Malaysia expected to receive first Maritime Patrol Aircraft from Italy by end of 2026

TURIN: Malaysia is expected to receive its first Maritime Patrol Aircraft (MPA) from Italian aerospace, defence and security company Leonardo by the end of 2026, with the second aircraft scheduled for delivery three months later, said Defence Minister Datuk Seri Mohamed Khaled Nordin.
He said both aircraft are part of a procurement deal worth nearly RM900 million, finalised in 2023 to strengthen the country's defence and maritime surveillance capabilities.
"As a maritime nation, Malaysia must have assets like these aircraft to carry out patrols. They will be equipped with state-of-the-art systems.
"More importantly, the aircraft will be fitted with anti-submarine systems, enabling them to respond to related activities," he said during a working visit to Leonardo's facility here on Monday.
Also present were Malaysia's Ambassador to Italy, San Marino and Kosovo, Datuk Zahid Rastam, Royal Malaysian Air Force (RMAF) Chief General Tan Sri Mohd Asghar Goriman Khan, Defence Ministry deputy secretary-general (policy) Mohd Yani Daud and Leonardo Aeronautics Division managing director Stefano Bortoli.
Khaled said the aircraft, whose airframe is built in Toulouse, France, will be outfitted with advanced systems including anti-surface warfare (ASuW) and anti-submarine warfare (ASW) capabilities before delivery to Malaysia.
He described the procurement as a strategic investment to enhance the armed forces' readiness in addressing regional security challenges, particularly in the increasingly complex South China Sea.
"We know the South China Sea presents its own unique challenges, with rising tensions and conflicts, so these acquisitions will greatly aid the country.
"As of now, project progress has exceeded 60 per cent and remains on schedule. We are satisfied with the ongoing work carried out by Leonardo," he said.
The MPA procurement is part of the RMAF acquisition plan outlined under its Capability Development Plan 2055 (CAP 55), which envisions the acquisition of six MPAs in phases.
The MPAs to be received by the RMAF are designated as P-72M and are based on the widely used commercial ATR 72-600 aircraft, which is especially common in Southeast Asia.
The P-72M's primary roles include anti-surface warfare, anti-submarine warfare and electronic warfare missions.
Its secondary roles include search and rescue operations, surveillance of Malaysia's maritime zones, joint operations with armed forces units, and inter-agency enforcement with other government and security bodies.

KUCHING (Aug 12): Bintulu Port Holdings Berhad (BPHB) on Monday formalised three Memoranda of Understanding (MoUs) with strategic international partners to support Sarawak's ambition of becoming a regional hub for green energy and sustainable fuels. In a statement, Bintulu Port said the MoU exchange ceremony, witnessed by Sarawak Premier Tan Sri Abang Johari Tun Openg, coincided with the official launch of the Sarawak Energy Transition Policy (SET-P) here on Monday, marking a landmark demonstration of its commitment to clean energy leadership. Representing BPHB during the MoU exchange was board member Datuk Seri Fong Joo Chung. The strategic partners were represented by Sakura Ferroalloys Sdn Bhd general manager Rudolph du Perez, Borneo Biogas Pte Ltd chairman Tan Soo Kong and Jiangsu Guofu Hydrogen Energy Equipment Co. Ltd. (Guofuhee) chairman Wu Pinfang. 'The first MoU was signed with Sakura Ferroalloys to collaborate on decarbonisation initiatives, focusing on the development of bioethanol and sustainable aviation fuel (SAF). This initiative supports Sarawak's Net Zero Strategy 2050 and responds to global environmental frameworks such as the Carbon Border Adjustment Mechanism (CBAM),' the statement said. The second MoU was with Borneo Biogas, a company specialising in the sustainable production of biomethane and Bio-LNG derived from palm oil and agricultural waste. 'The collaboration will explore the feasibility of establishing Bio-LNG production capabilities in Sarawak, including the development of Bio-LNG bunkering infrastructure and the utilisation of Bio-LNG to power port support vessels,' it added. The third MoU, signed with Guofuhee, a China-based company specialising in hydrogen energy equipment and systems, aims to develop a liquid hydrogen facility, positioning Bintulu Port as a key enabler of hydrogen logistics and exports. The MoU also prioritises meeting local hydrogen demand for Sarawak's industrial and transportation sectors, including the potential integration of hydrogen-powered vessels into Bintulu Port's operations, while reinforcing Sarawak's aspirations to become a global leader in hydrogen exports. KUCHING (Aug 12): ES Sunlogy Bhd (ES Sunlogy), an established provider of mechanical and electrical (M&E) engineering services as well as generation and sale of renewable energy, has entered into a heads of agreement to support the development of a 155 megawatt-peak (MWp) solar hybrid power plant integrated with a 310 megawatt-hour (MWh) Battery Energy Storage System (BESS) in Baram, Sarawak. Signed in partnership with Planet QEOS Sdn Bhd (Planet QEOS), the deal was witnessed by Sarawak Premier Datuk Patinggi Tan Sri (Dr) Abang Abdul Rahman Zohari Tun Openg during the Public-Industry Engagement Day and Launching Ceremony of the Sarawak Energy Transition Policy (SET-P). This flagship initiative forms part of the broader Special Energy Zone (SEZ) launched by the Sarawak Government to accelerate the region's transformation into a clean energy and economic growth hub. ES Sunlogy managing director Khor Chuan Meng, commented, 'Sarawak has taken a visionary step by launching the Special Energy Zone in Baram. 'This initiative will serve as a catalyst for clean energy adoption, rural transformation, and local value creation. ES Sunlogy is honoured to be part of this mission, contributing not only through our renewable energy projects but by anchoring our core M&E expertise in the region. 