Heathrow to announce third runway plans as PM unveils airport expansion

Sir Keir Starmer is poised to usher in the biggest expansion of Britain's airports for half a century as Heathrow prepares to unveil plans for a third runway.
The prime minister is prepared to do 'whatever it takes' to ensure there are 'spades in the ground' by 2030 at Heathrow and on other major aviation projects.
The government is also expected to formally approve plans for a second runway at Gatwick in coming weeks and is pressing ahead with the biggest ever overhaul of Britain's airspace to enable quicker flights and fewer delays.
Ministers are also introducing legislation to curb the ability of campaigners to use judicial reviews to block infrastructure projects. Starmer said earlier this year that he would 'override the whims of nimbies'.
Starmer is pressing for airport expansion in a bid to galvanise economic growth. 'He'll do whatever it takes on this,' a senior government source said. 'He's up for the fight. He views aviation as a key driver of economic growth.'
By the end of Thursday, Heathrow will submit its proposals for a third runway, which is expected to cost between £45 billion and £60 billion. The plans are expected to include diverting a section of the M25 through a tunnel running underneath the new runway.
The plans have proved hugely contentious in the past. They were first mooted as far back as 2003 but have been subject to years of delays, political opposition and legal challenges amid concerns over air and noise pollution.
Ministers had set a deadline of July 31 for plans for expansion to be submitted. The Times understands at least two other schemes have been presented to the government from rival developers.
Heidi Alexander, the transport secretary, will review the submissions before a consultation on the airports national policy statement, the framework under which permission for a new runway can be granted. Only then can any full planning application be submitted.
In January, Rachel Reeves, the chancellor, announced that the government wanted to push ahead with a third runway, arguing that sustainable aviation fuels were a 'game changer'.
She said: 'The way that we fly has changed hugely in recent years. Engines have become so much more efficient, reducing carbon emissions, and also sustainable aviation fuel is changing the way that we fly.
'We want to see spades in the ground in this parliament. We have asked Heathrow to come forward with plans by this summer and then we want to grant that development consent order by the end of this parliament, so we can get the diggers in the ground to get this project up and running.'
A third runway is expected to receive the backing of a majority of MPs if there is a vote in the Commons, although the issue is divisive. Sir Sadiq Khan, the mayor of London, is strongly opposed and has suggested he is prepared to mount a legal challenge.
Heathrow is expected to seek assurances from the government if it is to push ahead with the scheme and the investment required.
Ministers are preparing to announce the creation of an Airspace Design Service, which will redraw the corridors planes use. It will be the biggest overhaul since their creation in the 1950s, when there were only about 200,000 flights a year, compared with 2.7 million last year.
It will change the routes planes must take when flying in an attempt to increase efficiency and reduce air traffic control delays.
Pilots routinely complain about the routing they must take when arriving at London-area airports, saying it adds ­unnecessary time to flights. A plane flying from Spain to Luton is often required to travel as far north as Cambridge only to turn around and head south for its ­approach. Similarly, flights from the US are regularly stacked east of London before turning back to land at Heathrow.
The redesign of Britain's air space is integral to dealing with the additional traffic that would be caused by a third runway at Heathrow.
The new runway would allow the west London airport to handle 276,000 new flights annually, taking the total to 756,000 a year, and 66 million more passengers.
Starmer is also planning to curb the ability of environmental groups and other campaigners to bring legal challenges. The prime minister said earlier this year that the courts were being 'abused by pressure groups' to block vital projects.
Under changes due to take effect later this year, campaign groups and local residents will be given a maximum of two chances to apply for judicial review of nationally significant projects, down from three. Challenges deemed by a High Court judge to be 'totally without merit' will be refused permission to appeal.
The government is also expected to give its formal approval to bring Gatwick's second 'emergency' runway into regular use in coming weeks, provided there is a compromise on noise and public transport.
Alexander said earlier this year she was 'minded to approve' the runway. She is expected to give it the final green light in the autumn.

