Hisar: In a dramatic turn of events, DSP Kamaljeet on Sunday publicly apologised for slapping the son of a deceased man during an investigation related to a custodial death at Mangali police post.
The apology came in the presence of BJP MLA from Nalwa, Randhir Panihar, who played a key role in resolving the standoff. Following the DSP's apology, the victim's family and villagers ended their protest outside the police post.
The deceased, Sanjay Kantiwal, a resident of Mangali Jhara village, died under suspicious circumstances while in police custody last Tuesday night. His son, Amit Kantiwal, was allegedly slapped by DSP Kamaljeet and had his mobile phone snatched during the forensic investigation of the case.
The incident triggered outrage, leading villagers to launch a protest outside Mangali police post after no action was taken on Amit's complaint to the superintendent of police (SP).
Sarpanch Jogendra of Mangali Jhara said MLA Randhir Panihar visited the protest site on Sunday and met with a 21-member village committee. After discussions, it was agreed that the protest would end if DSP Kamaljeet apologised in person and efforts were made to secure a govt job for a family member of the deceased.

Following the agreement, DSP Kamaljeet arrived at the protest site in the evening and offered an apology in front of the MLA, the victim's family, and the villagers.
"A dignified resolution was reached after meaningful dialogue. The DSP apologised, and the family has forgiven him," said Sarpanch Jogendra.
Attempts to contact MLA Randhir Panihar and DSP Kamaljeet for comments were unsuccessful. The MLA was said to be attending a public event, while the DSP did not respond.
The Case
On Tuesday night, Sanjay Kantiwal had an altercation with his wife under the influence of alcohol. The Dial 112 police team responded and detained him at Mangali police post. By Wednesday morning, Sanjay was found dead in custody. A judicial inquiry was initiated, and following the post-mortem, the body was cremated peacefully by the family.
On Friday, a forensic team visited Sanjay's residence, where they found a cot and traces of blood at the scene. During the team's attempt to take the cot into custody, a scuffle broke out. DSP Kamaljeet arrived at the scene and allegedly slapped Sanjay's son Amit and confiscated his phone. Amit later filed a complaint against the DSP, which was forwarded for inquiry to DSP Sunil Kumar. Villagers subsequently staged a dharna demanding an FIR against DSP Kamaljeet.
On Saturday, police dismantled the protest tent, prompting villagers to continue their sit-in under the open sun.

Govt. land: Revenue quasi-judicial authorities to face action if their decisions are not in good faith
Revenue quasi-judicial authorities now cannot go scot-free if they issue any orders with mala fide intentions with respect to government land. The government has initiated the process of disciplinary action against a few such authorities who allegedly pronounced orders with vested interests to favour those who encroached upon government land. Disclosing this to the Legislative Assembly on Monday, Revenue Minister Krishna Byre Gowda said an amendment to Section 196 of Karnataka Land Revenue Act had provided for initiating such an action if such authorities had not acted in 'good faith.' He explained that earlier, the only option was to file an appeal before the higher authorities. Revenue courts headed by tahsildars, Assistant Commissioners, Deputy Commissioners, and Regional Commissioners have quasi-judicial powers. The Minister referred to the issue while replying to BJP member Sathish Reddy, who tabled a call-attention notice on encroachment of government land in his constituency of Bommanahalli in Bengaluru. The MLA alleged that despite courts ruling against the encroacher, the Assistant Commissioner had issued an order favouring the encroacher. Soon after this, the village accountant, the revenue inspector, and the police inspector concerned had tried to protect the rights of the encroacher, he alleged. He expressed concern that a total of five acres of government land including burial ground had been encroached upon. Responding positively to this, the Revenue Minister said he would direct the Deputy Commissioner to conduct a probe within seven to 10 days into the episode. Expressing shock over the order issued by the AC, he said generally the quasi-judicial authority is protected. But they should not get protection if they go against the spirit of the law, he added.