'We are committed to working closely with the State Government and its agencies to support capacity building and regional infrastructure development in Baram.' Planet QEOS, a Sarawak-based deep technology company, recently received in-principle approval from the Sarawak State Government for its integrated agrovoltaic and renewable energy proposal in Baram, which includes the development of up to 4,000 MWac of solar capacity over a 1,200-hectare site. The initiative combines large-scale solar generation with food and agriculture infrastructure under a patented Sustainable Animal Feed Economics (SAFE) model to support both energy and food security. The Baram project also includes the construction of a dedicated 180-kilometre transmission corridor—repurposing the former Sabah-Sarawak Gas Pipeline—to deliver green energy from Baram to downstream industrial zones in Bintulu. This facility will serve as a regional hub for technical training, systems integration, and knowledge transfer, creating high-value jobs for local talent and upskilling the surrounding communities. The project also contributes to Phase 1 of the Baram DeepTech Energy Program, which aims to deliver 500 MWac of firm renewable energy into the SEB Grid by 2027, powered by 1,850 MWp of solar photovoltaic systems and 3,677 MWh of battery energy storage. This development is expected to form the world's largest single-site BESS-based solar power system, supporting fully dispatchable clean energy with a 60 per cent capacity factor. The Baram DeepTech program represents a critical component of Sarawak's broader plan to build a firm, reliable renewable energy supply equivalent to two Bakun Hydroelectric Plants by 2030. Additionally, ES Sunlogy will support the SEZ's integrated agrovoltaic ecosystem through the deployment of solar energy systems to power agricultural, logistics, and rural development zones within Baram. The SAFE agrovoltaic initiative is expected to generate thousands of employment opportunities in engineering, food production, and clean energy services, while enabling Sarawak to lead innovation in agri-energy convergence across Southeast Asia. By offering engineering and energy solutions tailored to Sarawak's unique geographic and demographic needs, the Group aligns itself with the State's objective to promote sustainable and equitable growth beyond urban centres. With a proven track record of delivering more than 13 projects with over 300MWp of solar capacity across Malaysia, ES Sunlogy plans to establish a dedicated regional presence in Sarawak to support local project execution, talent development, and long-term stakeholder engagement. He said it represented a comprehensive and coordinated policy document to transform Sarawak's energy sector, bringing together all existing strategies under a unified framework while addressing the energy trilemma — ensuring energy security, promoting environmental sustainability, and maintaining economic affordability. 'The potential of SET-P is transformative. By 2050, this policy is projected to contribute RM550 billion in cumulative GDP, create over 80,000 new jobs, and attract between RM580 billion to RM700 billion in investments,' he said at the launch of the new policy here yesterday. 'The key drivers of this growth include renewable energy, natural gas, CCUS (Carbon Capture, Utilisation and Storage), and clean hydrogen. 'Importantly, more than 75 per cent of the income generated is expected to benefit low- and middle-income groups – ensuring that our energy transition is not only transformative, but also just and inclusive.' Abang Johari explained that SET-P is anchored on seven strategic pillars: renewable energy, natural gas, energy efficiency, low-carbon mobility, clean hydrogen, CCUS, and alternative energy In turn, these pillars are supported by five key enablers: strong governance and regulation, innovative financing and investment, robust infrastructure, technology and innovation, and skilled and adaptive workforce development. To fully unlock the potential of the SET-P, Abang Johari said Sarawak must first strengthen the short-term investment landscape such as commercially viable projects with market-rate returns, public-good initiatives with no direct financial returns and emerging solutions with below-market returns. He said these encompass nascent but strategically vital technologies like clean hydrogen, carbon capture, utilization and storage (CCUS), energy efficiency, and low-carbon transport. 'Despite their long-term potential, these initiatives currently struggle to attract private financing due to higher risk profiles and uncertain returns, particularly in emerging markets such as Sarawak.' Some of the critical infrastructure required to enable Sarawak's natural gas hubs, such as transportation terminals, access roads, and supporting logistics might also fall into the sub-commercial or below-market return category, he said. 'While these assets are essential to unlocking long-term value, they may not offer sufficient returns to attract private capital on their own. As such, strategic government intervention will be necessary to move them forward.' In this respect, he said the Sarawak Government is considering establishing a blended finance facility to support such catalytic infrastructure and transition-aligned investments. 'By leveraging risk mitigation instruments and deploying public capital as a crowd-in mechanism, we aim to enhance the bankability of these projects and unlock broader private sector and development banks participation. 'But let me be clear – realizing this vision will require deep collaboration. We call upon development partners, private investors, and financial institutions to join us in shaping a resilient, inclusive, and investable energy transition for Sarawak,' the premier said. Abang Johari emphasised that SET-P was built on the principle of inclusivity. 'Its success depends on strong and sustained collaboration across all segments of society – government, industry, academia, civil society, and local communities – as well as with partners from around the world.
