A.P. Space Policy aims at attracting investments of ₹25,000 crore in next 10 years

The Government of Andhra Pradesh issued a G.O. on Sunday introducing the A.P. Space Policy (4.0) 2025-30, aimed at developing an enabling ecosystem for the development, manufacturing, and commercialisation of space technologies and services in the State.
It facilitates investments amounting to ₹25,000 crore over the next 10 years and creation of 5,000 direct and 30,000 indirect jobs in high technology space-linked domains.
It is stated that the Government of India (GoI) has laid out an ambitious vision for the National Space Programme (NSP) over the next few decades, encompassing advanced missions, next-generation infrastructure, and strategic research and development.
These projects, driven by the Indian Space Research Organisation (ISRO), the Department of Space, and their commercial and regulatory arms, represent a significant opportunity for industrial participation across manufacturing, innovation, and services.
Andhra Pradesh, with its geographic and policy advantages, is uniquely positioned to support and benefit from the national initiatives. Towards supporting the vision of the GoI, the State government intended to develop a comprehensive and inclusive industrial ecosystem for space sector participants, including start-ups, large enterprises, academic institutions, and global investors.
Manufacturing clusters
The aim is to attract domestic and foreign investments in all segments of the space value chain, facilitate space-based innovations in governance, education, agriculture, disaster management, and environment monitoring, support the NSP through industrial supply base development and setting up manufacturing clusters near Sriharikota, promote public-private partnerships, and to encourage technology transfer through regulatory frameworks and funding.
The A.P. Space Policy (4.0) 2025-30 is valid for five years from the date of issue (July 13, 2025), or till a new policy is announced. A technical committee will be constituted under the Commissioner of Industries to vet and process applications for land allotment in the Space Cities proposed to be developed along the Hyderabad-Bengaluru Industrial Corridor in Sri Sathya Sai district and in Tirupati (Routhasuramala).
The government will form an SPV, 'AP Space City Corporation', which will drive all initiatives related to the development of the above Space Cities, and serve as the central agency to coordinate infrastructure development, raise start-up funds, attract investments, facilitate industry partnerships, build partnerships to attract global demand, and liaise with all GoI entities for tapping the domestic demand.

This project, first made public in 1986, has been a subject of concern for India due to its potential impact on the country's interests and the livelihoods of local tribes. Minister of state for external affairs, Kirti Vardhan Singh, said that the government carefully monitors all developments related to the Brahmaputra River and takes necessary measures to protect its interests. The government has consistently conveyed its views and concerns to the Chinese authorities, emphasising the need for transparency and consultation with downstream countries. "The Government of India has taken note of reports about the commencement of construction of the mega dam project by China on the lower reaches of the Yarlung Tsangpo (upper reaches of the Brahmaputra) River in Tibet. The Yarlung Tsangpo originates in Tibet's Jiema Yangzong Glacier near Mount Kailash, flows into Arunachal Pradesh as the Siang, becomes the Brahmaputra in Assam, and eventually merges with the Ganges in Bangladesh before reaching the Bay of Bengal. Any disruptions upstream could directly affect ecosystems, agriculture, and livelihoods across the entire region, Phayul reported. The project is situated in a seismically active and ecologically fragile part of the Himalayas. Environmentalists, quoted by Phayul, have warned that such large-scale infrastructure in this region could have devastating consequences, including disrupted river flows, loss of biodiversity, and increased flood risks. India and China have discussed such issues under the Expert Level Mechanism set up in 2006, as well as through ongoing diplomatic engagement. Singh highlighted that India has urged China to ensure transparency and to engage in meaningful consultations with downstream nations before moving ahead with any hydropower developments, Phayul noted. India has also pressed for the resumption of hydrological data sharing, which China has suspended during crucial monsoon periods in the past. The issue was brought up again during External Affairs Minister S. Jaishankar's visit to China from July 14-16 for the Shanghai Cooperation Organisation (SCO) Foreign Ministers' Meeting, according to Phayul. While China has promoted the dam as part of its renewable energy strategy, India remains wary that the project could allow Beijing to exert control over water flows in South Asia, a strategic tool with far-reaching consequences, Phayul reported.

Karnataka Deputy Chief Minister DK Shivakumar has urged Prime Minister Narendra Modi to extend funding support to Bengaluru on par with Delhi, to enable the city to emerge as a truly global metropolis. In a letter written to Prime Minister Modi, Deputy CM Shivakumar highlighted the challenges Bengaluru is facing due to 'rapid urbanisation'. The letter read, "On behalf of the Government of Karnataka, I warmly welcome you to Bengaluru, the nation's foremost technology and innovation hub. Contributing substantially to the national GDP and hosting India's largest IT/ITES base, global investments, research institutions, and skilled talent, Bengaluru drives the country's economy and innovation. However, rapid urbanisation has created urgent challenges in mobility, water supply, waste management, drainage, housing, and overall infrastructure." Stating that Karnataka is the second-highest tax-paying state in the country, DK Shivakumar said that Bengaluru required an estimated investment of Rs 1.5 lakh crores. "The construction of urban tunnels, the Bengaluru Business Corridor, integrated solid waste management plants, elevated roads along metro lines, flyovers, additional drinking water projects, new roads over storm water drains, and the Regional Rapid Transit System (RRTS) will require an estimated investment of Rs. 1.5 lakh Cr. As Karnataka is the second-highest tax-paying state in the country, contributing about Rs. 4.50 lakh Cr annually to the national exchequer, I request the Government of India to extend funding support to Bengaluru on par with Delhi, enabling the city to emerge as a truly global metropolis," the letter read. Shivakumar further added, "Your continued guidance and assistance will be invaluable in realising the vision of a world-class Bengaluru with sustainable infrastructure and inclusive growth." Earlier in the day, Karnataka Deputy Chief Minister DK Shivakumar had alleged that Bengaluru has been neglected and the state government have not been given sufficient funds for the development of the city. "I will tell him what is required and to be given to Bengaluru... We have not been given sufficient funds. Bengaluru has been neglected. I would like to tell PM Modi that you have to take care of the city as a national capital... The MPs or MLAs of the BJP are only getting votes in the name of PM Modi or the party," he said.
