Assam CM Sarma meets Union Minister Reddy, urges for extraction and expansion of coal mining
New Delhi [India], May 27 (ANI): Assam Chief Minister Himanta Biswa Sarma met Union Minister for Coal and Mines G Kishan Reddy in Delhi on Tuesday and urged him to extract new minerals.
During detailed discussions at the Union Minister's office at Shastri Bhawan, CM Sarma requested Reddy to extract new minerals and build seamless coal linkages to the upcoming thermal power plants in the State.
The Chief Minister also urged the Union Minister to expand the area of operations at the Margherita coal mines to help Assam augment its coal income.
Reddy assured Sarma that he would look into the requirements of Assam in the crucial coal and mines sector to refuel the economy.
'The discussion focused on harnessing Assam's mineral potential and strengthening cooperation in the mining sector,' said CMO Assam in its official X handle.
Officials from Coal and Mines pointed out that the Cabinet Committee on Economic Affairs (CCEA) recently approved revisions to the country's Shakti Policy, setting off coal sector reforms that aim to transparently allocate coal to thermal power plants, while simplifying the processes around it.
This comes against the backdrop of India's double achievement of surpassing 1 billion tonnes in coal production and despatch in 2024-2025.
The meeting with senior officials from the Ministry of Coal and Mines was attended by Assam Chief Secretary Dr. Ravi Kota, Principal Secretary to the Chief Minister Dr.KK Dwivedi, and Resident Commissioner, Assam Bhawan, New Delhi, Kavitha Padmanabhan.
Later, taking to X (formerly Twitter), Chief Minister Sarma posted, 'Had a good meeting on securing Assam's coal and mineral requirements with Hon'ble Union Minister Shri @kishanreddybjp Ji. We had an in-depth discussion on building seamless coal linkages to the upcoming thermal power plants in the State; expanding operations at the Margherita coal mines and extraction of new minerals.' Assam exploring how to ‘push back foreigners' without involving Foreigners Tribunals, Himanta says
Assam Chief Minister Himanta Biswa Sarma on Saturday said that the state government is exploring the possibility of 'pushing back' suspected foreigners into Bangladesh without going through the existing process of identification via Foreigners Tribunals. To support this, he cited a 1950 law, which was issued before the institution of Foreigners Tribunals in the state. He stated that the Supreme Court, while hearing the question of the validity of Clause 6A of the Citizenship Act, had stated that this law is still in force. 'When the Supreme Court had taken up the matter of Clause 6A of the Citizenship Act, that was under a Constitutional Bench. The Bench had mentioned that… that the Assam government does not have to keep approaching the judiciary in the matter of identifying foreigners. There is an old law called the Immigrants Expulsion Order. The Supreme Court has said that this law is still in force. According to this law, the DC has the authority to issue an order for immediate pushback. For whatever reason, this had not been brought to our notice by our lawyers, and we were not aware of it either. In the past few days, this has come to our attention. So we will discuss this,' he told reporters on the sidelines of an event. Last week, Sarma had confirmed that the state is carrying out 'push backs' of people who had been declared foreigners by the state's Foreigners Tribunals by invoking a February 4 Supreme Court order. The top court had pulled up the state for not initiating the process of deporting declared foreigners lodged in the Matia detention centre. Civil groups as well as sections of opposition parties have argued that these 'push backs' violate the procedures of deportation. On Saturday, Sarma said, 'Pushbacks will continue and the process of identifying foreigners, which had been paused because of the NRC (National Register of Citizens), will be sped up again. And this time, if someone is identified as a foreigner, we won't send them to a tribunal; we will just keep pushing them back. Preparations for this are going on.' Foreigners Tribunals are quasi-judicial bodies which determine whether a person presented before them, usually referred by the border police or those listed as 'D-voters' in electoral rolls, is a 'foreigner' or an Indian citizen. Those declared foreigners by these tribunals have the option to appeal against the order by approaching the Gauahti High Court and the Supreme Court.

