Selangor developing comprehensive plan to secure water supply, says MB

The Star13-05-2025

KUALA SELANGOR: Selangor is developing a master plan to address various aspects of the state's water supply, including storage and catchment pond locations.
The master plan will serve as a guideline to manage both dry and rainy seasons.
Selangor Menteri Besar Datuk Seri Amirudin Shari stated that the Water Master Plan would cover all matters related to water supply comprehensively, including a long-term flood control system.
According to Amirudin, the plan is expected to be completed within a year.
"If there is less water, we will face supply problems, and if there is excess water, there will be floods.
"This master plan will look comprehensively into both aspects," said Amirudin at an event where the Raw Water Guarantee Scheme (SJAM) Package A and C project was handed over to Pengurusan Air Selangor Sdn Bhd.
Amirudin added that more than 100 water catchment ponds have been identified throughout Selangor, with most currently in the process of being gazetted as strategic storage areas.
The state government's SJAM implementation will also be part of the Water Master Plan, with SJAM expected to ensure sufficient water supply for at least the next 50 years.
On another matter, Amirudin said the Selangor Water Management Board (LUAS) enactment would be streamlined to punish those caught polluting the environment.
He added that punishment could include fines up to RM1mil and a mandatory jail term not exceeding three years.
Amirudin noted that despite identifying pollution causes, the burden of proof often results in offenders escaping legal action.
"Smell pollution, for example, takes more than 18 to 24 hours to reach the Selangor dam.
"Meaning that if anything occurs in Batang Kali it would take 15 to 16 hours for it to reach here, and evidence becomes erased.
"That is one of the challenges we face," he added.
He said the streamlining of the enactment would allow state government enforcement to carry out thorough investigations and prosecutions.
Amirudin mentioned that sometimes pollution is detected, but the source cannot be identified when the party causing the pollution stops the act.
"So, we can counter the pollution, but unfortunately we cannot detain and prosecute," said Amirudin.
On the SJAM, Amirudin said handing over the two packages complemented two other packages already in operation, guaranteeing continuous water supply to four million residents of Selangor, Kuala Lumpur, and Putrajaya.
He added that RM320mil has been spent on the SJAM to ensure water supply to 1.2 million consumer accounts, even in the event of pollution.

The Housing and Local Government Minister said the allocation was not only given to students who obtained excellent results in their examinations, but also to assist students from less-affluent families. "The cash contributions are allocations from the Teluk Intan MP's Service Centre," he told a press conference after the bursary handover programme to students in the Teluk Intan parliamentary constituency at the Hilir Perak District Education Office here Friday (June 6). Also present was the Perak domestic trade, cooperatives, consumer affairs and kampung baru cina committee chairman, Woo Kah Leong, who is also Pasir Bedamar assemblyman. Amirudin moots Selangor Rail project to boost aerospace development

SEPANG: Selangor Menteri Besar Datuk Seri Amirudin Shari has mooted the idea of the proposed Selangor Rail project to complement the Selangor Aero Park (SAP). Amirudin in his speech at the groundbreaking ceremony of SAP said the proposed rail network is the missing link that would connect key infrastructure and unlock the full potential of the state's aerospace development. "The proposed rail line, initially presented to the Transport Ministry several months ago, would serve to integrate the state's industrial zones, communities, and major transport hubs across Selangor and the Klang Valley. "Moving forward, if we are able to realise the full potential of SAP, there is one missing link which can join the dotted lines to connect industry, people, and the major transport infrastructure in Selangor and the Klang Valley, and that is the Selangor Rail. "It would connect Kuala Lumpur International Airport (KLIA), Subang Airport, the existing seaports in Port Klang, and the upcoming third port in Carey Island, subject to the approval of the federal government," he said. Amirudin also said that despite the financial complexities involved, Selangor is ready to extend its full intellectual and technical support to turn the proposal into reality. In February, Selangor Investment, Trade and Mobility Committee chairman Ng Sze Han said the proposed 210km rail line is expected to take 10 years to complete once it receives the go-ahead from the government. Ng also said that the proposed line could reduce travel time by an hour for those travelling from Sabak Bernam to KLIA as compared to those travelling by road.

Appeals court defers decision in Tommy Thomas' appeal to recuse judge

PUTRAJAYA: The Court of Appeal has deferred the decision in an appeal filed by former attorney general Tan Sri Tommy Thomas ( pic ) who is seeking to recuse a High Court judge from hearing a RM30mil lawsuit filed against him by Tan Sri Shahrir Samad. A three-judge panel chaired by Justice Supang Lian made the deferment after hearing submissions from parties in an online proceedings here on Thursday (June 5). Other judges on the bench were Justices Faizah Jamaludin and Ahmad Fairuz Zainol Abidin. Earlier, the appellate court heard from Thomas's lawyer Alan Gomez that the application for a judge to recuse oneself was not personal in nature but it was intended to ensure a fair trial. Gomez said there was a probability that the judge (Justice Roz Mawar Rozain) who had dismissed Thomas's application to strike out Shahrir's lawsuit could have had her opinion and perception before the actual trial began. He said Justice Roz Mawar should recuse herself as she had made findings that were unsupported by evidence in the pre-trial application. Meanwhile, Datuk Firoz Hussein Ahmad Jamaluddin, who represented Shahrir, said that the High Court's finding was an inference and not a factual finding that touched on the merit of the lawsuit. The panel then fixed June 12 for case management to set a date for decision. On Jan 14, the Kuala Lumpur High Court dismissed Thomas's application to recuse Justice Roz Mawar from hearing Shahrir's defamation suit against Thomas and three others over alleged malicious prosecution. In making the decision, Justice Roz Mawar said an unhealthy trend had emerged of litigants seeking to recuse judges from hearing their cases which is capable of eroding public confidence in the judicial arm of the state. She also awarded costs of RM20,000 to Shahrir. Thomas filed the recusal application on Aug 26, last year claiming that Justice Roz Mawar had made numerous baseless findings and contradictory statements to the claims in the lawsuit and the evidence presented in court. However, Shahrir objected to the application, arguing that the judge should not recuse herself simply because Thomas was dissatisfied with her reasoning. On July 3, last year, Justice Roz Mawar dismissed Thomas' application to strike out the lawsuit. She fixed March 9 to 12 and April 27 to 29, 2026 for a full hearing on the merits of the case. Shahrir, who is a former Johor Bahru MP, filed the lawsuit in December, 2023, naming Thomas, former Malaysian Anti-Corruption Commission (MACC) chief commissioner Latheefa Koya, the MACC, and the government as defendants. Shahrir's lawsuit concerns an RM1mil cheque he received from former prime minister Datuk Seri Najib Razak for restoration work on the Puri Langkasuka housing project in Larkin, Johor. Thomas, who served as AG from June 4, 2018, to Feb 28, 2020, refuted Shahrir's allegations of abuse of power, describing them as "unsustainable". He stated that the discretion to charge could only be exercised after the AG receives the investigation papers from agencies like the MACC. Thomas said he resigned on Feb 28, 2020, and that Shahrir's criminal trial for the charges began on July 26, 2022. On Jan 5, 2023, High Court Justice Muhammad Jamil Hussin acquitted Shahrir on the charge of failing to declare the RM1mil income received from Najib to the Inland Revenue Board.
