Parliamentary panel flags delay in nod for Regional Plan 2041 for NCR
The reminder came in the latest report of the department-related standing committee on transport, tourism and culture, submitted to the Lok Sabha speaker on May 29. The report, titled 'Regional Rapid Transit System and Role of NCRTC', was tabled in the Rajya Sabha on April 4 but made public earlier this week.
The long-pending plan's approval is seen as critical to enabling other functional blueprints—including transport, which has significant multiplier effects on economic activity across NCR. 'Due to the delay, various functional plans are stuck in limbo,' said the panel, chaired by Telugu Desam Party (TDP) MP Magunta Sreenivasulu Reddy.
Notably, the Master Plan for Delhi 2041—though not mentioned in the report—is also awaiting approval from MoHUA.
The committee urged the Centre to play a more proactive role in regional planning rather than limit its involvement to financial assistance. It recommended expanding the mandate of the National Capital Region Transport Corporation (NCRTC) beyond NCR to develop similar integrated, multi-modal suburban transport systems in other urban regions. This, it suggested, would require an appropriate legislative framework.
The panel also recommended multimodal integration of the Regional Rapid Transit System (RRTS) with both Indira Gandhi International Airport in Delhi and Jewar Airport in Noida. It said MoHUA should coordinate with the ministries of civil aviation, railways and state governments to facilitate seamless interchange points with luggage check-in, linking railways, airports and interstate bus terminals.
Citing 'very little progress' on the Delhi-Gurugram-SNB and Delhi-Panipat corridors of RRTS, the committee called for urgent intervention to push these projects forward. It also flagged the need for sound barriers along the Delhi-Meerut RRTS corridor, which passes through dense residential and institutional areas.
To strengthen last-mile connectivity, the panel recommended feeder and shuttle bus services, e-rickshaws, taxis and bike taxis to RRTS stations, which it noted had been designed with adequate parking and drop-off infrastructure.
Calling transport infrastructure the backbone of Viksit Bharat 2047, the report argued that efficient systems to move people and goods would be fundamental to achieving India's development goals.
The committee also urged state governments to establish Unified Metropolitan Transport Authorities (UMTAs) for integrated planning and management of urban mobility and advocated faster rollout of transit-oriented development along RRTS corridors.
Looking beyond NCR, the panel recommended initiating similar regional-level planning for other high-density metro cities such as Mumbai, Chennai, Kolkata, Bengaluru and Hyderabad. 'With projected population increases, infrastructure strain, congestion and pollution, these cities must be planned in a regional context to promote sustainable, balanced development,' the report concluded.

The vacancy in the Office of the Vice President arose due to the abrupt resignation by Jagdeep Dhankhar on July 21, citing health grounds. In his resignation letter to President Droupadi Murmu, Dhankhar said, 'To prioritise health care and abide by medical advice, I hereby resign as Vice President of India, effective immediately, in accordance with Article 67(a) of the Constitution.' As per the provisions of the Presidential and Vice-Presidential Elections Act, 1952, and the Constitution, the poll body is required to fill the vacancy as soon as possible. The electoral college for the election comprises 788 members of both Houses of Parliament, including 233 elected and 12 nominated members of the Rajya Sabha and 543 elected members of the Lok Sabha. At present, six seats are vacant — five in the Rajya Sabha and one in the Lok Sabha — bringing the current strength of the electoral college to 782. Polling, if necessary, will take place at Room No. F-101, Vasudha, on the first floor of the Parliament building on September 9 from 10am to 5pm. Rajya Sabha Secretary General PC Mody has been appointed as the Returning Officer (RO) for the election, with two Assistant Returning Officers (AROs) to assist him. The poll body reiterated that voting would be conducted by secret ballot and electors must mark their preferences using a special pen provided at the polling booth. 'Voting by using any other pen shall lead to invalidation of the vote at the time of counting,' ECI said. Political parties are prohibited from issuing a whip to their members for this election and any violation of secrecy or improper voting procedure will result in cancellation of the ballot. 'There is no concept of open voting in this election and showing the ballot to anyone under any circumstances is totally prohibited,' the commission said.

Over ten days after Jagdeep Dhankhar's sudden resignation as the Vice President of India, the Election Commission of India (ECI) released the schedule for Vice Presidential Election on 1 August to fill the vacancy. The Vice President holds the office for a term of five years from the date on which he or she enters upon his or her office. However, Article 68(2) of the Constitution states that in case of the Vice President's death, resignation or removal or otherwise, an election shall be held as soon as possible after the occurrence of the vacancy. Dhankhar's term was until 2027, but he resigned with two years of his term remaining. The new VP will be elected for a full five-year term. In accordance with the Constitutional provisions and relevant laws and rules, the Election Commission of India released the schedule for the 17th Vice Presidential Election. Big headload falling from a passenger led to New Delhi Railway Station stampede: Ashwini Vaishnaw
New Delhi Railway Station Stampede NEW DELHI: The stampede at New Delhi Railway Station on Feb 15 that claimed 18 lives was triggered due to a "big headload falling from one of the passengers", railway minister Ashwini Vaishnaw told Rajya Sabha on Friday, quoting the findings of a high-level inquiry committee. In a written reply to a question from Samajwadi Party MP Ramji Lal Suman about the status of the committee constituted to investigate the stampede, Vaishnaw submitted that the incident happened on foot overbridge (FOB)-3 stairs connecting platforms 14/15 at the station. Sufficient crowd management protocols were in place to handle the overall volume of passengers at the station on that day, he claimed. "There was a gradual increase of passenger density on the FOB after 20.15 hrs. Many of the passengers were carrying big headloads, affecting smooth movement on the FOB. A big headload fell from one of the passengers and the pressure was passed on to the PF 14/15 stairs resulting in the tripping of passengers on the stairs. This led to an incident at 20.48 hrs on FOB-3, which was limited to the stairs of FOB. Consequently, passengers fell on each other. In the incident, 18 people lost their lives and 15 others were injured," Vaishnaw said in the written reply.
