Parl panel urges FinMin to expedite full enforcement of GSTAT benches
GSTAT is a crucial body for resolving Goods and Services Tax (GST) related disputes and significantly reducing the burden on higher courts. The government has notified the principal bench, to be located at New Delhi, and 31 state benches at various locations across the country.
In May last year, the government had appointed Justice (Retd) Sanjaya Kumar Mishra as the first President of the GST Appellate Tribunal (GSTAT).
The government shall appoint the members in GSTAT on the recommendations of a search-cum-selection committee.
The Standing Committee on Finance, chaired by BJP MP Bhartruhari Mahtab, in its report expressed 'concern' over GSTAT benches not being fully operational nationwide.
Significant delays persist in appointment of Members, particularly Technical Members (State), with recommendations received from only a few States, namely Uttar Pradesh, Orissa, Gujarat, Bihar, and Maharashtra/Goa.
"The Committee... urge the Ministry to actively pursue and coordinate with the remaining State Governments to expedite the constitution of Search-cum-Selection Committees and the forwarding of recommendations, to make benches functional without further delay," said the Action Taken Report of the Standing Committee on Finance.
Emphasising on the need for "regular recruitment for long-term stability and efficiency", the committee noted that while temporary operations have begun from an interim facility, the committee desires that concerted efforts are needed for its early development to realise GSTAT's full benefit.
It also said the persistent delays in GSTAT's full functionality adversely impacts the larger GST ecosystem, resulting in prolonged litigation, overburdening of High Courts, and denial of timely relief to taxpayers.
"The Committee, therefore, desire that the Ministry should adopt a time-bound approach to complete all remaining formalities," the report said.

Recently, a Reddit user went viral for sharing how he managed to buy a new MacBook at a significantly lower price, while also enjoying an 11-day vacation in Vietnam. Surprisingly, the total cost of his trip plus the laptop turned out to be less than what he would've spent on just the MacBook in India. Sharing a breakdown of the expenses, the Redditor noted that the high cost of Apple devices in India is caused by expensive import tariffs, Goods and Services Tax (GST), and Apple's premium pricing scheme. But his plan saved him a lot of money despite getting a premium quality product. 'If you're planning to buy a MacBook or iPhone worth Rs 2 lakh+ in India, trust me, it's worth making a short trip to Vietnam. You'll get the device cheaper and squeeze in a mini vacation," he wrote on Reddit. According to the post, the traveller booked the cheapest round-trip flight to Hanoi, worked remotely during his stay, and spent his free time exploring the city. Determined to get the best deal, he visited around 15 stores in search of the lowest price. His strategy was to take advantage of Vietnam's reduced Apple prices and tourist-friendly VAT refund policy. He wrote, 'Always ask: 'Do you provide VAT refund documents for the airport?' Some stores won't." In India, the desired MacBook would cost approximately Rs 1,85,000, even with card incentives. However, by purchasing it in Vietnam from a store that produced the correct VAT documentation and claiming the return at the airport, he was able to obtain the same model for approximately Rs 1,48,000. This transaction alone saved him Rs 36,500, approximately the cost of his flight. What makes the strategy even more astounding is the total expense. The vacation cost approximately Rs 2,80,000, which included the MacBook, flight tickets, accommodation, meals, and other activities. After the VAT refund was processed, his total cost decreased to around Rs 1,97,000. After subtracting the cost of the MacBook, the total cost of the Vietnam trip was only Rs 48,000. Assam govt realises ₹7.5 cr from Haryana-based company for evading tax
The Assam government on Wednesday realised ₹7.5 crore for tax evasion from a Haryana-based company involved in constructing a four-lane road from Dhemaji to Oyan in Arunachal Pradesh, an official said. Investigations have so far revealed an estimated tax evasion of around ₹ 64 crore. A 12-member team from Guwahati conducted an investigation into tax evasion allegations against Kaluwala Construction Private Limited over six days. Investigations have so far revealed an estimated tax evasion of around ₹64 crore. The company failed to provide adequate justification for several discrepancies identified in their GST profile during the verification process, the official said. 'As a result, immediate enforcement action was taken, leading to the recovery of ₹7.5 crore', he added. Further investigations are underway to determine the full extent of the evasion.
