
Khadki, Pune cantonment residents seek clarity on FSI norms ahead of PMC merger
On Thursday, the Maharashtra government announced plans to merge the Pune and Khadki cantonment boards (PCB and KCB) with the PMC to improve civic services. Similar mergers or conversions are proposed for four other cantonments across the state.
As part of the transition, the two cantonment boards have submitted detailed proposals incorporating feedback from the defence ministry and local military authorities. These proposals stress that the FSI in merged areas should be capped at 1, citing proximity to sensitive defence establishments. Currently, cantonment areas have an FSI of 0.5, whereas PMC zones allow an FSI between 1.1 and 3, depending on location and transferable development rights (TDR).
The cantonment boards have made it clear that the merger must not come at the cost of lifting FSI restrictions. 'No excision without FSI restrictions,' their submission states.
Naval Kishore Ram, PMC commissioner, acknowledged that FSI is a critical component of urban planning but said no decision was taken during Thursday's meeting. 'Chief minister Devendra Fadnavis emphasised improving services in the cantonment areas, but there was no discussion specifically about FSI. At this stage, we cannot comment further,' he said.
On properties under the Old Grant Bungalows (OGB) system, Ram said PMC would study legal and administrative complexities in the coming days. 'I plan to personally visit the cantonment areas. If required, PMC officials will conduct a preliminary survey to assess on-ground challenges,' he added. The merger, he clarified, would happen on an 'as is' basis regarding property assets.
A senior official from the Directorate General of Defence Estates confirmed that the boards' proposals, especially those concerning FSI and defence security, have already been sent to the state government and are now awaiting feedback to be forwarded to the defence ministry.
Many residents and activists argue that low FSI norms have stifled the growth of cantonment areas. 'We should get the same FSI as PMC areas. Only then can development take place,' said Rajabhau Chavan, a civic activist, who claimed that the Pune Cantonment is lagging at least a decade behind the rest of the city.
Local businesses have also welcomed the merger, pointing to years of civic neglect. Lalit Gandhi, a shopkeeper on MG Road, said, 'This merger was long overdue. For ten years, our issues were ignored.'
Hozefa Harnesswalla, another shop owner, echoed the sentiment. 'Infrastructure is crumbling—roads have potholes, gardens are unkempt, garbage disposal is poor, and health services are lacking. The merger is essential for real progress,' he said, also demanding action against hawkers encroaching on roads and footpaths.
However, not everyone is in favour. Some long-time residents worry about losing the cantonment's distinct character. Retired army officer Ajit Kale said, 'Pune and Khadki cantonments are among the country's oldest garrisons. Their history, architecture, and culture are unique. All of this risks being lost in the merger.'
Vinod Mathurawala, former PCB vice-president, emphasized that FSI and property rights remain key issues. 'These questions will shape the future of these heritage zones. All stakeholders now await further direction from the state and central governments,' he said.

Pune: A massive protest erupted across Maharashtra's education department on Friday as hundreds of officers and employees observed a mass leave in protest against the arrests of officials in the alleged Nagpur Shalarth ID fraud. Investigations suggest that some of them actively colluded with officials to create fake identities and open fraudulent bank accounts, receiving a cut from the misappropriated government funds. On July 18, chief minister Devendra Fadnavis informed the state assembly that the estimated scale of the fraud could range between ₹1,000 and ₹ 3,000 crore. A Special Investigation Team (SIT) has been constituted to probe the matter. In the wake of the revelations, School Education Minister Dada Bhuse has suspended Mumbai's deputy director Sandeep Sangave, while Ulhas Narad, the deputy director of education in Nagpur, has been arrested. The protest was triggered by ongoing police action in the Shalarth ID fraud case, where, till now, 17 officers from the education department have been arrested. The case involves allegations of creating 547 fake Shalarth IDs to embezzle around 100 crore. Among those who joined the protest were primary education director Sharad Gosavi, secondary education director Mahesh Palkar, and planning director Krishnakumar Patil, along with several other senior gazetted officers. The protest was organised by the All Maharashtra Gazetted Education Officers' Association. During the protest, education commissioner Sachindra Pratap Singh held discussions with association leaders, but no resolution was reached. The association reiterated that unless the government provides clear assurances and meets its demands, a full-scale indefinite strike would begin on August 8. Sheshrao Bade, president of the Akhil Maharashtra Rajya Shikshan Seva Rajpatrit Adhikari Sangh, said, 'We are not against inquiries, but justice cannot be sacrificed for the sake of urgency. Our demand is simply to ensure a fair and transparent process before taking punitive action.' Tech-driven reforms to make revenue dept efficient and people-oriented: CM
Nagpur: The revenue department is the backbone of the state's economic development and must become more dynamic, transparent and people-oriented through the adoption of modern tools, said chief minister Devendra Fadnavis on Sunday. Fadnavis was speaking at the concluding seminar of two-day revenue conference held at the Indian Institute of Management (IIM) Nagpur on August 2 and 3. During the two-day event, small groups of 8-9 collectors and officials held direct discussions with the CM, revenue minister Chandrashekhar Bawankule, chief secretary Rajesh Kumar, and other top officials. A range of topics were discussed focusing on ease of doing business, ease of living, land management, service delivery and administrative bottlenecks. The state brass asked collectors to share suggestions, reforms, and feedback that could be implemented at the state-level. Based on these inputs, practical, feasible, and high-impact best practices are likely to be adopted in the coming months. Resolutions outlining the accepted reforms and their implementation strategies will also be released, said sources. The committees, led by divisional commissioners, presented detailed reports and PowerPoint presentations outlining the challenges and reforms needed in land documentation, online service delivery, encroachment regularisation, and subsidy disbursal. Officers also pointed out the pressing need to enhance coordination between departments and standardise systems at the taluka and sub-divisional levels. Officials expressed confidence that the brainstorming sessions and exchange of ideas would serve as a roadmap for structural reforms in the department. CII's Vidarbha zonal office to boost regional growth
Nagpur: The Confederation of Indian Industries (CII) opened a new Vidarbha Zonal office in the city. "The office will work as a platform to strengthen policy dialogue, innovation, and enterprise development in the region," said CII chairman Rishi Bagla. The office will also cover businesses in Madhya Pradesh and Chhattisgarh. The CII also held a seminar India@100 on boosting the region's development. In a written message to the CII, CM Devendra Fadnavis said Vidarbha has the potential to be at the forefront of India's growth story. "I am confident that this office will serve as a hub for inclusive development of the entire region," he said.
