State felicitates 10 from Bengal who cracked civil services exams

"Now that I transition from the other side, which was filled with darkness and uncertainty, to this side, I wonder if we should ever forget the hardships and struggle that was needed to get here," said Meghna at the state felicitation event for this year's successful civil service aspirants. She and four others trained at the state-run Satyendra Nath Tagore Civil Services Study Centre.
In all, 10 from Bengal cleared the exam.
This was Meghna's second attempt at the exam. "Didn't go up to the interview level last time," said Meghna, who graduated from St Stephen's College and did her PG from JNU.
As Urmi Sinha, who bagged 170th rank in the UPSC-conducted exam in her maiden attempt, shared her childhood dream of becoming an IAS officer, she spotted her mother, Poonam, crying in the audience. "Mamma, don't cry..." said Urmi softly, unable to continue.
"Can't thank SNTCSSC enough for all the help they offered my daughter," said Archana Malakar, mother of Paramita, who ranked 477. Paramita, away on training, couldn't attend the event. Rajdeep Ghosh, who has ranked 789th, will give it another shot next year. Everyone in the audience was stunned by grit as he said, "I shall be here to take the exams with you next year again."
The candidates thanked the nonagenarian Jyotirmoy Pal Chaudhuri, veteran civil service trainer and SNTCSSC's academic consultant.

Pal Chaudhuri, in turn, told them about Kolkata-born and IIT-Kharagpur alumnus Ashok Khemka, known for his 57-posting career. "Instead of asking 'what went wrong' we should perhaps ask 'what went right'," he laughed. State chief secretary Manoj Pant, who drew parallels between the candidates and his own journey, advised that persistent effort would do the trick.
"I want to reiterate what Mr Pal Chaudhuri said. Never forget that you are here to serve (the people of India) and serve with integrity," Pant said.
Among the others felicitated were Sahars Kumar (153), Praveen Kumar (837), Yash Kumar (227), Prativa Lama (461), Zojila Dolkar Bhutia (765) and Rishita Das (840). "Our 2024 batch has done really well—54 from our centre cleared the prelims, 17 went up to the personality test and five made it to the final list," SNTCSSC chairperson Surajit Kar Purkayastha said.

Centre notifies Single Window System for appointing State DGPs
The Union Government has notified a Single Window System for appointing State Director-General of Police/Head of Police Force. The new policy effective April 22, 2025, comes against the backdrop of several States not following the Supreme Court orders in the Prakash Singh case and the Ministry of Home Affairs guidelines as regards appointment of DGP/HoPF. The Single Window System comprises a detailed check-list and standard easy-to-use formats for the States to send proposals enabling a smooth and expeditious process of empanelment by the Union Public Service Commission (UPSC), police sources said. Pointing to major discrepancies in the proposals sent for DGP appointments in the past, the Centre fixed responsibility on the State by asking an officer not below the rank of a Secretary to Government to certify minimum tenure of DGP-rank officers sent for empanelment to the UPSC. The apex court guidelines and consequent MHA circulars made it clear that an officer considered for appointment as DGP/HoPF should have a minimum residual services of six months from the date of occurrence of vacancy. Also, the States should send proposals to the UPSC at least three months before the vacancy arose or the date of superannuation of the DGP/HoPF. TN yet to send proposal In Tamil Nadu, though the vacancy for DGP/HoPF arises on August 30, 2025, when the incumbent police chief Shankar Jiwal is set to retire, the State is yet to send the proposal. Though two officers were not eligible for the top post as per the Supreme Court and MHA guidelines as they would not have a minimum of six months service, the Home Department was still getting their consent in the willingness form, the sources said. 'The Single Window System was notified in the last week of April with detailed check list and annexures making it easy for States to follow. Even if the two officers who are not eligible is cleared by the DGP's office, the Home Department would remove their names from the list as a Secretary-rank officer would have to certify the eligibility criteria. Finally, 8 DGPs in the Level-16 pay matrix would qualify for empanelment and the UPSC would send back three names – Seema Agrawal, Rajiv Kumar and Sandeep Rai Rathore – in the order of seniority,' a senior police officer told The Hindu on Tuesday. Communicating the Single Window System, the MHA in a circular to States said proposals having major discrepancies would be returned immediately. 'It is requested that suitable instructions may kindly be issued to the concerned department in the State Government responsible for sending proposals for empanelment of officers for appointment to the post of DGP/HoPF of the State to ensure submission of all proposals in future as per the guidelines prescribed for the Single Window System'. It is pertinent to note the Supreme Court is hearing a batch of petitions which alleged that the norms prescribed by the apex court in 2006 in the matter of appointing State DGPs were being flouted or not being followed in letter and spirit. A senior advocate moved the top court saying the due process was not followed in the appointment of Jharkhand DGP Anurag Gupta.

