
Work to upgrade North Wales cross border rail line given the go-ahead
Cabinet Secretary for Transport and North Wales Ken Skates and Secretary of State for Wales Jo Stevens visited the site yesterday (Thursday) to see the planned upgrades.
The Welsh Government says the UK Government has committed to supporting the work at Padeswood as part of last month's Comprehensive Spending Review. The overall UK Government investment in Welsh rail, worth at least £445 million, will see people across Wales benefit from better access to jobs and opportunities as a result of improved infrastructure and more frequent services .
A Welsh Government statement said: "The work will see a major component of the Network North Wales vision delivered within three years, resulting in two trains an hour operating along the line. Padeswood also serves the Heidelberg cement works, and the upgrade will make it easier for freight to enter and exit the site."
Cabinet Secretary for Transport and North Wales Ken Skates said: 'Delivering the upgrade at Padeswood will bring real economic benefits, helping the cement works and improving connectivity between Wrexham and Liverpool, increasing services to two trains per hour.
'It was fantastic to hear the UK Government's commitment to this project, which campaigners have pushed for over many decades. Two governments, working in partnership, will deliver this key part of the Network North Wales.
'Network North Wales is about delivering an integrated, high-frequency public transport network, connecting people to jobs, opportunity, community and a better quality of life.
"While Padeswood is predicted to be delivered in the next three years, more immediate changes include 50 per cent more trains on the North Wales mainline, more trains between Chester and Wrexham and the start of the roll out of Pay as You Go delivering better transport in the region.'
Secretary of State for Wales Jo Stevens said: "The UK Government is investing in Wales' future and unleashing our country's economic potential.
"We promised we would deal with the historical under-investment in Wales' rail network and announcing at least £445 million in the Spending Review delivered on that pledge.
'Working alongside Welsh Government it will mean brand-new stations, upgrades on the line in places like Padeswood and more and faster trains on the key lines across North and South Wales, connecting people with jobs and helping to grow the economy.'
Work will now take place on the design of the scheme ahead of implementation.

July's Retail Prices Index (RPI) measure of inflation – which is often used to determine increases in the cost of train travel – will be announced on Wednesday. The Government has not confirmed how it will determine the cap in regulated fare rises for 2026, but this year's 4.6% hike was one percentage point above RPI in July 2024. Banking group Investec has forecast this year's July RPI figure will be 4.5%, which means fares could jump by 5.5%. Bruce Williamson, spokesman for pressure group Railfuture, told the PA news agency 'it would be outrageous' if fares rose by that much. He said: 'What would be the justification for jacking up fares above inflation? There isn't any. 'It's ripping off the customer, driving people off the trains and onto our congested road network, which is in no-one's interest.' Mr Williamson said he would support the Government marking its nationalisation of train operators by freezing fares. He continued: 'One would hope that there would be some efficiency savings and economies of scale that you get from having a more integrated railway. 'But of course, I strongly suspect that if there are any savings to be had, they'd be swallowed up by the Treasury and not passed back to the passengers, which I think is wrong.' Ben Plowden, chief executive of lobby group Campaign for Better Transport, said: 'Rising fares are not just burdening passengers, they are putting people off rail travel. 'Our survey found that 71% of people would be more likely to take the train if fares were cheaper. 'Public support for nationalisation plummets if fares continue to rise, so as the Government progresses plans for Great British Railways (GBR), it must take the opportunity to reform fares and make rail travel more affordable.' GBR is an upcoming public sector body that will oversee Britain's rail infrastructure and train operation. About 45% of fares on Britain's railways are regulated by the Westminster, Scottish and Welsh Governments. They include season tickets on most commuter journeys, some off-peak return tickets on long-distance routes, and flexible tickets for travel around major cities. The Department for Transport (DfT) said there will be an update on changes to regulated fares later this year. Operators set rises in unregulated fares, although these are likely to be very close to regulated ticket increases because their decisions are heavily influenced by governments. A DfT spokesperson said: 'The Transport Secretary has made clear her number one priority is getting the railways back to a place where people can rely on them. 'The Government is putting passengers at the heart of its plans for public ownership and Great British Railways, delivering the services they deserve and driving growth. 'No decisions have been made on next year's rail fares but our aim is that prices balance affordability for both passengers and taxpayers.'

How the high street is faring in South Wales town of Usk
This picturesque town blends historic charm with entrepreneurial grit, drawing in countless visitors each year to its castle ruins, riverside walks, and vibrant community events like the Usk Show. Yet behind the postcard-perfect scenery lies a more complex economic story. As Stephanie Pearson, of Hair by Stephanie Pearson, puts it: 'Anyone offering a service is thriving, but retail is struggling.' Her sentiment is echoed across town, where service providers, from hairdressers to hospitality venues, report being 'maxed out' with loyal customers, relying solely on reputation and word of mouth. Advertising and social media? Not necessary. However, retail is different. Outside of the town's dominant Co-op supermarket, Usk is dotted with independent shops, many of which operate on limited footfall. His name is Emrys, and his shop is a local legend. Overflowing with vintage oddities, this unnamed curiosity shop spills onto the pavement, its interior so densely packed that entry is nearly impossible. If it's closed, just ring the bell and Emrys will appear. No website, no signage, no schedule. Just Emrys, and a shop that has long been there. Mystery shop on Bridge Street. 'We work hard and provide many things,' Martin says, 'and we are doing well. We'll be opening a venture in Monmouth this year.' Number 49 is a café, dress agency, and interior design showroom all rolled into one. It's easier to list the things Number 49 doesn't do. Locals rave about its afternoon tea, and nearly everything inside, from the chairs to the crockery, is for sale. It's a business built on hard work, dedication, and a touch of eccentricity, much like Usk itself. Still, Martin acknowledges the challenges: 'Retailers find footfall is poor. People often point to a lack of parking.' On the day he spoke, every retailer in Usk was closed, except the Co-op. Across town, Christos Kyriakidis of The Mad Platter echoed Martin's concerns, albeit more bluntly: 'We have to attract more people to Usk. If you want to make anything work, you have to stay open.' Shops like Sassy's, Parsons Bakery, The Copper Tree, and Gardenia Bridal offer everything from artisan breads and fashion to Welsh crafts and home décor. Outside town, Craft Renaissance supports over 50 local designer-makers with a gallery and café that draw steady crowds. Adding a dash of intellectual quirk to the hospitality scene is the Alfred Russel Wallace Restaurant, opened in 2024. It's named after Usk's own co-discoverer of natural selection. It's a tribute to Victorian science and culinary innovation and a symbol of Usk's ability to reinvent itself while honouring its past. Weekly earnings average £620, slightly below the national average, but offset by a lower cost of living and an enviable quality of life. Challenges remain: limited public transport, an aging population, and rising costs for small businesses, but opportunities abound. Usk is well-positioned to expand eco-tourism, support rural enterprise, and improve digital infrastructure to attract younger residents and remote workers. Usk is a high trust town. Walk into a business and you will often find freedom to do and go as you please. Security and anxiety are not apparent. The town also has a strong sense of community, with groups like Usk in Bloom and the Women's Institute having a real presence. Ethel, of Usk in Bloom, asks us to remember how important free civil associations are and the role they play in our shared lives. Quality of life is good because of its culture, she reminds us. There's always someone to talk to. 'Things can get tense here when it comes to judging gardens, but the rest of the time, the town is relaxed,' she said. In a world of rapid change, Usk's blend of tradition, innovation, and community makes it a model for sustainable rural growth.
