
Singapore and Johor's Crown Prince agree to land swap near Botanic Gardens to preserve heritage site
The Singapore government has finalised a land swap deal with Johor's Crown Prince, Tunku Ismail Sultan Ibrahim, involving property near the Singapore Botanic Gardens.
The agreement, announced on 10 June 2025 by the Urban Redevelopment Authority (URA) and the Singapore Land Authority (SLA), aims to protect the integrity of Singapore's only UNESCO World Heritage Site.
Tunku Ismail currently owns 21.1 hectares of land in the Holland Road area. Under the new agreement, 13 hectares of this land—adjacent to Tyersall Avenue and beside the Botanic Gardens—will be transferred to the Singapore government.
In return, the government will transfer 8.5 hectares of state-owned land to the Johor regent. This land lies west of his remaining privately held area and is similarly zoned for 'special use'.
According to the URA and SLA, the parcels being exchanged are of 'comparable value'. The remaining 8.1 hectares of the regent's land will remain under his private ownership.
The government has stated that the newly acquired 13-hectare parcel will remain undeveloped for now. Future plans for the area have not yet been finalised, but development will be approached cautiously to preserve the site's historical and ecological value.
The decision to relocate the regent's development plans follows concerns about the proximity of construction to the Botanic Gardens, which has been a UNESCO site since 2015. The Gardens, now 166 years old, play a significant cultural and ecological role in Singapore's landscape.
Authorities highlighted that Tunku Ismail's intention to develop the land dates back several years. A 2021 Bloomberg report revealed that the Crown Prince had plans for a multibillion-dollar luxury residential development within Tyersall Park, on land historically linked to the Johor royal family.
The site includes the ruins of Istana Woodneuk, once a residence of Temenggong Abu Bakar Daeng Ibrahim, the father of Sultan Abu Bakar of Johor. The adjacent Istana Tyersall was also part of the royal family's holdings before being demolished.
While the Johor regent retains rights over his remaining land, any future development plans will be subject to regulatory approval. URA emphasised that the development must be 'sensitive to the surrounding site context'.
This includes conducting environmental impact studies and adhering to zoning restrictions. The land transferred to the regent has been earmarked as suitable for low-rise, low-density residential development, and any project will require formal submissions and evaluation.
Portions of the regent's current land are labelled for 'special use' or 'open space', with any re-zoning needing proper justification and compliance with planning policies.

PHOTO: REUTERS Indonesia revokes licences of four nickel miners in Raja Ampat, allows one to continue - The Indonesian government has revoked the business licences of four nickel mining companies operating on the small islands within Raja Ampat, a Unesco site, for breaches related to a permit regulating forest use – it is the latest response to the discovery of illegal works in the country. However, calls from the international environmental community for a full ban on mining activities in the world-renowned marine biodiversity site still persist. On June 10, energy and mineral resources minister Bahlil Lahadalia told reporters after a meeting with President Prabowo Subianto that the four firms in question were all in the first steps of operations, namely the exploration stage that involves identifying potential areas of nickel deposits. Meanwhile, a fifth company, which is being looked into, has started production – this process involves concentrating, smelting and refining the nickel. It has been allowed to continue but is subject to strict monitoring from the government, said Mr Bahlil. Waste water management systems and air pollution are monitored, among other things. Apart from these five companies, there are other existing mining companies operating in Raja Ampat. Indonesia's 2014 coastal areas and small islands management law prohibits mining activities in islands of 2,000 sq km or smaller, like those in Raja Ampat. However, firms that meet certain austere requirements, including being able to give strong assurance that they will not affect the sea ecosystem, mangroves, reefs or any conservation areas, can be issued licences to carry out mining activities. The four companies whose licences were revoked are PT Anugerah Surya Pratama, PT Kawei Sejahtera Mining, PT Mulia Raymond Perkasa, and PT Nurham, said Mr Bahlil. The investigations and breaches were related to the Forest Area Utilisation Approvals, also known as PPKH permits. During the June 10 press conference, Mr Bahlil did not address questions related to why these firms were granted permits to operate in Raja Ampat. Besides a mining business permit, firms need a PPKH permit, which, among its terms, allows miners to use allocated areas of forest and also requires that they must later replant the forest area they operate in. China investor-owned PT Anugerah Surya Pratama, whose site is in the 746 ha Manuran island, allegedly operated