Mozambique Nears Deal to Revive $20 Billion Total Gas Project

(Bloomberg) -- Mozambican President Daniel Chapo said he expects to soon conclude talks with TotalEnergies SE over the restart of a $20 billion natural-gas project that halted four years ago because of an Islamist-militant insurgency.
Chapo recently met with Total Chief Executive Officer Patrick Pouyanne to discuss resuming the project that has the potential to transform the economy of one of the world's poorest countries, he said in a July 19 interview.
'I was with Mr. Pouyanne two weeks ago and things are going well,' Chapo said. 'In August, we will close our talks' about when to restart the project, he said.
Total halted work on Mozambique LNG, located in the northeastern Cabo Delgado province, evacuated workers and declared force majeure in 2021 after an escalation in attacks in the area by Islamic State-linked militants.
The raids by the insurgents — which have since prompted the deployment of troops by both Rwanda and, for a while, Mozambique's neighbors to assist — drained momentum from the development of $50 billion worth of liquefied natural-gas projects, with Eni SpA and Exxon Mobil Corp. also developing plants.
'We have the small problem of jihad, terrorism,' Chapo said. In an earlier interview with Bloomberg in Spain, the president said that the while the region is more stable than four years ago, it isn't 'heaven,' but urged a restart nevertheless.
Chapo was scheduled to meet Pouyanne in Maputo, Mozambique's capital, on July 10. Companies working on the construction of Total's plant have begun preparing to resume operations, according to people familiar with the matter, while Eni is said to have awarded a contract to Samsung Heavy Industries Co. to build its Coral North floating plant, adding to its $7 billion Coral South facility, which is already operational.
The gas reserves discovered 15 years ago off Mozambique's northeastern coast are among the world's biggest.

(Bloomberg) -- Ontario Premier Doug Ford renewed a call to buy 'Canadian-made everything' to heap pressure on the US to negotiate a trade deal and lift tariffs. Ford, who leads Canada's biggest province and is hosting a meeting of premiers this week, said the country should lean into its status as America's biggest customer. Prime Minister Mark Carney will make an appearance at the conference on Tuesday for a huddle with the provincial leaders. Carney is sending Dominic LeBlanc, the minister responsible for Canada-US trade, to Washington this week to negotiate with US President Donald Trump's administration, which has threatened a 35% tariff on some Canadian goods if there's no deal by Trump's Aug. 1 deadline. But the president and his officials have sent mixed signals about whether they want to sign agreements or simply proceed with unilateral tariff rates on trading partners. 'We're encouraging all provinces and territories: start buying Canadian-made vehicles, start buying Canadian-made everything — that will hurt more than anything at all,' Ford told reporters on Monday as he arrived at Deerhurst Resort near Huntsville, a picturesque town at the heart of Ontario's Muskoka region. Canadians say they're ramping up their boycott of US travel and products in response to the tariffs, according to the Bank of Canada's quarterly survey of households released Monday. About 55% of respondents said they're spending less on vacations to US destinations, and roughly 63% said they're pulling back on purchases of American goods. 'We're their number one customer. We buy more products from the US than Japan, China, Korea, the UK and France combined. So we are an economic powerhouse and we don't have to take a back seat to anyone,' he said, adding he wants his province to begin making products such as steel beams used in construction and aluminum cans for soda and beer. Trump hiked tariffs on foreign steel and aluminum imports to 50% in June. Canada's steel industry has already cut jobs and seen shipments slashed. Carney's government announced a plan last week to curb imports of foreign steel to help domestic producers — though one influential steel executive said it doesn't go nearly far enough. Ford's government pledged C$1.3 billion ($950 million) in May to help manufacturers by beefing up a tax credit for Ontario-made products. The government says about 830,000 people in the province work in manufacturing, which represents about 10% of jobs. Canada's premiers have largely struck a united front in the face of Trump's trade war, and their summer retreat is set to be dominated by discussions on how to increase