AAP councillors meet Manish Sisodia, seek break with Cong

Time of India3 days ago
Chandigarh: In the backdrop of ongoing political uncertainty in the city, councillors from Aam Aadmi Party's (AAP) Chandigarh unit recently held a meeting with senior party leader and former Delhi deputy chief minister Manish Sisodia.
The meeting, held a few days ago, marked the first formal interaction between Sisodia and municipal councillors since the party's controversial loss in the mayoral election earlier this year.
According to party sources, the discussion revolved around several pressing issues, including the decision to elect the mayor, senior deputy mayor, and deputy mayor through show of hands rather than secret ballot, alliance with the Congress, and internal party discord.
A significant number of councillors reportedly voiced their dissatisfaction with the current coalition and urged the leadership to consider contesting future elections independently.
"There is growing sentiment among councillors that AAP can perform better on its own in the upcoming municipal corporation elections scheduled for December, 2026," a senior party source said, adding, "The alliance with Congress is seen as a limiting factor, especially with the Punjab assembly elections also approaching in the next year and a half."

The councillors emphasised that any political decision taken in Chandigarh could have ripple effects in Punjab, where AAP holds significant ground. While the final call on the alliance rests with the party's central leadership, councillors expressed the need for an early decision to allow adequate time for campaign planning and strategy.
The issue of internal rifts within the Chandigarh unit also surfaced during the meeting.
The councillors raised concerns over cross-voting in the January mayoral election, which led to AAP's defeat despite having a majority. They urged Sisodia to take disciplinary action against those responsible.
Sources indicated that Sisodia listened to the concerns and assured that the party leadership would consider all viewpoints before making a final decision. The meeting is seen as a pivotal moment for AAP's local leadership, as it seeks to recalibrate its strategy ahead of key elections.
With growing pressure from within, all eyes are now on AAP's central command to see how it navigates the alliance debate and addresses internal challenges in Chandigarh.

Income Tax Appellate Tribunal rejects Congress' appeal against tax demand on ₹199 crore income

The Income Tax Appellate Tribunal on Tuesday (July 22, 2025) has rejected the Indian National Congress' appeal against an income tax demand on an income of ₹199.15 crore, saying that the party filed its returns past the deadline for availing of exemptions due to political parties, and that it also violated cash donation limits. 'We thus conclude that the assessee's return filed on 02.02.2019 is not within the 'due' date to make it eligible for the impugned exemption,' the ITAT said in its order. According to the order, the Congress filed its income tax return for the financial year 2017-18 on February 2, 2019. As per the Income Tax Act, 1961, political parties are allowed a later deadline for filing their returns. For the financial year 2017-18, that deadline was December 31, 2018. In its return, the Congress had declared nil income for 2017-18 after claiming an exemption of ₹199.15 crore under Section 13A of the Income Tax Act, 1961. However, the ITAT ruled that, since the return was filed late, it was not eligible for this exemption. In addition, the assessing officer also found that the Congress had received ₹14.49 lakh as cash donations, which exceeded the limit of ₹2,000 per individual. According to changes made to the Income Tax Act made through the Finance Act 2017, political parties can receive donations above ₹2,000 only through formal banking channels, not cash. Overall, the party's declared total receipts of ₹199.15 crore against expenses of ₹197.43 crore, thereby showing a surplus of ₹1.71 crore. However, the Income Tax Department's assessment order on July 6, 2021, denied that the income could be exempted from tax, making the full receipt amount taxable. The Commissioner of Income Tax (Appeals) then upheld this decision on March 28, 2023, following which the Congress approached the Appellate Tribunal.

Will move SC with contempt plea against Karnataka on Mhadei issue: Goa CM

Goa Chief Minister Pramod Sawant on Tuesday informed the legislative assembly that the state government will file a contempt petition in the Supreme Court against Karnataka for carrying out activities that are aimed at diverting the Mhadei river water. The CM also accused the neighbouring state of being involved in activities aimed at diverting the river water. The two adjoining coastal states are embroiled in a dispute over sharing the Mhadei river water. The BJP-ruled Goa has accused the Congress-governed Karnataka of planning to divert the river water by constructing two dams. The Mhadei river originates in the Bhimgad Wildlife Sanctuary in Karnataka, and flows through Goa, Karnataka and Maharashtra as it empties into the Arabian Sea at Panaji in Goa. The Centre had set up a tribunal which decided on sharing the river water between the three riparian states -- Goa, Karnataka and Maharashtra. Goa and Karnataka along with Maharashtra have appealed against the tribunal's order on sharing water by the three states in the Supreme Court, and the matter is sub-judice. Opposition MLAs in the Goa assembly on Tuesday cornered the Pramod Sawant government in the House over its failure to stop Karnataka from conducting illegal activities. Raising the issue, independent MLA Aleixo Reginaldo Lourenco sought to know the progress of the case pending before the apex court against the verdict of the tribunal on the share of Mhadei river water. Speaking on the issue, Sawant said Karnataka has been actively involved in activities aimed at diverting the Mhadei river water. "We cannot stop their activities as they are happening in their jurisdiction. But the Goa government has taken every step to counter their attempts to divert the Mhadei water," he said. The chief minister added that he had personally met Union Environment, Forest and Climate Change Minister Bhupender Yadav over the issue. "I have discussed the matter and the Union ministry (has assured that it) will not give any permission to Karnataka to conduct any such activities," he said. "The state will file a contempt petition against Karnataka before the Supreme Court in the matter," the CM added. State Water Resources Department Minister Subhash Shirodkar said the state government has been monitoring the activities of Karnataka. The opposition benches, including Leader of Opposition Yuri Alemao, Goa Forward Party (GFP) MLA Vijai Sardesai, Aam Aadmi Party (AAP) MLA Venzy Viegas and others participated in the discussion. BIG setback to Congress: Tribunal dismisses appeal challenging ₹199 Crore tax demand for FY18-19

The Income Tax Appellate Tribunal (ITAT) has dismissed an appeal by the Congress party seeking income tax exemption for the income of ₹ 199.15 crore during the assessment year 2018-19. The Tribunal rejected the party's claim for exemption on the ground that there was a violation of the conditions in Section 13A of the Income Tax Act, legal news website LiveLaw reported. 'The assessee's return filed on 2.02.2019 is not within the 'due' date to make it eligible for the impugned exemption,' the ITAT said in the order issued on 21 July, according to a report in NDTV. The Congress party filed its income tax return on 2 February 2019, well beyond the due date of 31 December 2018, and declared nil income. It also claimed an exemption of ₹ 199.15 crore. However, under Section 139(4B) of the Act, political parties must file their returns within the 'due date' to qualify for this exemption. The ITAT rejected Congress party's argument that a belated return, like those permitted for charitable trusts under Section 12A, should suffice.
