Building infrastructure for the AI age

The London Underground, the world's oldest subway system, opened in 1863. Around the same time, London's modern sewage system was designed by civil engineer Joseph Bazalgette in response to the Great Stink of 1858, which brought parliament to a standstill. Planning far ahead, Bazalgette built the system to last 150 years. Only now, with the Thames Tideway project, is it being significantly expanded.
Walk through any major city in the UK -- from London to Glasgow, Belfast to Bristol -- and you will find that much of the infrastructure from the late Victorian era is still in use. That is partly because the Victorians built early and planned decades ahead. Like in many other countries, the UK's infrastructure is akin to a palimpsest, with new layers constructed over the old.
A similar dynamic is playing out today, as new technologies become integral to daily life and economic growth. Broadband, mobile networks, and data centres, which are now as vital as roads and power grids, are prime examples.
At the same time, the concept of social infrastructure is gaining traction among policymakers around the world. The UK's new ten-year infrastructure strategy, for example, focuses on "opportunities for collaboration, productivity and efficiency gains, and the wider benefits of strategic and spatial planning" across the health, education, and justice systems. As the plan notes, this is the first time the British government has included social infrastructure in its national strategy.
But even that view is too narrow. Consider the characteristics of the systems that keep our economies running: long lifespans, high fixed costs, low marginal costs, and broad accessibility. Importantly, their value is derived not from the physical assets themselves, but from the economic activities they enable.
Our definition of infrastructure should be expanded to reflect the demands of the digital age. While governments often view AI infrastructure in terms of data centres and the energy and water they consume, a truly comprehensive view must also include intangible assets such as software and data.
To be sure, this might seem like a conceptual leap. But the Covid-19 lockdowns of 2020-21 revealed just how essential digital platforms have become. Videoconferencing tools like Zoom, for example, are so critical to work, education, and public services that it is difficult to imagine life without them.
As a result, a growing number of countries are developing what is often called digital public infrastructure, though in practice it typically involves a mix of public and private services. In 2020, Brazil's central bank launched the Pix real-time payment system, which has largely replaced cash transactions. Similarly, India's Aadhaar biometric identification system now serves as a platform for both public services and digital payments.
Such digital systems have been adopted more quickly in countries with fewer entrenched legacy services. By contrast, countries like the US and the UK have long-established payment systems dominated by private providers, such as credit card companies, which can impede the adoption of public alternatives.
Given their growing economic importance, governments must start thinking strategically about software and data -- the digital equivalents of roads and power grids.
This is especially true of intangible assets. Cash-strapped governments tend to underinvest in resources like data and software, while private investors often view them as too risky. But the lack of a robust and well-maintained digital foundation can hinder economic growth.
A second reason to invest in digital infrastructure is national sovereignty. Over the past few years, policymakers around the world have become increasingly concerned about the national security risks posed by US firms' dominance in cloud computing.
The lesson for governments is that they must step back from immediate flashpoints and take a longer view. Infrastructure provides a useful lens for thinking strategically about what investments are needed, who should make them, and how they should be governed to sustain economic growth.
Equally important is a foundation of high-quality data and interoperable software that facilitates user authentication, improves access to cloud services, and fuels the creation of new digital businesses.
Victorian planners' foresight continues to benefit us more than a century later. We should approach today's infrastructure challenges with the same mindset. ©2025 Project Syndicate

The prices of electricity bills will become slightly cheaper during the last four months of the year as authorities have agreed to decrease the power tariff by 0.03 baht per kilowatt-hour (unit), says Energy Minister Pirapan Salirathavibhaga. The current power tariff, used to calculate monthly electricity bills, is 3.98 baht a unit, and is applicable until the end of August. The latest reduction followed recent talks held between the Energy Ministry and the Electricity Generating Authority of Thailand (Egat). Mr Pirapan did not elaborate on the reasons behind the lower tariff, saying it is broadly related to cheaper liquefied natural gas (LNG), a key fuel for the nation's power generation, and financial management. "The price of imported LNG is trending downward and authorities can help Egat deal with financial issues," he said. China's decision to reduce LNG imports, partly resulting from its move to increase domestic natural gas production, plays a key role in easing supply pressure on other Asian nations. LNG prices in the Asian spot market fell to US$11 per million British thermal units (BTU) in May, down from $16.5 million BTUs in February, according to online energy news website Part of the price of electricity bills is required to reimburse Egat and national oil and gas conglomerate PTT Plc for their past electricity price subsidy programmes during a surge in LNG prices. Egat runs a loss of 66 billion baht while PTT shoulders a financial burden of 15 billion baht. The need to pay back money to Egat and PTT is one major reason behind expensive electricity bills, although, according to the Energy Regulatory Committee (ERC), gas prices, including LNG, are likely to decrease during the final four months of 2025. The ERC earlier set the minimum power tariff from September to December at 3.98 and offered another two options — rates of 4.87 and 5.10 baht — for people to choose from during its online public consultation during July 17-28. The higher the power tariff, the quicker money can be repaid to Egat and PTT.

TURNBERRY, Scotland - US President Donald Trump said on Monday most trading partners that do not negotiate separate trade deals would soon face tariffs of 15% to 20% on their exports to the United States, well above the broad 10% tariff he imposed in April. Trump told reporters his administration will notify some 200 countries soon of their new "world tariff" rate. "I would say it'll be somewhere in the 15 to 20% range," Trump told reporters, sitting alongside British Prime Minister Keir Starmer at his luxury golf resort in Turnberry, Scotland. "Probably one of those two numbers." Trump, who has vowed to end decades of US trade deficits by imposing tariffs on nearly all trading partners, has already announced higher rates of up to 50% on some countries, including Brazil, starting on Friday. The announcements have spurred feverish negotiations by a host of countries seeking lower tariff rates, including India, Pakistan, Canada, and Thailand, among others. The US president on Sunday clinched a huge trade deal with the European Union that includes a 15% tariff on most EU goods, $600 billion of investments in the US by European firms, and $750 billion in energy purchases over the next three years. That followed a $550-billion deal with Japan last week and smaller agreements with Britain, Indonesia, and Vietnam. Other talks are ongoing, including with India, but prospects have dimmed for many more agreements before Friday, Trump's deadline for deals before higher rates take effect. Trump has repeatedly said he favours straightforward tariff rates over complex negotiations. "We're going to be setting a tariff for essentially, the rest of the world," he said again on Monday. "And that's what they're going to pay if they want to do business in the United States. Because you can't sit down and make 200 deals." Canadian Prime Minister Mark Carney said on Monday trade talks with the US were at an intense phase, conceding that his country was still hoping to walk away with a tariff rate below the 35% announced by Trump on some Canadian imports.
