
HC pulls up Centre, Delhi for ‘passing the buck' on Sainik Farms regularisation
During a hearing on Wednesday, a bench of Chief Justice D K Upadhyaya and Justice Tushar Rao Gedela observed the authorities were not taking any final decision on the issue and just "passing the buck", which ultimately "stops at the court".
"The basic question remains as to what the central government in consultation with the state government is doing for regularising these colonies. You have to make a final decision. It appears again that everybody is trying to pass the buck and as happens in these matters, the buck ultimately stops at the court," the bench observed.
During Wednesday's hearing, the court asked why the authorities had not been able to bring a simple legislation to mitigate the problems of the residents.
"First and last thing we want to know is: what is it that you are doing about these colonies? We can't be more clearer than this. They have been hanging fire without being able to lay a brick even for repairs and yet you are continuing to let them live the way they are for the last 10-15 years," the bench said.
Delhi HC added, "You know very well why they are existing, how they are existing till now. None of the government will do anything to mitigate the problems."
The bench also called on officers in the Union Ministry of Housing and Urban Affairs, Delhi government, Delhi Development Authority (DDA) and Municipal Corporation of Delhi (MCD) to sit together to decide on the fate of its residents who had petitioned the high court.
The Delhi high court had previously rapped the Delhi NCT government in March for its failure to indicate a timeline to regularise the Sainik Farm colony.
South Delhi's Sainik Farms is an unauthorised colony. The area has remained in the unauthorised status since the 1980s.
An unauthorised colony in Delhi refers to residential areas which have come up but on land that's not been approved for residential use in Delhi's master plan. Due to this, these colonies often face infrastructure issues.
As reported by The Indian Express, Delhi has around 1,800 unauthorised colonies, of which 1,731 have been slated for re-development work under the Pradhan Mantri-Unauthorised Colonies in Delhi Awas Adhikar Yojana (PM-UDAY).
However, Sainik Farms, along with Mahendru Enclave, and Anant Ram Dairy, was excluded from this list over land use violations.

Likewise, PM-KISAN, launched in 2019, aims to provide assured income support to farmers. On August 2, 2025, Prime Minister Modi released the 20th instalment of the scheme from Varanasi, benefiting over 9.7 crore farmers nationwide. Through Direct Benefit Transfer (DBT), approximately Rs 20,500 crore was credited directly to beneficiaries, ensuring transparency and eliminating middlemen. That inquiry, initiated after a "missing" complaint, was later closed. To ensure their safety, the court instructed the local Station House Officer (SHO) to assign a beat officer, brief them on the court's directives, and provide the couple with emergency contact numbers. Any reported threats must be documented and addressed without delay. Justice Narula clarified that the court was not ruling on the veracity of the allegations but was solely focused on protecting the couple's fundamental rights to life, liberty, and dignity.

Congress leader Jairam Ramesh accuses PM Modi of bias in approving semicon projects to States
Telangana's criticism of the Bharatiya Janata Party (BJP)-led coalition at the Centre over not being considered for semiconductor projects got amplified with senior Congress leader Jairam Ramesh on Thursday (August 14, 2025) accusing Prime Minister Narendra Modi of bias. 'The PM speaks of competition among States that will make India strong. But if the umpire is so blatantly biased, the competition becomes a farce,' he said in a social media post on Tuesday's Union Cabinet approval for four semiconductor manufacturing projects, in States other than Telangana. Of the four, under the India Semiconductor Mission, a project each in Andhra Pradesh and Punjab got approved, while the remaining two are for Odisha. In the post on X (formerly Twitter) from the handle @Jairam_Ramesh, the Congress leader was particularly scathing on the allotment to Andhra Pradesh. 'The Modi govt has just green signalled 4 semiconductor manufacturing projects... after doing detailed home work, a leading private company had submitted its application for a project in Telangana. This was approved on the condition that it relocates to Andhra Pradesh,' he said, accusing the Centre. Seeking to highlight how it was not the first such instance, he alleged 'much earlier similar transfer of locations were forced through. Two semiconductor manufacturing projects were compelled to shift their proposed location from Telangana to Gujarat. Such decisions insult Telangana's preparedness and weaken the country's investment climate, he had said, demanding reconsideration of the decision and a fair, merit-based approach. Attracting projects in the semiconductor eco-system has become paramount for States as the country under the India Semiconductor Mission (ISM) seeks to emerge as strong semiconductor and display ecosystem host. The approach to position itself as a global hub for electronics manufacturing and design also serves the larger Make in India cause.
