RBI proposes ban on display of 3rd party products on banks digital channels

Mumbai, Jul 21 (PTI) Third-party products and services should not be displayed on banks' digital banking channels, according to RBI's draft norms issued on Monday.
The 'Reserve Bank of India (Digital Banking Channels Authorisation) Directions, 2025' said banks should put in place a risk-based transaction monitoring and surveillance mechanism.
Study of customer transaction behaviour pattern and monitoring unusual transactions or obtaining prior confirmation from customers for outlier transactions may be incorporated in the systems in accordance with the Fraud Risk Management Policy of the bank, said the draft.
Stakeholders' comments have been sought on the draft till August 11.
'Third-party products and services, including those of promoter groups or bank group entities (subsidiaries/joint ventures/associates), shall not be displayed on banks' digital banking channels except as specifically permitted by the Reserve Bank from time to time…," it said.
Banks offering mobile banking service (other than through mobile applications) must ensure that customers across mobile network operators can avail of the service, meaning the service will be network independent.
The draft said banks shall put in place appropriate risk mitigation measures in accordance with their policies, like transaction limit (per transaction, daily, weekly, monthly), transaction velocity limit, and fraud checks depending on their risk perception.
It further said banks should not make it mandatory for the customer to opt for any digital banking channel to avail any other facility like debit cards.
'While it may be more convenient for the customer to opt for some services together (for example, virtual access to card controls), the choice to apply for digital banking facilities shall lie solely with the customer," the draft said.
Also, banks should obtain explicit consent from the customer for providing digital banking services, which may be duly recorded/documented, it said.
'Banks shall require prior approval of the Reserve Bank for launching transactional banking facility," the draft said.
Subject to fulfilment of the prudential eligibility criteria, banks may apply to the respective Regional Office of the Reserve Bank for launch of transactional banking facility, along with a board resolution.
They will also have to provide supporting documents, including related to net worth as per minimum regulatory requirement or Rs 50 crore, whichever is higher, as on March 31 of the immediately preceding financial year.
All banks which have implemented Core Banking Solution (CBS) and have enabled their public-facing Information Technology (IT) infrastructure to handle Internet Protocol Version 6 (IPv6) traffic are eligible to provide view-only banking facility for internet banking, mobile banking, and other digital banking channels-based services, the draft said. Government policies must incentivise sustainable farming to support India's smallholder farmers, as they face intensifying climate challenges like erratic monsoons, droughts, and floods, according to Swiss crop protection firm Syngenta Group Chief Sustainability Officer Petra Laux. Smallholder farmers account for 80 per cent of the agricultural sector. With agriculture contributing 25 per cent of global greenhouse gas emissions, but receiving only 5 per cent of climate transition funding and subsidies rewarding climate-smart practices are critical to drive change, Laux said. In an interview with PTI, she said uncertain crop prices discourage smallholders from using sustainable methods. The lack of premiums for climate-smart crops, unlike niche organic markets, limits progress. Globally, consumer reluctance to pay more hinders adoption, and scaling emission reduction projects, like Syngenta's methane-focused initiative near Delhi for export markets, face challenges. "There's no premium for sustainably grown crops or reduced emissions. It's global, and one reason for this is that the consumer in the supermarket doesn't want to pay more," she said. India's young and digitally skilled farmers are poised to adopt sustainable practices, but policy must reward them. The government policies must subsidise the "more responsible farmers", the executive noted. Europe's conditional subsidies and Denmark's farm emission taxes offer models. Syngenta Foundation India connects over 3 million farmers to its digital platform, offering price transparency, market access, and agronomic advice to boost incomes. Syngenta provides microfinancing support and technologies like high-yield seeds and biostimulants to enhance resilience against climate stressors, such as drought and heat. "Our digital platform stabilises incomes, but policy support is needed to scale sustainable practices," Laux said. Biostimulants and natural-origin products that bolster crop resilience to abiotic stresses are key to Syngenta's sustainability strategy. They improve nutrient uptake, cutting fertiliser overuse, a major emissions driver, while stabilising yields. Farmer awareness is growing, with retail inquiries rising, though adoption remains early-stage amid an uncertain regulatory environment for biostimulants in India, she said. "Biostimulants are vital for climate adaptation and soil health, increasing carbon sequestration," the executive noted. Syngenta champions regenerative practices like no-till, crop rotation, cover crops, and precision inputs, supported by specialised herbicides. Its portfolio includes seeds reducing methane emissions from livestock via altered corn starch and herbicides, enabling alternate wet-dry rice farming to lower emissions. Biostimulants complement these, with biologicals as the fastest-growing segment. "All technologies are crucial for sustainability," Laux said, adding that "regenerative practices ensure long-term soil health and farm resilience". Arunachal's agri-allied sector witnessing rapid growth: Khandu
Itanagar, Aug 17 (PTI) Arunachal Pradesh Chief Minister Pema Khandu on Sunday said the state's agriculture and allied sector is moving on a fast track of growth and transformation, with farmers steadily shifting towards higher productivity, sustainability and prosperity. Khandu, in a post on X, said an amount of Rs 142.67 crore has been directly transferred to 99,656 farmers under the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) scheme. 'This direct financial support has strengthened the confidence of our farmers and helped them invest more in their fields," he said. The chief minister also highlighted that 1,02,295 farmers have been provided with soil health cards, enabling them to understand soil conditions and adopt scientific farming practices. 'Healthy soil is the foundation of healthy crops, and we are ensuring our farmers get the right knowledge to use their land sustainably," he said. On irrigation, Khandu said that under the PM-Per Drop More Crop programme, 26,163 hectares of farmland have been covered and 5,658 farmers benefited through efficient micro-irrigation facilities. The CM also underlined the state's push for organic farming. He said 15,099 farmers have been supported under the Mission Organic Value Chain Development project, with Rs 23.25 crore released to promote chemical-free cultivation. 'Organic farming is not only eco-friendly, but also enhances the market value of our produce," he said. Khandu added that 96,492 Kisan Credit Cards (KCCs) have been issued, achieving 99.26 percent saturation in the state. 'This ensures that almost every eligible farmer now has timely access to credit, removing dependency on informal sources," he noted. To modernise farm practices, the government has also distributed 42,418 modern farm tools over the last nine years. 'Tools and technology are empowering our farmers to increase productivity and reduce manual drudgery," Khandu said. 'From credit to crops, tools to technology, Arunachal's farmers are moving towards higher productivity, sustainability, and prosperity," the chief minister said.
