Time to clean up your act: New law means community service for litterbugs

KUALA LUMPUR, July 22 — The Solid Waste and Public Cleansing Management (Amendment) Bill 2025, passed in the Dewan Rakyat yesterday, will empower courts to issue community service orders for littering offences in public areas.
Housing and Local Government Minister Nga Kor Ming said the provision is introduced through a new subsection 77(B)(1), allowing courts to impose community service orders in addition to fines.
'I noticed all honourable members have called on the government to act firmly in enforcing this amendment.
'Therefore, I urge everyone to support the Housing and Local Government Ministry (KPKT) when it takes firm action against litterbugs, and not defend those who indiscriminately discard rubbish.
'When the courts hand down sentences, let us uphold social justice and avoid politicising or turning it into a polemic,' he said when winding up the debate on the Bill in Parliament.
The Bill was passed by a majority voice vote after being debated by 14 Members of Parliament (MPs).
Nga also said that under the amendment, courts will be required to take into account the physical and mental condition of the convicted individual before issuing a community service order.
'Under this Bill, the government does not prescribe a minimum period (for community service), in respect of the separation of powers. The courts have full discretion to determine the duration, after considering the individual's physical and mental factors.
'As raised by Rasah MP (Cha Kee Chin), in cases involving autistic children, for example, the court will have discretion to assess their mental condition to determine suitability. We leave this to the court's wisdom,' he said.
Nga added that several strategies have been outlined to strengthen the enforcement capacity of local authorities (PBTs), including increasing manpower, providing training for existing and new personnel and exploring the use of modern technology.
Earlier, when tabling the Bill for a second reading, Nga said the government's primary objective in amending the Solid Waste and Public Cleansing Management Act 2007 is to educate offenders to be more mindful of environmental cleanliness for the benefit of the community.
He said the amendment also seeks to instil remorse and awareness by requiring offenders to wear special vests and serve community service based on a specified number of hours.
The Bill further seeks to prevent repeat offences, promote compliance with the law and reduce environmental pollution and the risk of vector-borne diseases.
'Based on the volume of litter collected, it is clear that fines imposed by PBTs are no longer an effective deterrent. Therefore, community service orders are a more appropriate punishment for those convicted of littering,' he said. — Bernama

GEORGE TOWN, July 26 — Investment, Trade and Industry Minister Datuk Seri Tengku Zafrul Abdul Aziz heads the list of 1,530 recipients of state awards, honours and medals in conjunction with the 84th birthday of Governor of Penang, Tun Ramli Ngah Talib, today. Tengku Zafrul will be honoured with the Darjah Panglima Pangkuan Negeri (DPPN), which carries the title Datuk Seri, followed by Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, Penang Malay Association President Tan Sri Dr Mohd Yussof Abdul Latiff, and MMAG Holdings Berhad Executive Chairman Datuk Farhash Wafa Salvador. A total of 17 individuals will be awarded the Darjah Gemilang Pangkuan Negeri (DGPN), which also carries the title Datuk Seri, including Penang State Secretary Datuk Zulkifli Long, Transport Ministry Secretary-General Datuk M Jana Santhiran, Communications Ministry Secretary-General Datuk Mohamad Fauzi Md Isa, and national badminton legend Datuk Lee Chong Wei. Meanwhile, 11 individuals will be conferred the Darjah Yang Mulia Pangkuan Negeri (DMPN), and 118 will be awarded the Darjah Setia Pangkuan Negeri (DSPN), both of which carry the title of Datuk. Among the recipients of the DMPN are the Bukit Aman Anti-Money Laundering Criminal Investigation Team (AMLA) Head Datuk Seri Muhammed Hasbullah Ali, Integrity and Standards Compliance Department Director and former Penang Police Chief Datuk Hamzah Ahmad, as well as the Legal Aid Department