejected the ratification of the BOL during the plebiscite in 2019. 'As Sulu rejected the Bangsamoro Organic Law in the plebiscite, it was wrong to include the province in BARMM,' SC spokesperson Camille Ting said then. — VBL, GMA Integrated News
