Govt must avoid wasteful end-of-year spending

PUTRAJAYA: The practice of hasty end-of-year spending in the civil service, which often leads to waste of resources, must be avoided entirely, said Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar.
He said poor expenditure management not only undermines the efficient use of resources but also risks creating negative perceptions about the government's integrity and governance.
He added that although the Auditor-General's Report (LKAN) continues to raise issues on the government's financial management, misappropriation and wastage of public funds still occur.
'If left unaddressed, this issue could become increasingly complex and, without firm solutions, it will affect the credibility and public perception of civil servants in general,' he said in his speech at the opening of the 2025 Management Accounting Seminar organised by the Accountant General's Department of Malaysia (AGD), here today.

Shamsul Azri stressed that civil servants must ensure that transparency, integrity, and accountability remain central to the principles of governance and ethics.
He said the MADANI government is focused on optimising public spending by reviewing expenditure policies and the allocation of limited resources to ensure efficiency, effectiveness and value for money.
'Continuing to implement policies geared towards targeted subsidies allows the government to reduce wastage and leakage while creating fiscal space to improve assistance for vulnerable groups,' he said.
He added that the government has also taken a positive step forward by amending the Audit Act 1957, which will enhance audit scope in relation to public fund management.
This effort also ensures that audit recommendations are taken seriously and acted upon appropriately by all parties, including ministries, departments, agencies, and any entities or companies receiving public funds.
Shamsul Azri said the AGD, as the lead agency for management accounting across ministries, has introduced the Treasury Circular PS 1.3 - Implementation of Management Accounting.
He said the circular outlines the policy and implementation of management accounting via the introduction of Strategic Management Accounting and Reporting (SMARt).
'This initiative directly enhances the efficiency, effectiveness, and accountability of ministries in managing finances, risks, resources, and performance by ensuring optimal resource utilisation,' he added.
As such, Shamsul Azri urged all ministry secretaries-general, who also serve as controlling officers, to ensure the effective implementation of management accounting and SMARt in order to improve transparency and accountability in all financial decisions.
'Civil servants must proactively acquire increasingly complex technical competencies in finance and accounting, while also equipping themselves with non-financial intelligence to improve the effectiveness of management accounting practices in the public sector.
'The adoption of technologies based on big data analytics, artificial intelligence (AI) and smart automation can assist government agencies in collecting, analysing, and interpreting financial information in real time,' he said.

The forum, held from June 7-8, is a key event within the UNOC 3 framework, hosted by the Government of Monaco. (Bernama pic) PETALING JAYA : The federal government has allocated RM796.4 million in loans to state governments this year to finance water supply projects. Deputy prime minister Fadillah Yusof said these projects are among the government's initiatives to tackle the southwest monsoon, which is expected to bring dry weather and drought, reported Bernama. Fadillah, who is also the energy transition and water transformation minister, said 28 projects were being implemented under this initiative as of May. Twelve projects are being carried out in Sabah, five in Sarawak, three each in Pahang and Terengganu, two each in Kedah and Perlis, and one in Kelantan. 'These projects are at various stages of implementation and seven are expected to be completed this year,' he told reporters after attending an Aidiladha sacrificial event at Kampung Tupong Jaya in Kuching, Sarawak, today. Fadillah said his ministry is now focusing on addressing the issue of non-revenue water (NRW), which results from factors such as system inefficiencies, pipe leakages, and water theft. 'When pipe connections are poor, leakages occur, and there are also old pipes that are damaged. Overall, we estimate the country is losing about 40% of its treated water to NRW. We process the water, but 40% of it is lost. This incurs high costs. 'Therefore, our current focus is to find the best method to reassess the piping system and replace damaged pipes.'

(Envato Elements pic) LONDON : The UK government announced today £86 billion of investment in science and technology and defence by 2030, days before it unveils its spending plan for the coming years. Labour finance minister Rachel Reeves has announced drastic cuts to public budgets in recent months amid tight fiscal conditions and has also authorised more borrowing for investment, unlocking a total of £113 billion by the end of the decade. Within this framework, £86 billion will be invested 'to turbo-charge our fastest growing sectors, from tech and life sciences, to advanced manufacturing and defence,' the government said in a statement. Reeves is also set to announce a funding boost of up to £30 billion for the under-pressure National Health Service on Wednesday, when she presents the government's broader review of UK public spending over the coming years, according to The Times newspaper. The £86 billion investment will target 'people's priorities: health, security and the economy,' the government said. The investment plan will enable the development of 'innovation clusters' across the UK and give local government leaders powers to decide where their funding goes, it added. Reeves hopes the spending will boost sluggish growth, which is also likely to suffer from the trade war launched by US President Donald Trump. The government announced earlier this week that the review would include plans to double investment in public transport in England's urban regions by 2030, to over £15 billion. The defence ministry also seems certain to receive a budget boost in Wednesday's review, but other departments will have to tighten their belts beyond the cuts already announced in March. Areas expected to be targeted include support for disabled people and government operating costs. Thousands gathered in central London on Saturday to protest against those anticipated measures, with many holding placards reading 'tax the rich, stop the cuts – welfare not warfare'.