Ghaziabad court grants 5-day custody of fake envoy; STF probing foreign links
A Ghaziabad court on Monday granted a five-day police custody remand (PCR) of Harsha Vardhan Jain, accused of impersonating a diplomat representing multiple self-declared or fictitious micronations and running a fake consulate from his rented residence in Kavi Nagar. The remand, granted on the request of the special task force (STF), will be in effect from July 29 to August 2. Harsha Vardhan Jain, the accused. (HT Photos) 'We need to probe many details about the recoveries and other incriminating documents seized from his rented house. A PCR was requested for five days, and a Ghaziabad court allowed the remand,' said Bhaskar Verma, assistant commissioner of police (ACP), Kavi Nagar circle. 'During this period, Jain will be questioned in detail,' he added. According to police, Jain was arrested on July 22 from his residence after an FIR was lodged against him at Kavi Nagar police station under sections 318(4) (cheating), 336(3) (forgery), 338 (forgery of valuable security), and 340(2) (use of forged documents or electronic records) of the Bharatiya Nyaya Sanhita (BNS). During the raid at his house, police recovered ₹44.7 lakh in cash, four luxury vehicles bearing fake diplomatic number plates, forged documents allegedly linked to foreign ministries, 34 seals of different micronations, some of which were fictitious, 20 number plates with diplomatic tags, and 12 passports. Several of these materials, police said, were used to support his false claims of diplomatic status. Officials said Jain, 47, had allegedly been posing as an envoy for several unrecognised micronations—including Westarctica, Seborga, Ladonia, and the fictional virtual state of Paulovia—and using these claims to establish a fraudulent consular setup in Ghaziabad. According to investigators, Jain first came into contact with controversial godman Chandraswami in London around 2000. Chandraswami allegedly introduced him to Saudi arms dealer Adnan Khashoggi and Syed Ehsan Ali, a Hyderabad-born associate who was convicted in Switzerland last year for financial fraud involving offshore companies. 'During police custody remand, Jain will be questioned about offshore accounts and firms and his links with Ali, Chandraswami, and Khashoggi. A lot of details are present in a diary recovered during his arrest,' said an STF investigator. 'We have also come to know about many offshore companies that had names similar to Indian corporate and government identities. We will try to gather a lot of details about these companies.' Investigators said Jain had taken up to 150–200 foreign trips to over 30 countries and is believed to have co-founded several overseas firms with Ali. The STF has already approached Interpol for issuance of a Blue Corner Notice to trace Jain's international operations and network.

At an Excise Office in Sindhudurg, MNS workers were protesting against the illegal sale of liquor had garlanded excise inspector Milind Garud with liquor bottles made in Goa to make the point that Goan liquor continues to be sold. It is illegal to sell liquor from one state to another without a special permit. They accused the administration of lax management. In Kalyan, near Mumbai, they slapped the director of a coaching center and threw a water bottle at him, alleging that the coaching center's fees are high and on top of that the classes are not being taken properly. The Siddharth Logic Coaching Classes, which has its premises in front of Kalyan Railway Station, prepares students for major competitive exams like MPSC and UPSC. The MNS workers alleged that the director, Siddharth Singh Chandel, is cheating students. The MNS - who made headlines with their violence against common people on multiple occasions - have started making its presence felt again as its leader Raj Thackeray draws closer to his estranged cousin, former Chief Minister Uddhav Thackeray. The had an impromptu meeting on Sunday when Raj Thackeray visited his cousin's house to greet him on his 65th birthday. The meeting had sparked massive speculation about an alliance ahead of the crucial civic elections. The MNS meanwhile, have been vocal about the language row and a few other issues and have been in the news for targeting several people.
