
Assam govt urges timely resolution of project bottlenecks
The appeal was made during the 10th monthly review meeting chaired by chief secretary Ravi Kota, held in hybrid mode with participation from central agencies and other stakeholders. The meeting focused on projects ranging from highway crossings and defence land usage to airport infrastructure and digital connectivity.
Kota, in a post on X, said, "All concerned departments and agencies were advised to ensure focused follow-up and timely resolution of pending issues to fast-track implementation on the ground."
Among the key issues reviewed were highway crossing clearances in Barpeta, Nagaon, Cachar, and Bongaigaon—critical for completing substations and distribution lines. The National Highways Authority of India (NHAI), district commissioners (DCs), and the Power Department were directed to expedite groundwork.
Kota wrote that the Guwahati Ring Road Project was accorded top priority, and DCs of Kamrup Metropolitan, Kamrup, and Darrang were instructed to appoint three Competent Authority for Land Acquisition (CALA) officers to handle project-related matters in coordination with circle officers.
DCs of Lakhimpur, Tinsukia, Sonitpur, Jorhat, and Dibrugarh were asked to work closely with Northeast Frontier Railway to facilitate the conversion of 10 sanctioned level crossings into overbridges or underpasses. The Tinsukia DC will also monitor progress at the Amrit Bharat station and take action against encroachments on railway land.
Under the Samridh Gram Panchayat Pilot Project of Digital Bharat Nidhi, all DCs were directed to form Gram Panchayat Digital Access Committees (GPDACs).
BSNL will provide FTTH connectivity to five private institutions in each selected rural area. A total of 95 gram panchayats across 23 districts have been identified for the initiative.
The Darrang DC was tasked with conducting a ground assessment of land at Kharupetia, currently used by the Army as a transit camp, and submitting an 'as-is-where-is' report to the additional chief secretary, revenue and disaster management.
Regarding airport infrastructure, Kota wrote that the initial meeting for the detailed project report (DPR) of Doloo Airport in Cachar was completed, with preliminary cost estimates in place and the land handover process to be expedited.
For the upcoming Guwahati International Airport Terminal, all matters related to the six-lane approach road will be managed through coordinated efforts between DC Kamrup Metro, PWD (Roads), GIAL, and the executing agency.
Oversight of issues related to the Airports Authority of India (AAI) will be handled by the principal secretary of the transport department.

PM Narendra Modi to inaugurate UER II, two Dwarka expressway packages on Sunday
Prime Minister Narendra Modi will inaugurate four out of five packages of the Urban Extension Road-II (UER-II) and the Delhi section of the Dwarka Expressway, comprising phases three and four of the project, on Sunday afternoon, senior National Highways Authority of India (NHAI) officials said. Both the roads will be opened for traffic after the inauguration by the Prime Minister (Parveen Kumar/Hindustan Times) The inauguration ceremony will be held at Rohini, and the Prime Minister is expected to visit both projects during the event. 'Prime Minister Narendra Modi will inaugurate the package three and four of Dwarka Expressway and four packages of Urban Extension Road-II connecting Mahipalpur near IGI airport with Alipur in North Delhi, linking it with NH-44. These two roads will significantly reduce congestion in and around Delhi and NCR,' a senior NHAI official said. According to NHAI, packages three and four of the Dwarka Expressway, measuring 10.1km, fall within Delhi and include a 5.1km-long tunnel connecting the road with IGI Airport, also easing access to Gurugram. Packages one and two, covering the Haryana section of the 29km road between Mahipalpur and Kherki Daula on NH-48, were inaugurated by the Prime Minister in March 2024. Both the roads will be opened for traffic after the inauguration by the Prime Minister, said NHAI officials. As per the highway authority, the opening of UER-II is expected to reduce the travel time from Gurugram and Delhi to Sonipat, Panipat, Punjab, J&K from Delhi border to IGI Airport considerably. The UER-II project, originally conceptualised by the Delhi Development Authority (DDA) as part of the Delhi Master Plan to serve as the city's third ring road, faced years of delays due to land acquisition issues, encroachments, and other hurdles. On DDA's request, NHAI later declared UER-II a National Highway. The 75.71km road has been developed in five packages at a cost of ₹6,445 crore, with 54.21km in Delhi and 21.50km in Haryana. Once operational, UER-II will allow residents of Gurugram, west and south Delhi to travel towards NH-44 and reach Chandigarh, Punjab, and Jammu & Kashmir faster by bypassing congestion at Dhaula Kuan and the city's ring roads. A senior official working on the Dwarka Expressway said the tunnel has been cleaned and given a 'fresh makeover' for the high-profile event. 'It is likely that the Prime Minister will visit both the projects, first inspecting the Dwarka Expressway and then moving towards Rohini using UER-II road, which is also being inaugurated,' the official said.

Panel planned to shield landowners from bank recovery claims
Thiruvananthapuram: The state govt is set to form a special committee to protect landowners affected by the Vizhinjam–Navaikulam Outer Ring Road (ORR) project from potential bank recovery actions. Many of these landowners had mortgaged their properties for loans, but submission of land documents to revenue offices two years ago for preliminary scrutiny has since blocked them from completing legal or land transactions. Sources close to chief minister's office said the CM will personally review cases close to recovery proceedings. "This committee will prevent banks from forcibly auctioning properties while acquisition processes remain stalled," a source noted ahead of the official announcement. Action council convener S Chandramohan Nair welcomed the move, calling it "a relief for many landowners who surrendered their properties for acquisition." He urged the state to expedite the process, noting that PWD minister P A Mohammed Riyas had promised to raise the issue with NHAI. A Supreme Court ruling on May 16 invalidated post-facto clearances and the lapse of the state environment impact assessment authority (SEIAA) in March delayed further approvals, shifting authority to the Union ministry.
