, the cement manufacturing arm of the JSW group, plans to raise ₹1,600 crore through a
fresh equity issue
to finance its new
Rajasthan unit
and repay debt. It will also raise ₹2,000 crore through an offer for sale. The promoter stake will fall to 72.3% after the IPO from 78.6%.
The company has higher raw material cost/ tonne and lower Ebitda/tonne than peers. Green power consumption is also lower at 21.5% compared with 28-56% for peers. It plans to increase it to 63% in coming years. Given these factors, investors may wait and see company's
financial performance
after listing.

Incorporated in 2006, JSW Cement has installed grinding capacity of 20.6 million metric tonnes per annum (MMTPA) in the southern, western and eastern regions of India and clinker capacity of 6.4 MMTPA as of March 2025. With a market share of 84% in terms of ground granulated blast furnace slag (GGBS) sales in FY25, the firm is India's biggest producer of GGBS, an eco-friendly product made entirely from blast furnace slag.
The company has seven plants in India and one clinker unit in the UAE, operated by JSW Cement FZC (a joint venture with Aquarius Global Fund PCC).

Revenue from operations and Ebitda declined 3.6% and 21.4% year-on-year to ₹5,813.1 crore and ₹864.2 crore in FY25. It reported
net loss
of ₹163.8 crore in FY25 compared with net profit of ₹62 crore in FY24. The major reasons for incurring net loss are: fair value loss arising from financial instruments (CCPS); subdued performance of subsidiaries and employee stock option plan (ESOP) adjustment.
Also, its joint venture, JSW One Platforms has incurred loss. JSW Cement expects the platform to break even in the last quarter of FY26.
Operating Ebitda margin
dropped to 14.9% in FY25 from 18.2% in FY24. Net debt was at ₹4,203.8 crore, out of which ₹520 crore will be paid off from IPO proceeds. Finance cost as a percentage of total expenses was 7.7% in FY25 compared with 7.5% in FY24.
Valuation
Price-earnings (P/E) multiple will not help since the company has recorded loss in FY25. The price-to-sales multiple works out to 3.4 vs 2.7-5.7 for peers. On a pre-IPO basis, the enterprise value of JSW Cement works out to be 26.2 times of Ebitda compared with 16.8-28.4 times for peers.

Bengaluru: Industry stakeholders and the excise department are again at loggerheads, this time over the department's move to amend rules to facilitate auctioning of certain licences. Excise minister RB Timmapur said preparations are under way for the auction and that it is likely be completed in Sept. But industry stakeholders are sceptical. They say the number of licences that can be auctioned is significantly lower than the number listed by the department. The Federation of Wine Merchants' Associations of Karnataka says licences that the excise department considers unrenewed for about 30-35 years, and those that are pending approval, have been listed for auction. Office-bearers of the federation met chief minister Siddaramaiah during his visit to Delhi last week and submitted an appeal against the department's decision to auction licences. Timmapur has said that he has asked officials to consider legal issues raised by the federation. "The rules may have to be amended to auction licences," he said, adding that merchants may be worried about the effect of new licence approvals on their businesses. A senior official told TOI that details of the auctioning process are yet to be decided. "The available licences will be auctioned only after legal hurdles are cleared," the official said, adding that the merchants' interpretation is inaccurate. The decision to auction licences comes in the backdrop of low liquor sales in the state compared to last year. The excise department said sales of beer fell by 20.4% between April 1 and July 30 this year, compared to the same period last year. Sales of Indian-made liquor (IML) also fell, but at 2% the decrease wasn't as dramatic. Interestingly, revenue for the period rose by 12.2% in 2025 compared to 2024. The department had increased additional excise duty on IML in May and excise duty on beer in Jan. Excise duty on beer now stands at 200% from the earlier 195%. Hyderabad: Irrigation minister N Uttam Kumar Reddy on Sunday said the J Chokka Rao Devadula Lift Irrigation Scheme (JCRDLIS) would be a lifeline for upland, drought-prone regions of Telangana and directed officials to complete it at the earliest. Reviewing the project after visiting the Sammakka Sarakka barrage and the off-take point in Gangaram village, Kannaigudem mandal of Mulugu district, he said JCRDLIS is designed to irrigate 5.57 lakh acres across Hanamkonda, Warangal, Karimnagar, Jayashankar Bhupalpally, Mulugu, Jangaon, Yadadri, Suryapet, and Siddipet districts. With a total lift of 469 metres and utilisation of 38.16 TMC over 170 pumping days annually, the project is being executed in three phases. It includes major pump houses, rising and delivery mains, balancing reservoirs, and an extensive canal network to deliver water to high-elevation command areas. Tenders had been finalised and the project would be completed within a year to provide irrigation to 33,000 acres. Announcing ayacut statistics, Uttam said the scheme will serve three major segments — Nidhanapuram major (13,000 acres), Jamalapuram major (10,000 acres), and Mailavaram major (5,000 acres). Mandal-wise, 12 villages in Madhira mandal would receive water for 13,219 acres and 23 villages in Yerrupalem mandal for 19,800 acres — totalling 35 villages with 33,025 acres. Designed in line with the State's irrigation policy of delivering maximum water at minimal cost, Jawahar LIS, he said, would boost agricultural productivity and serve as a model project for other upland areas.
