NSCN-IM General Secretary Thuingaleng Muivah declared that Nagalim's unique history, territory, sovereignty, flag, constitution, and integration of Naga areas are non-negotiable during their 79th Independence Day celebration. Despite ongoing peace talks with the Indian government, a stalemate persists over the demands for a separate flag and constitution, opposed by the government.
IANS Guwahati: National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) General secretary Thuingaleng Muivah said that Nagalim's unique history, territory and sovereignty, national flag, national constitution (Yehzabo) and integration of all Naga contiguous areas are non-negotiable. NSCN-IM celebrates August 14 as Independence Day. Addressing the 79th Independence Day celebration of NSCN-IM in Hebron in Nagaland he said 'We will stand by our precious unique history and sovereignty, whether it is today or tomorrow. We do not demand anything from India and Burma (Myanmar) but we declare and proclaim what is rightfully ours. That is why the Nagalim's unique history, our territory and sovereignty, Nagalim national flag, Nagalim national constitution (Yehzabo) and integration of all Naga contiguous areas are non-negotiable. Hence, if India and Burma (Myanmar) respect the history of the Nagas, we will respect theirs ten times more.'
Centre and NSCN-IM are holding peace parleys. There is a stalemate between the government of India and NSCN-IM over the contentious issue of separate flag and constitution. NSCN-IM has been demanding a separate flag and Constitution which the government of India had rejected.
Greater Nagalim has been one of NSCN-IM's core demands. Greater Nagalim stipulates the integration of Naga inhabited areas of Assam, Manipur, Arunachal Pradesh and Myanmar. There is stiff opposition to the NSCN-IM's demand in these states.
NSCN-IM had signed a Framework Agreement with Centre in 2015. NSCN-IM claimed that the agreement acknowledged the independent nature of the Naga people, and the Government of India officially recognized the uniqueness of Naga history. Coexistence of the two entities (Nagas and Indians) sharing sovereign power has also been agreed upon.
In 2001, Manipur went up in flames and even the state legislative assembly was targeted. Many people lost their lives when the ceasefire between the Centre and NSCN-IM was extended without territorial limits.

NEW DELHI: The Centre on Saturday cautioned the Supreme Court that fixing timelines on governors and the president to act on bills passed by a state Assembly would lead to a 'constitutional disorder'. Solicitor General Tushar Mehta has said this in a written submissions filed in the Presidential Reference raising constitutional issues on whether timelines could be imposed for dealing with bills passed by a state Assembly. 'The alleged failure, inaction or error of one organ does not and cannot authorise another organ to assume powers that the Constitution has not vested in it. If any organ is permitted to arrogate to itself the functions of another on a plea of public interest or institutional dissatisfaction or even on the justification derived from the Constitution ideals, the consequence would be a constitutional disorder not envisaged by its framers,' he said. A note filed by Solicitor Mehta has argued that the apex court imposing fixed timelines would dissolve the delicate equilibrium that the Constitution has established and negate the rule of law. 'The perceived lapses, if any, are to be addressed through constitutionally-sanctioned mechanisms, such as electoral accountability, legislative oversight, executive responsibility, reference procedures or consultative process amongst democratic organs etc. Thus, Article 142 does not empower the court to create a concept of 'deemed assent', turning the constitutional and legislative process on its head,' it reads. The positions of the governor and president are 'politically plenary' and represent 'high ideals of democratic governance'. Any perceived lapses, the note says, must be addressed through political and constitutional mechanisms, and not necessarily through 'judicial' interventions. Mehta has contended that Articles 200 and 201, which deal with the governors' and president's alternatives after receiving a state bill, deliberately contain no timelines. 'When the Constitution seeks to impose time limits for taking certain decisions, it specifically mentions such time limits. Where it has consciously kept the exercise of powers flexible, it does not impose any fixed time limit,' Mehta has said.

'This is proposed to be a sustainable exercise which would be fiscally manageable for both the Centre and states,' a senior government official told Centre has sent a proposal to the group of ministers set up by the GST Council on the matter, suggesting that the 12% and 28% slabs be scrapped, leaving only two significant rates — 5% and 18%.The Centre expects the loss of GST revenue because of lower rates to be made up through greater official said the Centre is an equal partner in GST.'What the Centre earns through taxes is also shared with states through devolution,' the official said. 'The Finance Commission is there to look at any impact… but the revenue impact would be manageable.'It is not Centre versus the states in the council, the official revenue-neutral rate — the rate of tax at which there is no loss of revenue — is currently at about 11.5% and is likely to fall further.'Rate reduction mathematically can bring down revenue, but this exercise needs to be seen from its wider and deep economic impact that will lift consumption and growth and in turn revenues,' the official FY26 budget pegged gross GST revenue at Rs 11.8 lakh crore, a near 11% increase from FY25. Collections were 10.7% up at Rs 8.2 lakh crore in the April-July period from a year earlier. The Centre has budgeted a fiscal deficit of 4.4% of GDP in FY26 compared with 4.8% in FY25.