Director-General Datuk Norazmi Mohd Narawi. Penang Malay Association Chairman Datuk Abdul Wahab Hamid, Honorary Consul of Brazil in Penang Datuk Chin Lye Kheng, Penang Hokkien Kongsi Trustee Datuk Lawrence Lim Hua Kwang, and Pipesway Furniture Sdn Bhd Managing Director Datuk M Chandra Kumar will also be conferred the DMPN. Among the recipients of the DSPN are Penang Legal Adviser Wan Nor Sakina Saad, Lands and Mines Office Director Dr Faizal Kamarudin, Syariah Chief Judge Za'im Md Yudin, and Penang High Court Judge Kenneth Yoong Ken Chinson St James. In a statement yesterday, he stated that this year, 150 individuals will receive state orders, and 1,380 others will be conferred medals and honorary awards during the four-day ceremony, comprising members of the state and federal civil service, politicians, corporate figures, members of non-governmental organisations, local entrepreneurs, and members of volunteer bodies. BANGKOK, July 26 — Cambodia wants an 'immediate ceasefire' with Thailand, the country's envoy to the United Nations said yesterday, after the neighbors traded deadly strikes for a second day, with Bangkok also signaling an openness to talks. A long-running border dispute erupted into intense fighting with jets, artillery, tanks and ground troops on Thursday, prompting the UN Security Council to hold an emergency meeting on the crisis Friday. 'Cambodia asked for an immediate ceasefire—unconditionally—and we also call for the peaceful solution of the dispute,' said Phnom Penh's UN ambassador Chhea Keo following a closed meeting of the Council attended by Cambodia and Thailand. A steady thump of artillery strikes could be heard from the Cambodian side of the border Friday, where the province of Oddar Meanchey reported one civilian—a 70-year-old man—had been killed and five more wounded. More than 138,000 people have been evacuated from Thailand's border regions, its health ministry said, reporting 15 fatalities -- 14 civilians and a soldier—with a further 46 wounded, including 15 troops. Fighting resumed in three areas around 4 am on Friday (2100 GMT Thursday), the Thai army said, with Cambodian forces firing heavy weapons, field artillery, and BM-21 rocket systems, and Thai troops responding 'with appropriate supporting fire.' Thai Foreign Ministry Spokesman Nikorndej Balankura told AFP that fighting had begun to ease off by Friday afternoon, however, adding that Bangkok was open to talks, possibly aided by Malaysia. 'We are ready, if Cambodia would like to settle this matter via diplomatic channels, bilaterally, or even through Malaysia, we are ready to do that. But so far we have not had any response,' Nikorndej told AFP, speaking before the UN meeting had been held. Malaysia currently holds the chair of the Association of Southeast Asian Nations (ASEAN) regional bloc, of which Thailand and Cambodia are both members. Earlier, acting Thai Prime Minister Phumtham Wechayachai had warned that if the situation escalated, 'it could develop into war.' 'For now, it remains limited to clashes,' he told reporters in Bangkok. Ongoing dispute Both sides blamed each other for firing first, while Thailand accused Cambodia of targeting civilian infrastructure, including a hospital hit by shells and a petrol station hit by at least one rocket. At the UN, Cambodia's envoy questioned Thailand's assertion that his country, which is smaller and less militarily developed than its neighbor, had initiated the conflict. A UN court ruling in 2013 settled the matter for over a decade, but the current crisis erupted in May when a Cambodian soldier was killed in a new clash. 'We are scared' Fighting on Thursday was focused on six locations, according to the Thai army, including around two ancient temples. Ground troops backed up by tanks battled for control of territory, while Cambodia fired rockets and shells into Thailand and the Thais scrambled F-16 jets to hit military targets across the border. In the Cambodian town of Samraong, 20 kilometers (12 miles) from the border, AFP journalists saw families speeding away in vehicles with their children and belongings as gunfire erupted. 'I live very close to the border. We are scared,' Pro Bak, 41, told AFP. He was taking his wife and children to a Buddhist temple to seek refuge. — AFP