without the required environmental management and waste water management systems. PT Kawei Sejahtera Mining, allegedly operated in a forest area beyond the area it was allowed to operate in under its PPKH permit. PT Mulia Raymond Perkasa did not possess a PPKH permit. PT Gag Nikel is the fifth firm implicated and was allowed to continue operations. Its mining site is on the 6,000 ha Gag island. The firm, a subsidiary of state-controlled mining company Aneka Tambang, was told on June 5 to halt mining temporarily amid public pressure. After the press conference, it can restart operations immediately. The decision to allow PT Gag Nikel to continue operations was made based on consultation with all stakeholders including the local community leaders, said Mr Bahlil on June 10, adding: 'President Prabowo has paid special attention to Raja Ampat and exerts serious efforts to keep Raja Ampat a world tourism spot.' Should any extractive activities continue, it could result in the extinction of the area's flora and fauna. Raja Ampat , a Unesco Global Geopark site consisting of over 1,500 islets, is one of Indonesia's top destinations for diving and ecotourism . It is internationally recognised as part of the Coral Triangle that home to more than 500 species of coral and more than 1,400 species of fish . As a Unesco Global Geopark, it has to abide by certain regulations including conserving nature and maintaining sustainable tourism. The Coral Triangle is a global epicentre for marine biodiversity and encompasses the tropical waters around Indonesia, Malaysia, the Philippines, Timor-Leste, Papua New Guinea and Solomon Islands. 'We appreciate President Prabowo Subianto's firm act to shut those companies' operations, but more should be done,' Dr Fahmy Radhi, an energy economist at the University of Gadjah Mada and a former adviser to a minister, told The Straits Times. All mining should be banned in Raja Ampat, with no exceptions, he added, saying: 'Any mining anywhere produces environmental pollution. In Raja Ampat, there is so much at stake – natural forest, very rare flora and fauna.' Citing the report , Greenpeace forest campaigner Iqbal Damanik said the nickel exploitation in these islands has destroyed more than 500 ha of forest and vegetation. The exploitation has also caused sediment accumulation along the coastline of the small islands, which could potentially hurt coral reef and the Raja Ampat sea ecosystem. Maritime affairs expert Marcellus Hakeng Jayawibawa warned that if this issue is not addressed promptly, Raja Ampat could lose its Unesco Global Geopark status. The islets where these mining activities occurred are between 30km to 40km away from the Karst of Piaynemo, one of the most popular geological heritage spots within Raja Ampat. He also said that there were no visible impacts and that locals there wanted to keep the mining operations going, for the sake of jobs. But environmental pollution as a result of mining activities can easily spread beyond that 30km to 40 km radius, said University of Gadjah Mada's Dr Fahmy. He also noted that exploration and exploitation mining works would have already begun shortly after some of these firms received their mining permits as far back as 2013 . While the matter is only receiving attention now, he expects that mining works and pollution would have already caused significant impacts, such as air pollution and sedimentation of the coastal areas . Singapore, Johor Regent to swap prime Holland Road land plots as royal family eyes development
[SINGAPORE] The government has agreed to swop an 8.5-hectare (860,000 sq ft) land parcel along Holland Road for a 13 ha-plot in the same area belonging to the Regent of Johor, His Royal Highness Tunku Ismail (ROJ). The 13 ha-parcel is part of a larger 21.1 ha swathe just outside the Singapore Botanic Gardens, owned by the Johor royal family for generations. The exchange is expected to be completed this year, and the land owned by the ROJ deemed suitable for low-rise and low-density residential use. The plots sit in an exclusive residential neighbourhood and are nestled between designated Good Class Bungalow areas. In nearby Gallop Park, mansions command tens of millions with one recently sold for S$58 million, while a 1,733 square foot apartment at Gallop Gables changed hands in May for S$4 million. The land swop agreement comes as the Johor Regent plans to develop his land, said the Urban Redevelopment Authority (URA) and Singapore Land Authority (SLA) in a joint statement on Tuesday (Jun 10). 'The Singapore government and the ROJ have agreed to undertake a land swop, so that the ROJ's planned developments will be further away from the Singapore Botanic Gardens Unesco World Heritage Site,' the authorities said. Sign Up Sign Up 'The land parcels to be swopped are of comparable value,' they said at a briefing on Tuesday, without disclosing the actual amount or details on the leasehold terms of the plots. The ROJ will transfer a 13 ha-plot, along Tyersall Avenue, to the government. In exchange, Singapore will transfer 8.5 ha of state land to the ROJ. With the swop, the ROJ will own 16.6 ha of land in an area bounded by Tyersall Avenue and Holland Road, including the 8.1 ha-plot which he already owns. Tunku Ismail is the eldest of six children of Sultan Ibrahim and Johor queen, Raja Zarith Sofiah. The Business Times understands that the Singapore authorities have assessed that the state land parcel to be transferred to the ROJ can be potentially used for residential purposes. Any development plans will be subject to due process, said the authorities. 