trade between the provinces and advance major infrastructure projects, such as ports, to bolster the country's economic independence. Carney and some provincial leaders appeared resigned to at least some level of tariffs on Canadian shipments to the US, despite the existing trade accord that Trump signed in his first term that largely allows tariff-free trade between the US, Mexico and Canada. The prime minister said last week there's little evidence Trump will cut a deal that completely drops tariffs. Arriving at the resort on Monday, Alberta Premier Danielle Smith said she hopes sector-specific tariffs will be minimized as much as possible, while Quebec's Francois Legault said it's too soon to say whether it's inevitable that some tariffs remain. 'We'll see what we can get on August 1st. Of course, the ideal situation would be no tariffs,' Legault told reporters. Whatever the agreement is, he said, 'we need to have assurance that we'll keep this agreement for three, five years. (Bloomberg) -- Indonesia's plan to issue its first Australian dollar-denominated debt next month has piqued investor interest, though questions mount on how it'll fit into local managers' portfolios. Australia's sovereign Kangaroo market isn't large and Indonesia's issuance is not aligned with the more well known supranational debt from developed markets, according to Betashares Capital Ltd. Funds may also be unable to hold the bonds due to Indonesia's low investment grade credit rating, according to Jamieson Coote Bonds Pty. 'An EM kangaroo bond doesn't exactly fit neatly into the traditional Australian bond sectors,' said Chamath de Silva, head of fixed income at Betashares in Sydney, who may buy the bond if it gets included in major indexes. 'That said, if the concession is attractive, I'm sure local real money might be tempted.' It points to a tricky debt sale should Indonesia follow through on its plan as it seeks to diversify funding sources and deepen ties with Canberra. It would be just the second emerging-market sovereign to issue Australian dollar debt in a market that typically sees developed issuers like the Canadian provinces and supranationals such as the European Investment Bank. The planned issuance comes as Kangaroo sales hit A$41 billion this year, on track to top a record A$61 billion worth of deals last year, according to data compiled by Bloomberg. It follows South Korea issuing an Australian dollar bond last year. To be sure, it may be attractive for global managers who are navigating turbulent markets amid concern over US fiscal spending and Treasuries. The gap between Indonesia's 10-year dollar bond and its Treasury equivalent has narrowed since May as the government pledged to maintain its debt and deficit caps. The spread fell to its lowest this year last week after Bank Indonesia eased policy to help spur growth. 'We'll be following the deal closely,' said Joshua Rout, a portfolio manager at Franklin Templeton in Melbourne, who invests in Indonesian debt. 'Why wouldn't you invest in bonds from debt-conscious sovereigns issuing at a spread over US Treasuries at a time when US fiscal policy looks wildly unsustainable?' The issuance is likely to be targeted at sovereign wealth funds and reserve managers rather than Australian funds seeing emerging-market exposure given liquidity may be low, said Prashant Newnaha, a senior Asia-pacific rates strategist at TD Securities in Singapore. But 'its clear there is a significant pool of Australian dollars to tap,' he said. While Indonesia's planned offer is interesting, it would not meet the rating requirement of a number of our portfolios, said James Wilson, a senior portfolio manager at Jamieson Coote in Melbourne. Lucknow: With the arrest of three people, Uttar Pradesh Police on Monday claimed to have foiled an alleged Pakistan-linked digital conspiracy to incite communal riots and possible terror attacks during the Kanwar Yatra in western UP. The miscreants were arrested for allegedly circulating morphed and inflammatory videos and audios designed to provoke communal hatred, police said. Police confirmed the footage was from Muzaffargarh in Pakistan and was related to an incident involving the murder of a woman and her seven children by her husband in April last year. The conspirators misrepresented this incident to spark communal violence. A special police team arrested Mohammed Nadeem (25), Mansher (45), and Rahees alias Furkan (35) from Kakrauli. Three mobile phones used for spreading the content were seized, and a case under relevant BNS sections and the UAPA Act has been registered.