Government approves shifting of Gurgaon's Kherki Daula toll plaza on Delhi-Jaipur NH to Pachgaon
NEW DELHI: The government has approved shifting of Gurgaon's Kherki Daula toll plaza on the Delhi-Jaipur National Highway (NH-48) to Pachgaon, a place beyond Manesar, paving the way for easy commute for lakhs of office goers. Tired of too many ads? go ad free now When the plaza is moved to Pachgaon, over 15 kilometres from Gurgaon, commuters travelling between Delhi and Manesar also won't have to pay toll. Locals have been demanding its removal since 2014. TOI has learnt that Union road transport and highways minister has approved the plan, and to ensure the new spot doesn't see any congestion, the National Highways Authority of India (NHAI) will go for Multi Lane Free Flow (MLFF) toll collection system. For the new facility, the Haryana government has provided nearly 28 acres of land to the highway authority, sources said. The process of shifting and starting the MMLF system to collect toll at Pachgaon may take around six months. 'Pachgaon is the ideal location as it falls beyond Gurgaon and Manesar. Since there is an interchange of the Western Peripheral Expressway and the NH-48 at Pachgaon, the new toll collection point couldn't have been beyond the intersection,' a source said. In the MMLF system, vehicles don't need to stop as overhead cameras installed for each lane will read the vehicle registration number and automatically deduct the charge from the FASTag wallet linked to the vehicle. Sources said a decision has also been taken to have an integrated system to ensure that traffic coming from the Dwarka Expressway side and heading towards Jaipur don't end up paying toll at this point once again as user fee. The shifting of the toll plaza will end conflicts between operators and people from areas adjoining Kherki Daula, and fulfil the promise the Haryana and central governments have been making for the past seven to eight years. Locals have been demanding that the NHAI shift the toll plaza citing that the govt has recovered more than the investment made in constructing the Delhi-Gurgaon Expressway by private players and the highway authority. In a written reply to a question in Lok Sabha in March, the road transport ministry said against Rs 2,489 crore incurred as cost for the NH-48's Delhi-Gurgaon stretch, the toll collection has been around Rs 2,775 crore, around 11% more than the investment. After completion of this 27-km Delhi-Gurgaon Expressway, commuters were paying user fees at Sirhaul (Delhi-Gurgaon border) and Kherki Daula toll plazas. Tolling was stopped at the Delhi-Gurgaon border in 2014, bringing relief to commuters travelling between Dhaula Kuan in Delhi and Kherki Daula. However, those going beyond this point paid toll for the entire stretch. At present, NHAI collects toll through its agency. Meanwhile, sources said the decision to shift the Kherki Daula toll plaza by the road transport ministry will create more pressure on the Delhi government and the Municipal Corporation of Delhi (MCD) to do away with physical entry fee collection booths on the capital's borders to prevent congestion. Traffic jams at these places defeat the purpose of huge investment in building highways and expressways for faster connectivity to Delhi.

Exploring old law allowing ‘push back': Sarma
The Assam government is looking into the details of 'an old law' that will allow it to 'push back' infiltrators without having to mandatorily approach foreigners tribunals, chief minister Himanta Biswa Sarma said on Saturday. Speaking to reporters on the sidelines of a programme in Nalbari, Sarma said that a constitutional bench of the Supreme Court, while hearing a case on Section 6A of the Citizenship Act, had said that there is no legal requirement for the Assam government to always approach the judiciary in order to identify foreigners. 'There exists an immigrants expel order, which is an old law. The Supreme Court has said that this law is in force and a deputy commissioner can give permission for immediate pushback under it,' he maintained. 'For whatever reason, our lawyers had not informed us and we too didn't know about it. The entire matter has come to light in the last few days. We will now discuss it further,' he added. The chief minister said pushing back illegal migrants will continue, adding that the process of identifying foreigners, which had been paused due to NRC-related matters, will now be accelerated. 'And when the identification of a foreigner happens, there will be no need to send the case to any tribunal. We will directly push them back. We have been preparing for it,' he added. Sarma said the process of pushback will continue, though no person with a case pending before the court will be sent back. His comments came even as the state witnessed protests over 'harassment' of minorities in the name of detecting illegal immigrants. Members and supporters of the All Assam Minority Students' Union (AAMSU) wore black badges and displayed placards against the purported recent pushback of Bangladeshis in the state. They carried out the protest in different parts, including Chirang and Jogighopa, after Eid namaz.
