Penang records RM65.27m surplus, identifies new sources of revenue
Chief Minister Chow Kon Yeow said the State Government Consolidated Fund comprised RM1.54 billion consisting a consolidated revenue account of RM199.22 million and a consolidated trust account of RM1.34 billion as of April 30.
'The financial statement for 2024 (unaudited) shows the consolidated fund position at RM1.38 billion compared to RM1.46 billion in 2023 comprising a consolidated revenue account of RM155.94 million and a consolidated trust account of RM1.23 billion.
'The consolidated revenue account decreased by RM174 million compared to 2023 while the consolidated trust account increased by RM92.79 million compared to 2023,' he said in reply to a question from Goh Choon Aik (PH-Bukit Tambun) on the latest figures for the state government's consolidated revenue account, consolidated trust account and consolidated fund at the Penang State Legislative Assembly sitting here today.
Chow added that the state government ended the 2024 financial year with a current deficit of RM174 million, which is lower than the 2023 deficit of RM358.8 million.
He said the shortfall was due to revenue of RM810.4 million compared to operating expenses of RM719.5 million and transfers to the development fund amounting to RM265 million.
He said Penang had received an advance from the federal government of RM100 million to cover cash flow, which among other things contributed to the increase in the consolidated trust account.
Meanwhile, Chow explained that the Penang State Finance Department has taken the initiative to identify new sources of income for this year through two series of workshops to strengthen the financial position.
'The two workshops are the Workshop on Reviewing Rates, Revenue Collection Procedures and Identifying Arrears and Reductions in Penang State Revenue on Aug 2-4, 2024 and the Workshop on Direction and Revenue Improvement of Administrations and Agencies under the state government on Jan 15-18, 2025.
'The results of the two workshops have produced 24 strategies to increase or stabilise revenue. Nine strategies are currently being implemented this year,' he said.

Successful Rahmah Madani Sales Programme to be expanded, says Armizan
KUALA LUMPUR: A total of 13,060 series of the Rahmah Madani Sales Programme have been successfully implemented nationwide as of July 31. Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali said the programme recorded 15,626,464 transactions that directly benefited the people. He said it was part of efforts under the Payung Rahmah initiative and an intervention mechanism aimed at helping ease the cost of living. "The programme offers the sale of daily necessities, both food and non-food items, at prices 10 to 30 per cent lower than the current market price in a specific area and its surroundings," he said during the Minister's Question Time (MQT) in the Dewan Rakyat today. Armizan said a total of 20,000 Rahmah Madani Sales Programme series, covering 222 parliamentary constituencies and 40 zones in the Federal Territories, were targeted to be held this year. He was responding to a question from Wong Shu Qi (PH-Kluang) regarding the new strategies and initiatives planned to ensure that the increased allocation of RM600 million to the programme truly reaches the target group, as well as the actual number of people targeted to benefit directly. He said the ministry had also increased allocations involving three key elements of the sales programme, among them, increasing the frequency of implementation, expanding the range of goods, and diversifying implementation models. He said the number of sales events would be expanded, with the target raised from the initial 15,360 Rahmah Madani Sales Programme series to 20,000 series annually until December 2025. "In addition, new stock-keeping units will be added based on local needs and festive seasons. The range of goods will include school supplies, fresh produce and students' necessities. "The programme will also be implemented more comprehensively through three models, sales within premises, open-area sales and mobile sales," he said.

Most tax from high earners
INDIVIDUALS with taxable incomes more than RM100,000 annually contributed a significant 86% of the total individual income tax collected in 2023, the Finance Ministry revealed. It said this contribution formed part of the RM37.77bil in individual income tax collected by the government for that year, which represented 22% of the total direct tax collection of RM171.34bil. 'Of this, the top 20% of taxpayers, with taxable incomes over RM1mil, played a substantial role in bolstering Malaysia's fiscal resources. 'Their contributions are crucial in maintaining economic stability and supporting national development,' said the ministry in a written parliament reply. Aminolhuda Hassan (PH-Sri Gading) asked about the number of individuals in Malaysia with net wealth exceeding RM100mil and their tax contributions. The ministry said such specific data is unavailable in the Inland Revenue Board's records, as net wealth does not directly correlate with income tax liabilities. 'Certain assets are not subject to income tax unless sold or disposed of, such as real estate or specific investments,' it said. The government, it added, appreciates the role of high-income taxpayers in bolstering economic stability and strengthening the country's fiscal position. 'The government remains committed to enhancing tax compliance and addressing tax leakage issues, especially among high-income individuals with assets and wealth not aligned with reported taxes. 'This includes income kept in offshore accounts, cross-border transactions, domestic transfer pricing, online activities and shadow economy cases,' it added. In addition to tackling tax leakage, the government is focused on improving tax administration efficiency through digitalisation and encouraging tax compliance via ongoing awareness efforts. 'We are continually refining the structure and treatment of income tax to ensure a fair and progressive taxation system in Malaysia,' it added.

Tax relief urged for public transport users in 13MP debate
KUALA LUMPUR: The government has been urged to introduce tax relief for public transport users to encourage wider adoption among Malaysians, including middle and high-income groups. Syahredzan Johan (PH-Bangi) said this move would help achieve the national target of 40% public transport usage by 2030, up from the current 20%. 'Tax relief will motivate more people to switch to public transport, and we should also set annual targets for new bus purchases to improve service frequency,' he said during the 13th Malaysia Plan (13MP) debate in Dewan Rakyat. Azli Yusof (PH-Shah Alam) proposed increasing government revenue by addressing tax leakages and refining subsidies instead of burdening the public. 'Revenue can be raised through better governance, not by adding pressure on the rakyat,' he said, advocating for public-private partnerships and green financing. Datuk Seri Ahmad Samsuri Mokhtar (PN-Kemaman) called for a National Centre of Excellence to develop Malaysia's non-radioactive rare earth industry. 'We must invest in research and innovation in sectors like smart agriculture and renewable energy,' he said, stressing the need for oversight in 13MP spending. Nik Nazmi Nik Ahmad (PH-Setiawangsa) suggested consolidating all government pre-schools under the Education Ministry for better coordination. He also urged fair wages for Pasti teachers, citing complaints of salaries as low as RM600 to RM700. - Bernama
