Telangana races to hold panchayat polls amid Rs 3k cr grant risk
The Centre has already withheld ₹1,550 crore in grants to rural local bodies for 2024-25, with another ₹1,450 crore for the current year yet to be released. As per rules, these grants are issued only when elected gram panchayat bodies are in place. The term of the last elected panchayat bodies expired in Jan 2024.
Even if polls are completed, releasing the pending ₹1,550 crore from last year will be at the Centre's discretion.
However, panchayat raj officials remain hopeful, pointing to past instances where the Centre cleared withheld funds once polls were held.

A senior official said, "The state govt will write to the Centre explaining that the delay in holding rural local body elections is due to the caste survey to fix 42% reservations, as well as two BC quota bills and an ordinance still pending with the President of India."
The 42% BC quota issue lies at the heart of the delay.

BJP MP and National BC Welfare Association president R Krishnaiah warned that BCs would not tolerate further postponement. He urged the Congress govt to immediately issue a GO extending the quota, noting that Article 243D(6) of the Constitution gives states the power to do so.
"If anyone challenges it in court, the state can defend its order with caste survey data, a dedicated BC commission, and empirical evidence gathered through a scientific survey.
It can also pass a cabinet resolution to remove the 50% reservation cap under the Panchayat Raj Act, 2018, and send it to the governor again," Krishnaiah said.
Political, legal options
Telangana Congress president B Mahesh Kumar Goud told TOI that the party's political affairs committee, which includes CM A Revanth Reddy, AICC in-charge Meenakshi Natarajan, ministers, and senior leaders, will soon decide the way forward.
"There are two or three options. We can go ahead with elections after issuing a GO, extend the quota from the party side, or move court to explain the govt's efforts. All possibilities of giving a 42% quota to BCs will be discussed," Mahesh Goud said.
Sources said the govt could also approach the court seeking more time, arguing that the delay was due to quota-related legal and legislative steps, including the bills and the ordinance awaiting Presidential assent.
BC groups stand firm
Meanwhile, BC welfare associations insist that panchayat polls must be conducted only after the quota is legally extended. They argue that rushing polls without securing the 42% quota would betray the community's interests.
Political analysts said the Congress govt must balance legal hurdles, political pressures, and the risk of losing ₹3,000 crore in central funds, while keeping BC groups in good humour.

Country needs 22 lakh drivers, tribals must eye it: Gadkari
Nagpur: The country needs 22 lakh vehicle drivers. Recognising this as the biggest employment opportunity, vehicle driver training centres should be started. The tribal community should take initiative in this and train their people, said Union transport and highways minister Nitin Gadkari. He was speaking at the Virangana Rani Durgawati Women Empowerment Conference organised by the tribal development department of Maharashtra govt at Suresh Bhat Auditorium. Tribal development minister Ashok Uike, finance minister Ashish Jaiswal, Union minister of state Durgadas Uike, TDD secretary Vijay Waghmare, MPs Shyamkumar Barve and Faggan Singh Kulaste, former mayor Maya Iwnate, deputy commissioner Digambar Chavan, All India Tribal Development Council general secretary Dinesh Sheram and others were present. "Today Maharashtra has 30 and the country has 250 driver training centres. These centres are insufficient for producing drivers," said Gadkari. "Even e-rickshaws are important means of employment generation. E-rickshaws have eliminated the old rickshaw system where humans pulled other humans. This has liberated one crore people. Today they are earning their livelihood with dignity by driving e-rickshaws. Through pink e-rickshaws, employment has been made available to women, said Gadkari, advising to purchase good quality e-rickshaws. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Understand Your Cat Better - 15+ Cat Behaviors Explained Undo Gadkari urged deprived sections to pursue education for self-reliance, citing initiatives like Warli painting and Gondi saree designs and mehendi training for 650 women. Clash at JNU canteen over hygiene, bill row
New Delhi: Jawaharlal Nehru University was once again at the centre of controversy over food on Friday night after a confrontation at the Mughal Darbar canteen spiralled into allegations of poor hygiene, physical altercation and political rivalry. The incident led to JNU Students Union joint secretary Vaibhav Meena locking the canteen, demanding immediate administrative intervention. Mughal Darbar owner Tausif Alam later issued a letter to JNU students apologising for the staff's conduct. The JNU administration refused to comment on the incident. A video of the incident went viral on social media. According to initial accounts, the dispute began over the payment of food bills but quickly expanded into complaints about the quality of food served. Students alleged that the canteen was serving three-day-old vegetarian and non-vegetarian dishes. The verbal spat intensified, and members of ABVP and Left-backed AISA also arrived at the scene, adding a political dimension to the row. He claimed that the canteen had no operational licence and was using university resources without adequate authorisation. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Before Dying, My Husband Said, I'm Sorry. Kumar, however, countered that ABVP-linked students were eating at the canteen and a payment dispute led to the altercation, in which three staff members were injured, though none required hospitalisation. "Meena and his supporters locked the canteen and hurled abuses. We demand a fair inquiry and will ensure the canteen is reopened. ABVP's strong-arm tactics will not be allowed on campus," Kumar said. Alam wrote in his letter that he didn't support the misbehaviour of his staff. "Strict action will be taken and such incidents will not recur. This has no communal angle. I follow all JNU administrative guidelines. I was unwell and could not be present," he wrote. Stay updated with the latest local news from your city on Times of India (TOI).
