In Dewan Rakyat today: Defence deployments and Indonesian joint ventures
According to the Order Paper published on the Parliament's official website, Ahmad Tarmizi Sulaiman (PN-Sik) will pose the question of deployment to address the increasing risks of intrusion, smuggling, and cross-border activities since 2023 to the Defence Minister during the Questions for Oral Answers Session.
Datuk Seri Dr Ronald Kiandee (PN-Beluran) will ask the Foreign Minister to state the economic joint venture involving Block ND6 and Block ND7, which was discussed during the consultation with the Indonesian President.
After the question answer session, the sitting will continue with the winding up on the debate on the mostion on the 13th Malaysia Plan (13MP) by respective ministers.
A total of 161 MPs have taken part in the debate on the 13MP, which has lasted for eight days since August 4.
The current Dewan Rakyat session will last 24 days till August 28. — Bernama

KUALA LUMPUR, Aug 20 — Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa said that the Public Service Department (JPA) is currently reviewing the new civil service talent development policy, including creating opportunities for younger officers to hold senior government positions. She said that the implementation details are still being finalised, with JPA reviewing every aspect to ensure careful and comprehensive planning. 'However, the implementation details still need to be finalised. JPA will carefully consider these aspects to ensure thorough planning. Any related matters concerning merits will receive focused attention,' she told Dewan Rakyat today. She was responding to a supplementary question from Pasir Gudang MP Hassan Karim, who asked whether the recently announced public service talent development policy by Prime Minister Datuk Seri Anwar Ibrahim would create opportunities for young civil servants to be appointed to Chief Secretaries, similar to Singapore. Zaliha then said the policy, launched by the prime minister during the Malaysia Administrative Public Policy Awards (MAPPA) on August 15, aims to strengthen career pathways and foster a culture of excellence within the civil service. She explained that the policy focuses on two types of talent which are high-potential officers ready for greater responsibilities and competent officers skilled in their current roles. 'This policy is similar in emphasis to Singapore's Public Service Leadership Scheme, which provides faster career advancement opportunities for young civil servants,' she added. On Friday, Anwar launched the Public Service Talent Development Policy at the MAPPA 20th ceremony, highlighting the government's dedication to cultivating a skilled, ethical, and future-ready civil service. The prime minister announced the policy change alongside other civil service improvements such as the upgrades to the Malaysian Armed Forces scheme and Academic Recognition Awards (HPA) for civil servants.

Ex-Sabah minister fails to secure retrial of forgery case
Former Sabah minister Peter Anthony is currently serving a three-year prison sentence for forgery. (Bernama pic) PUTRAJAYA : Convicted former Sabah minister Peter Anthony today failed in his bid to secure a retrial of his forgery charge after the Court of Appeal dismissed his application for a review, filed on March 14. Justice Azman Abdullah, chairing a three-judge panel, said there was no failure of justice regarding a police report lodged by prosecution witness Shukur Din, which was argued extensively in the final appeal last year. '(Peter) was given the right to be heard. The application for review is rejected. 'The previous appeal bench's failure to include (Shukur's police report as fresh evidence) in its broad grounds does not amount to a failure of justice,' he said. Also on the panel hearing the review application were Justices Noorin Badarudin and Hayatul Akmal Abdul Aziz. On March 4, a Court of Appeal panel comprising Justices Ahmad Zaidi Ibrahim, Zaini Mazlan and Azmi Ariffin delivered its broad oral grounds of judgment on Peter's appeal. The full judgment, written by Zaini and made available to parties early this week, explained why the fresh evidence did not help to exonerate Peter. Shukur had alleged that a Malaysian Anti-Corruption Commission investigating officer concocted the last paragraph of his police report to implicate Peter in using Universiti Malaysia Sabah (UMS) to mislead then prime minister Najib Razak into securing a contract. Peter contended that Shukur's police report on Aug 9, 2018 exonerated him. He said the non-disclosure of the evidence at trial had prejudiced him. The former state minister in the Warisan-led Sabah government between 2018 and 2020 contended that he was deprived of the right to a fair trial by not being able to cross-examine Shukur on the report. The Court of Appeal last year granted Peter's application to admit Shukur's police report as additional evidence, noting that he had only come across it through a friend. The former Parti Kesejahteraan Demokratik Masyarakat president's review application had sought to set aside the Court of Appeal's final ruling convicting him of the offence, and for the ordering of a retrial. Earlier today, lawyer Haniff Khatri Abdulla, appearing for Peter, told the court that the 16-page broad grounds made no reference to the fresh evidence admitted. 'It was only stated in the 24-page judgment, which amounts to an afterthought,' said Haniff, who was assisted by lawyer Rosal Azimin Ahmad. Deputy public prosecutor Wan Shaharuddin Wan Ladin responded that Peter had failed to meet the legal threshold for a review, adding that the fresh evidence was already thoroughly examined during the appeal. 'There is no breach or miscarriage of justice to allow the application,' said Wan Shaharuddin, who was assisted by deputy public prosecutor Haresh Prakash Somiah. Peter was sentenced to three years' jail and fined RM50,000 by the sessions court in Kuala Lumpur in 2022. He has paid the fine and is currently serving his sentence. The former Melalap assemblyman was convicted of falsifying documents related to a maintenance and service contract at UMS 11 years ago. He was charged in his capacity as managing director of Syarikat Asli Jati Sdn Bhd with forging a letter from the office of the UMS deputy vice-chancellor, dated June 9, 2014, by inserting a false statement to use it for fraudulent purposes.

Rafizi says attack on son unrelated to Ismail Sabri, KJ
Pandan MP Rafizi Ramli's 12-year-old son was attacked at a shopping mall in Putrajaya last week. PETALING JAYA : PKR's Rafizi Ramli today denied any links between the recent attack on his son and former prime minister Ismail Sabri Yaakob and former health minister Khairy Jamaluddin. In a post on X, the Pandan MP said there were claims that information was provided by a whistleblower a week before the attack on his son about a money laundering case allegedly involving Ismail, the country's ninth prime minister. There were also claims that the same information revolved around projects connected to Khairy when he was the health minister, he said. 'Both of these allegations are false. It has nothing to do with Ismail Sabri or Khairy or any other politician,' he said, describing such claims as a malicious attempt to divert attention from the case. The former PKR deputy president's 12-year-old son was attacked at a shopping mall in Putrajaya last week. Rafizi said CCTV footage showed that two men, dressed in black with their faces fully covered by helmets, had followed his wife's car on a motorcycle. His son, who was dragged and stabbed with a syringe, was rushed to hospital for treatment and a check-up. The assailants meanwhile escaped. Rafizi said he suspected that the attack was planned, and that his wife was likely observed by the assailants for a few days beforehand. The former economy minister also said he believed it was a warning for him not to speak out on certain issues. A day after the attack, Rafizi said he suspected that it was linked to a case he was looking into, recalling an earlier meeting with a group of whistleblowers. He also revealed that his wife had received a text message from an unknown number, reading: 'Be quiet. If you continue, AIDS.'