Holidaymakers renting out cars this summer could face steep fines following the launch of AI-powered car scanners across the UK and Europe, it has been warned. Car rental firms have been accused of punishing drivers through a new fleet of robotic scanners that are picking up tiny scuffs and marks. The scanners, which capture and analyse thousands of images of a car as it is returned, are now being used at Heathrow Airport by the rental company Sixt. Uveye, a tech company which already supplies AI car scanners to Hertz in the US, is also expanding its operations across the UK and Europe. Car rental firms say the scanners make their businesses more efficient and prevent bottlenecks and traffic at their lots. However, they have already triggered a barrage of complaints from drivers who claim they have been forced to pay vast fines owing to minor scuffs. Others have also argued that they have been billed erroneously for damage already on their cars at the time of rental. One motorist told US car publication The Drive that he was charged $440 (£330) after returning a car to a Hertz rental lot in Atlanta because of an inch-long scuff on the driver's side rear wheel. Kelly Rogers, another driver, told The New York Times that she was charged $195 for a mark so small it 'could have been a shadow'. A Hertz spokesman said the digital inspections were 'introducing much-needed precision, objectivity and transparency to the process', claiming that it had scanned more than 500,000 rentals with 97pc showing no billable damage. Hertz said it does not currently use digital scanners in the UK. Meanwhile, Sixt has been accused of targeting drivers with erroneous charges for scuffs and marks that were already on vehicles when they were rented. The company said: 'We sincerely apologise for any inconvenience to the customer. This experience does not reflect our high service standards. 'In the rare event a discrepancy occurs, our team is committed to reviewing it thoroughly and resolving it promptly – as was done here in response to the customer's feedback.' 'Purely evil' The technology has sparked intense controversy on social media, with one Reddit user branding it a 'purely evil way of boosting profits by charging for wear and tear'. Sixt uses AI scanners made by the tech company ProovStation at its Heathrow airport base. Gabriel Tissandier, the chief executive of ProovStation, said in a LinkedIn post that the technology was 'redefining transparency and trust in the car rental process'. The company says its CarStation scanner 'meticulously scans every millimetre of a passing car to identify any damages or alterations, with 100pc accuracy and precision'. However, one person commenting on Mr Tissandier's LinkedIn post flagged an issue: 'I used it recently and thought it was very slick, however, it didn't pick up the damage I took photos of that wasn't logged whilst driving out. Luckily, I'd logged the damage before driving away.'

Prime Minister Keir Starmer has faced calls from the US to 'sit this one out' on Gaza, after he warned the Israeli government against pursuing plans to take over Gaza City. Washington's ambassador to Israel, Mike Huckabee, made the remarks on Friday and also claimed that if Starmer had been in No 10 during the Second World War, Britain would have lost. Earlier on Friday, US Vice President JD Vance spoke of a 'disagreement' over how the US and UK could achieve their "common objectives" in the Middle East, adding that Donald Trump's administration had "no plans to recognise a Palestinian state". Israeli Prime Minister Benjamin Netanyahu's office in recent days announced new military goals: demilitarising the Gaza Strip, establishing Israeli security control in Gaza, and creating a civil administration independent of both Hamas and the Palestinian Authority. The Israel Defence Forces 'will prepare for taking control of Gaza City while distributing humanitarian assistance to the civilian population outside the combat zones'. After Starmer described Israel's decision as being "wrong" and called for a "surge in humanitarian aid," Huckabee wrote: "So Israel is expected to surrender to Hamas and feed them even though Israeli hostages are being starved? "Did UK surrender to Nazis and drop food to them? Ever heard of Dresden, PM Starmer? "That wasn't food you dropped. If you had been PM then UK would be speaking German.' In a follow-up post, the ambassador suggested Starmer "ought to sit this one out". In a statement, Starmer had said: "The Israeli government's decision to further escalate its offensive in Gaza is wrong, and we urge it to reconsider immediately. "This action will do nothing to bring an end to this conflict or to help secure the release of the hostages. It will only bring more bloodshed. "Every day the humanitarian crisis in Gaza worsens and hostages taken by Hamas are being held in appalling and inhuman conditions. "What we need is a ceasefire, a surge in humanitarian aid, the release of all hostages by Hamas and a negotiated solution. "Hamas can play no part in the future of Gaza and must leave as well as disarm. "Together with our allies, we are working on a long-term plan to secure peace in the region as part of a two-state solution, and ultimately achieve a brighter future for Palestinians and Israelis. "But without both sides engaging in good faith negotiations, that prospect is vanishing before our eyes." Starmer has pledged to recognise a Palestinian state in September unless the Israeli government meets a series of conditions towards ending the war in Gaza. These include taking "substantive steps to end the appalling situation in Gaza," "agreeing to a ceasefire, and making clear there will be no annexations in the West Bank". At Foreign Secretary David Lammy's retreat in Kent on Friday, Vance said the UK "is going to make its decision" on Palestinian recognition. "We have no plans to recognise a Palestinian state," he said. "I don't know what it would mean to really recognise a Palestinian state given the lack of functional government there." Vance added: "There's a lot of common objectives here. There is some, I think, disagreement about how exactly to accomplish those common objectives, but look, it's a tough situation." Meanwhile, Lammy joined several allied foreign ministers in strongly rejecting Israel's plans for Gaza, warning they "will aggravate the catastrophic humanitarian situation, endanger the lives of the hostages, and further risk the mass displacement of civilians". A joint statement from the foreign ministers of the UK, Australia, Italy, Germany and New Zealand said: "The plans that the Government of Israel has announced risk violating international humanitarian law. "Any attempts at annexation or of settlement extension violate international law." The statement added: "We are united in our commitment to the implementation of a negotiated two-state solution as the only way to guarantee that both Israelis and Palestinians can live side by side in peace, security, and dignity. "A political resolution based on a negotiated two-state solution requires the total demilitarisation of Hamas and its complete exclusion from any form of governance in the Gaza Strip, where the Palestinian Authority must have a central role."
