44 bridges proposed to unclog city roads
Lucknow: Commuters struggling with traffic jams regularly in the city may look forward to smoother passages in the coming years.
The eight MLAs of Lucknow district have proposed 44 bridges — 20 railway overbridges (ROBs), 19 flyovers-cloverleaf, 5 bridges over the river — and 2 underpasses to ease congestion on the roads.
Together, these would cost the govt Rs 20,681 crore.
Based on their demands, the UP Bridge Corporation Limited has drafted a proposal for the state govt in this regard. "In July, the CM's office will review the proposals of all the drafts prepared for the entire state, and those which are found feasible or whose requirement is urgent, will be taken into consideration, and further for fund approval," said a senior official.
Sarojininagar, a bustling constituency where railway crossings halt life daily, has been earmarked for five ROBs—the maximum in any single assembly constituency in Lucknow. The constituency MLA, BJP's Rajeshwar Singh, has also demanded four flyovers and one underpass near Ahimamau Crossing in Arjunganj.
The demand for elevated road includes 4-lane stretch in Telibagh, Bangla Bazaar, parallel stretch along the Shaheed Path from Kanpur highway to Faizabad highway and from Command Hospital to Old Jail road.
In Lucknow West, where narrow roads suffocate under the weight of vehicles, five flyovers have been proposed. These includes elevated road near Dubbaga crossing, over Haidar canal from Dr Shakuntala Devi Mishra University-Para road, Victoria Street to Balaji temple, Tikonia trisection to Para trisection and Purani Para chowki to Munnukheda.
Similarly, for Lucknow Central, three flyovers have been proposed including one over Subhas Marg connecting Charbagh bus stand to Chachhi Kuwan Hanuman Mandir, and another on Samtamulak Crossing.
One cloverleaf has been proposed to connect Aishbagh railway station, while one ROB connecting Aishbagh to Lucknow city railway station.
One underpass too has been proposed near Lohia Crossing to ease traffic movement.
In Lucknow East, three flyover have been proposed including Pickup Bhawan turn to Shaheed Path via Lohia hospital, Mithaiwala crossing to Hanhemann crossing via Pratrakarpuram, and one cloverleaf from Mithaiwala crossing to Vivek Khand in Gomtinagar.
For Lucknow North, one elevated road has been proposed between IOCL fuel station to Aliganj via Kapoorthala crossing, while two ROBs near sector Q of Aliganj have ben proposed.

Noida: Noida Authority has ruled out the possibility of sub-leasing its Sector 80 industrial plot to Noida Data Centre Ltd — a group firm of Adani Enterprises Ltd — before the project is declared functional. The decision marks a reversal of the Authority's earlier stance, with officials insisting they would not allow any relaxation from original allotment conditions. According to officials, the plot allotted to Adani in 2021 was still undeveloped and the company had not applied for map approval either. They cited Clause 14-B of the lease deed, which clarified that sub-leasing would be allowed only after the unit obtained an occupancy certificate and became operational. In July last year, the Authority had initially approved the sub-leasing of 10 acres in Sector 80 to Noida Data Centre Ltd — a special purpose vehicle (SPV) formed jointly by Adani Enterprises and EdgeConneX under the AdaniConnex venture. The land, allotted for Rs 70 crore in April 2021, was meant for developing a 50MW hyperscale data park within six years. The company cited the Data Centre Policy of 2021. But although the policy allowed sub-leasing without transfer charges, it also empowered industrial development authorities to levy relevant fees under the UP Industrial Area Development Act, 1976. On June 9, the Authority denied the waiver and conveyed its decision to Adani through a letter, pointing out that the allottee had agreed to these provisions at the time of application and remained bound by them. Chief secretary Manoj Singh, who is also the Authority chairperson, also intervened. He clarified that the Sector 62 case couldn't be compared with that of Adani as it involved different categories of land use. Sector 80 followed industrial plot norms, while Sector 62 was allotted under institutional rules. "Noida Authority's policies for transfer or sub-lease of industrial and institutional plots are entirely different," Singh wrote to Authority CEO Lokesh M. In his letter, Singh also emphasised that the lease deed for the Sector 80 plot — executed in Oct 2021 — explicitly prohibited any kind of transfers before the project became functional. "The allottee was aware of the provisions.... Now, subsequent to signing the lease deed, the provisions of the Para 8.3.i of the Data Centre Policy 2021 cannot be taken recourse to," he wrote. While the IT and electronics department supported Adani's position — arguing that the Data Centre Policy should supersede the lease deed terms — the Authority stuck to its stance. A committee comprising the finance controller, chief legal adviser, and an additional CEO recommended that Adani's request for sub-lease and fee waiver be rejected, also insisting on project completion and the mandatory occupancy certificate. "Granting any relaxation would amount to a post-allotment benefit, which cannot be allowed under current rules," an official said.

Monsoon session likely in mid-July, crowd management bill to steal focus
Bengaluru: Although BJP, the principal opposition party, has been demanding a special session of the legislature to debate the recent stadium stampede tragedy, the govt is leaning towards holding a regular monsoon session in mid-July. Authorities have tentatively fixed July 14 as the start date for the session though the cabinet, will discuss the session's schedule at the next meeting. "A two-week session with 10 working days in mid-July fits well before the festival season," said a senior official from the parliamentary affairs department. "The cabinet may either set the dates or authorise the chief minister to decide and advise the governor accordingly." By convention, the gap between two sessions should not exceed six months. Since the budget session — the previous one — ended on March 21, the govt has until the third week of Sept to convene the next session. But CM Siddaramaiah is said to be in favour of an early session amid BJP's pressure over the stampede tragedy that claimed 11 lives during RCB's IPL victory celebrations. "We took stern action, including suspending police officials and ordering a judicial probe. Parliamentary affairs minister HK Patil said the govt has already prepared a draft bill, while home minister G Parameshwara, whose department is expected to pilot the bill, said standard operating procedures on managing crowds during big events are being considered for inclusion in the proposed legislation. Other legislations likely to come up include the Gig Workers Welfare Bill, currently in the form of an ordinance, and the Rohith Vemula Bill aimed at protecting Dalit students in higher educational institutions. The contentious proposed bill to increase work hours in the private sector is also expected to generate debate, along with the proposed caste census.
