Monsoon session of Gujarat Assembly from Sept 8 to 10

The monsoon session of the 15th Gujarat Assembly will be held from September 8 to 10.
The session was called by Governor Acharya Devvrat.
Sharing details of the session, Assembly Speaker Shankar Chaudhary on Friday said a meeting of the Business Advisory Committee will be held on September 6 in which detailed business of the three-day session will be discussed. The Speaker added that the MLAs can give notice of their questions by August 20.
Chaudhary said that the government will bring two Bills to replace the two ordinances related to Goods & Services Tax and Factories Act promulgated by it.
This will be the first session of the Assembly after the June 12 Ahmedabad plane crash in which former Gujarat Chief Minister Vijay Rupani was among 260 people killed. The House is expected to pay tributes to Rupani and other plane crash victims and other former members of the House who have died since the last session of the House. The session will also have two new members, Visavadar MLA Gopal Italia of Aam Aadmi Party and Kadi MLA Rajendra Chavda of the BJP, who were elected in the June 19 bypolls. Both Italia and Chavda are first time MLAs.
The AAP is expected to pick its Whip in the House before the session as Botad MLA Umesh Makwana resigned from the post criticising the party for allegedly ignoring the interests of OBC/SC/ST communities.

Once the proceedings resumed, leader of the House JP Nadda countered leader of the Opposition Mallikarjun Kharge after the Congress leader sought to raise the issue of SIR. BJD's Sasmit Patra, who was in the Chair, allowed sports minister Mansukh Mandaviya to move the National Sports Governance Bill, 2025, and the National Anti-Doping (Amendment) Bill, 2025, for passing. The Opposition MPs urged the chair to allow Kharge to speak. On the Chair's instruction, Kharge rose and sought to speak on SIR. After Patra's objection, the Opposition walked out. Nadda countered Kharge and said the Opposition did not believe in healthy democracy. After the Opposition walked out, the government discussed and passed the National Sports Governance Bill, 2025, the National Anti-Doping (Amendment) Bill, 2025, the Income Tax Bill, 2025, and the Taxation Laws (Amendment) Bill, 2025.

Lucknow: Transport minister Daya Shankar Singh on Tuesday accused the opposition, especially the Samajwadi Party (SP), of running away from meaningful discussions in the Assembly as it has "no real issues or vision" for the state's development. Singh said the govt had invited the opposition parties to discuss urgent matters such as the ongoing floods, but they refused. "Before the floods, the govt had already arranged relief material, shelters, and fodder for animals. These good efforts are what they don't want to hear," he remarked. He alleged that the opposition boycotted proceedings over minor issues. Referring to the Fatehpur incident, Singh said FIRs had been lodged against 11 accused, and action would be taken against all those found guilty. He pointed out that an SP leader allegedly involved had been expelled by the party itself. Criticising SP's approach, Singh said, "They contest elections and run govt on the basis of hooliganism, not democracy." Lucknow: Excise minister Nitin Agarwal on Tuesday accused the opposition, particularly the Samajwadi Party (SP), of deliberately stalling the Assembly proceedings to gain political mileage instead of discussing public issues. Agarwal said that for the past two days, the opposition had disrupted the House despite the govt repeatedly expressing readiness to answer all questions. "The govt is fully prepared to discuss important issues. But the opposition is here only for politics, not to raise people's concerns," he said. Citing the recent Fatehpur incident, Agarwal said the Leader of the Opposition was informed that FIRs had been lodged against 11 accused, and action was being taken. "Despite this, they did not allow the House to function. The legal process is underway, and anyone found guilty will face strict action," he added, reiterating the govt's "zero tolerance" policy on law and order and corruption. The minister alleged that the opposition has a history of walking out whenever discussions on development are scheduled.
