The Comptroller and Auditor General of India (CAG) flagged lapses worth ₹573 crore in the Railways as detailed in the 'Union Government (Railways) – Compliance Audit Report' tabled in Lok Sabha on Monday (July 21, 2025).
The report contains 25 audit observations including shortfalls in revenue recovery, and execution of projects across multiple zones. The instances mentioned in this report came to notice in the course of test audit conducted up to financial year 2022-23.
One of the most expensive lapses for Railways was the Northern Railway's non-compliance with Railway Board directives to recover licence fee at the rate of 6% of land value from five government-aided schools, which led to short recovery of licence fee of ₹148.61 crore.
Another costly shortfall involved nine railway zones being unable to recover ₹55.51 crore during the period from January 2015 to March 2024 towards District Mineral Foundation (DMF) in the interest and benefit of persons and areas affected by mining-related operations. Contribution towards DMF is supposed to be deducted from contractors along with royalty, in case the same is not paid by the contractor.
The report notes that non-realisation of shunting charges for shunting activity by using railway engines at Bina Siding of East Central Railway resulted in non-realisation of ₹50.77 crore from the siding owner between April 2020 and March 2023.
Also, the Southern Railway planned in May 2015 to replace 28 Nilgiri Mountain Railway (NMR) meter gauge coaches. The Ministry of Railways advised Integral Coach Factory (ICF) to design and develop a prototype coach. ICF manufactured 28 NMR coaches and delivered these between March 2019 and March 2021 to the Southern Railway at a cost of ₹27.91 crore. 'ICF did not comply with the instructions of MoR (Ministry) in developing a prototype coach in consultation with Research, Design and Standards Organisation which led to creation of ineffective and deficient assets at a cost of ₹27.91 crore as NMR coaches were not put to effective use even after three years of manufacturing,' the report states.
South Eastern Railway supplied unfit or unloadable wagons along with fit wagons to Ultratech Cement Limited Siding at Dhutra and Orissa Cement Limited Siding at Rajgangpur. These defective wagons were allowed to run empty along with fit wagons in the outward rakes for different locations. As a result, South Eastern Railway could not earn potential freight to the tune of ₹10.25 crore for these defective empty wagons during 2021-22 and 2022-23.
Non-implementation of the revised rate of electricity charges of various State Electricity Boards (SEBs) for recovery from the occupants of railway quarters in Dhanbad Division of East Central Railway resulted in short recovery of ₹14.89 crore.
Even after poor patronage of an express train between Satya Sai Prasanthi Nilayam (SSPN) station and KSR Bengaluru City (SBC) station, which was repeatedly reported by Bengaluru (SBC) Division, South Western Railway (SWR) continued its operation. 'This resulted in loss of ₹17.47 crore on its running during the period from 2017-18 to 2022-23,' the report notes.
In violation of stipulated provisions, Northeast Frontier Railway administration accepted higher rates for procurement of machine-crushed track ballast ignoring the last accepted rates prevailing in the same area. This resulted in undue benefit of ₹9.40 crore to the contractor due to procurement at a higher rate.
Delayed implementation of directives in Western Railway over three routes for more than two years led to lower loading of commodities worth 51,453 tonne in rakes resulting in revenue loss of ₹6.17 crore during the period from June 2021 to September 2023. 'In one other such route, these directives were yet to be implemented. As a result, 23,817 tonnes of commodity could not be loaded in rakes resulting in loss of revenue of ₹6.45 crore during the period from April 2022 to September 2023,' the report notes.
The report further notes that to garner additional traffic, concession in freight rates was allowed by the Railways under the Station-to-Station Rates (STS) scheme. The Railway Board issued comprehensive guidelines, which specifically instructed the zonal railways to ensure that this concession results in increased freight traffic and the consignees should not be able to take concession in the name of new traffic by changing the loading point or by diverting the existing traffic. However, the Southern Railway administration sanctioned ineligible concession resulting in loss of ₹11.02 crore to the Railways.
Also, the report states that the Eastern Railway failed to implement the Railway Board's instructions and provisions of Memorandum of Understanding (MoU) for construction of a road over bridge (ROB). As a result, the State government's share to the extent of ₹13.52 crore could not be realised even after commissioning of the ROB.

It has also asked the State to bear a portion of the expenditure already incurred. In addition, the State is expected to complete land acquisition up to Erumely. The Railways have agreed to begin construction once this is achieved. The 110-km Angamaly–Erumely route was first announced in the Railway Budget for 1997–98. So far, land has been acquired for an 8-km stretch and construction has been completed on a 7-km section between Angamaly and Kalady.

Indian Railways tests first hydrogen-powered coach: What does the project entail?