'URA and agencies will assess any development applications and ensure that the proposed development is sensitive to the surrounding site context.' The plot is currently vacant and vegetated. It has been zoned 'special use' since the 1958 Master Plan. After the land swop, the ROJ can determine the use and submit an application for rezoning. It is unclear how much in land betterment charges (LBC), which developers pay for intensified use of land, will be charged, and the zoning of the area may change in the new Draft Master Plan, due to be unveiled later this month. Lee Sze Teck, Huttons Asia's senior director of data analytics, reckons the LBC could top S$1 billion, assuming a proposal is submitted to rezone to a low density residential development due to the sheer size of the land. The surrounding area, to the west, is zoned residential with a gross plot ratio of 1.4. Nicholas Mak, chief research officer at estimates the plot of land to be transferred to the Tunku to be worth around S$1.9 billion, and the plot that the ROJ already owns worth about the same. Given the four-storey height restriction in the area, residential developments there could be low-rise luxury apartments or even Good Class Bungalows, said Alan Cheong, executive director of Savills Singapore's research and consultancy. Desmond Sim, chief executive of ETC, pointed out that future residential projects, assuming development plans are approved, will provide more options of luxury low-density apartments in the market, which could prop up supply of low-density housing in the vicinity. Nearby developments include freehold condos Botanika and Gallop Gables, both of which have a gross plot ratio of 1.4, said Tricia Song, CBRE's head of research for Singapore and South-east Asia. 'The Tunku could look to develop similar low-rise developments with lush landscaping to capitalise on its expansive land and proximity to the Unesco site,' she added. 'He can work with either Singaporean or Malaysian developers as long as they are licensed housing developers.' The agreement was made between the Singapore government and a private individual, and the Malaysian government and Johor State governments were not involved in negotiations. News of the land swop comes a week after the Singapore government announced it would acquire two separate small land parcels totalling about 0.79 ha from the Malaysian government, as part of plans to redevelop Woodlands Checkpoint, a major land border crossing between the two countries. Singapore had previously written to Malaysia in May 2022 and November 2023 to propose the purchase. Expansion works will begin in 2025, with the first phase to be fully operational from 2032. Development works on the Johor Regent's Holland Road plots will be subject to environmental studies to mitigate any potential impact on the environment, said URA and SLA. The government will keep the plot it receives from the ROJ undeveloped for now. The 13 ha-plot along Holland Road is currently zoned an open space. Media reports in 2021 speculated that the Johor royal family had plans to develop the land which housed Istana Woodneuk, a palace built by the royals' ancestors in the late 19th century. One analyst estimate put the value of the land at S$4.5 billion if it were to be sold for development. The land owned by Johor royalty has gradually reduced as the Singapore government acquired land to extend the Botanic Gardens. According to Bloomberg, the Singapore government bought a chunk in 1990 for US$25 million and another 1.05 million sq ft parcel, as big as some 12 football fields, in 2009 for an undisclosed sum. The latter plot brings the total size of the 154-year-old Botanic Gardens to nearly 74 ha. The latest agreement is not the first instance when land was swopped between the two countries. In a historic deal inked in 2010, which ended a 20-year impasse over the Points of Agreement signed in 1990, three plots of former Malayan Railway land and three additional plots in Bukit Timah were exchanged for four land parcels in Marina South and two parcels in the Ophir-Rochor area. A joint venture between Malaysia's investment arm Khazanah Nasional and Singapore's Temasek Holdings was set up to develop the new plots, with Khazanah holding a 60 per cent stake. Mixed-use projects Marina One in Marina Bay and Duo in Bugis were developed on the 99-year leasehold sites. Marina One, which has a gross development value of about S$7 billion, spans 3.67 million sq ft and has two 30-storey office towers. It also has two residential blocks with more than 1,000 units and a retail podium of 140,000 sq ft. Duo has a total gross floor area of around 1.73 million sq ft and gross development value of about S$4 billion. It has a 49-storey residential block with 660 units, as well as a 39-storey commercial tower with a retail gallery, office spaces and hotel.