Indian Railways successfully tested the first hydrogen-powered coach or driving power car earlier this week at its Integral Coach Factory (ICF) in Chennai. This marks a key milestone in the national transporter's quest to build India's first hydrogen-powered train, something only a few railways in the world have tried, with a bulk of the projects still in the trial phase. The ICF project is significant for the Railways as it is one of the key players in India's mission to reduce greenhouse gas emissions and increase the share of renewable energy in its energy mix. An increased use of hydrogen, which is a cleaner fuel, will further reduce dependence on fossil fuels. Officials said that the project has reached the final stage, wherein testing of various equipment is being done before hydrogen-powered trains are pressed into commercial service. Indian Railways' Northern Railway zone has undertaken this project which began in 2020-21. The project has two major components. First, the conversion of two conventional 1600 HorsePower (HP) diesel power cars into hydrogen fuel cell-powered traction system, and second, setting up a hydrogen storage and fuelling facility at Jind in Haryana. The total cost of the project is approximately Rs. 136 crore. The primary design, validation, and testing is being undertaken by Indian Railways' Research Design & Standards Organisation (RDSO). A senior official of the Ministry of Railways said that the hydrogen train project was conceptualised for conversion of a 10-coach diesel-electric multiple unit (DEMU) into a hydrogen-powered multiple unit, with two 1600 HP Power cars. With a train length of 10 coaches, it will have a capacity to carry more than 2,600 passengers. It has been planned to operate the hydrogen train between Jind and Sonepat stations of Northern Railway in Haryana, two round-trips of 356 km. The hydrogen storage and fueling facility at Jind will have a storage capacity of 3,000 kg of Hydrogen. Hydrogen fuel technology is still an emerging field in Railways. There are many challenges and safety concerns, too, as hydrogen is a highly flammable gas. As the project involves the retro-fitment of two diesel-powered cars into Hydrogen fuel cell-powered cars, each power car will carry 220 kg of hydrogen, stored in specially designed cylinders at 350 bar pressure. The mounting structure of hydrogen cylinders and fuel cells is critical and for that, multiple rounds of testing are on. Hydrogen is the lightest element. It is colourless, odourless, tasteless, and highly flammable. Due to its typical characteristics, safety remains a point of caution while dealing with hydrogen. Officials said that to minimise the risk, Railways have done computational fluid dynamics (CFD) studies, wherein the worst cases of hydrogen leak and other failure modes are considered with continuous monitoring. The official further said that an extensive testing of all in-house equipment like vehicle control system, boost converter, traction converter, auxiliary converter, and traction motor have been successfully completed. The hydrogen train will include safety features such as pressure relief valves, leak detection, flame detection sensors, temperature detection systems, and scientifically designed ventilation. An independent third-party safety auditor – 'Technischer Überwachungsverein Süd' (TUV-SUD) of Germany has been roped in for ensuring the safety standards. The engineering design and conversion work is being undertaken at ICF, Chennai by Hyderabad-based Medha Servo Drives. The 3,000-kg hydrogen fuelling facility at Jind will provide the required hydrogen for the operation of the hydrogen-powered train. The storage capacity has been divided into two separate storage spaces — 2320 kg at low pressure and 680 kg at high pressure. The facility will be operated and maintained in accordance with the standards and specification of Petroleum Explosives Safety Organisation (PESO), a nodal agency under the Department for Promotion of Industry and Internal Trade (DPIIT). Officials said that Northern Railway is undertaking the associated infrastructure works such as power supply, road construction, firefighting tank, etc, to make the facility operational. India's first hydrogen train is expected to launch by the end of 2025. (Representational) In a giant leap towards sustainable eco-friendly transportation, the Indian Railways has successfully completed the trial run of the country's first hydrogen train, which runs on hydrogen fuel cell technology, making it highly beneficial to the environment. The trial run took place at the Integral Coach Factory (ICF) in Chennai, which has also developed indigenously developed the technology, according to Union Railway Minister Ashwini Vaishnaw. The minister said that with completion of the test run, India has joined the select list of countries like Sweden, Germany, China and France, which have developed hydrogen fuel technology, adding that the country is now working to a build a 12oo horsepower (hp) hydrogen train. Which route will hydrogen train run on? According to details, during the trial run, the hydrogen-powered train traveled a distance of 89 km on the Jind-Sonipat rail section of Haryana, and it is believed that the eight-coach non-AC hydrogen train will commercially run on this Northern Railway route before the end of this year. The trains will have hydrogen-powered cars on both ends and ICF is preparing to deliver the first hydrogen locomotive by August 31, 2025. The train will run at an average speed of 110 km/h. How much will hydrogen train cost? In 2023, Vaishnaw had informed the Rajya Sabha that Railways Ministry plans to operate 35 hydrogen trains on heritage and hilly routes under the Hydrogen for Heritage initiative at a cost of around Rs 80 crore per train, while Rs 70 crore will be spent on preparing ground infrastructure in plain and hilly areas. The ministry has set aside a budget of Rs 2800 crore for the project, the minister had said. The current pilot project has a total cost of Rs 111.83 crore. Why hydrogen trains are the future? Hydrogen trains are extremely energy efficient and environment friendly when compared to conventional diesel and electric locomotives. Unlike traditional train sets, a hydrogen-powered train does not emit harmful gases like carbon dioxide as it uses hydrogen fuel cell technology to generate electricity which powers the train. The only byproducts of this chemical process are water and steam, which are completely harmless to the environment.
