Centre notifies Single Window System for appointing State DGPs
The Single Window System comprises a detailed check-list and standard easy-to-use formats for the States to send proposals enabling a smooth and expeditious process of empanelment by the Union Public Service Commission (UPSC), police sources said.
Pointing to major discrepancies in the proposals sent for DGP appointments in the past, the Centre fixed responsibility on the State by asking an officer not below the rank of a Secretary to Government to certify minimum tenure of DGP-rank officers sent for empanelment to the UPSC.
The apex court guidelines and consequent MHA circulars made it clear that an officer considered for appointment as DGP/HoPF should have a minimum residual services of six months from the date of occurrence of vacancy. Also, the States should send proposals to the UPSC at least three months before the vacancy arose or the date of superannuation of the DGP/HoPF.
TN yet to send proposal
In Tamil Nadu, though the vacancy for DGP/HoPF arises on August 30, 2025, when the incumbent police chief Shankar Jiwal is set to retire, the State is yet to send the proposal. Though two officers were not eligible for the top post as per the Supreme Court and MHA guidelines as they would not have a minimum of six months service, the Home Department was still getting their consent in the willingness form, the sources said.
'The Single Window System was notified in the last week of April with detailed check list and annexures making it easy for States to follow. Even if the two officers who are not eligible is cleared by the DGP's office, the Home Department would remove their names from the list as a Secretary-rank officer would have to certify the eligibility criteria. Finally, 8 DGPs in the Level-16 pay matrix would qualify for empanelment and the UPSC would send back three names – Seema Agrawal, Rajiv Kumar and Sandeep Rai Rathore – in the order of seniority,' a senior police officer told The Hindu on Tuesday.
Communicating the Single Window System, the MHA in a circular to States said proposals having major discrepancies would be returned immediately. 'It is requested that suitable instructions may kindly be issued to the concerned department in the State Government responsible for sending proposals for empanelment of officers for appointment to the post of DGP/HoPF of the State to ensure submission of all proposals in future as per the guidelines prescribed for the Single Window System'.
It is pertinent to note the Supreme Court is hearing a batch of petitions which alleged that the norms prescribed by the apex court in 2006 in the matter of appointing State DGPs were being flouted or not being followed in letter and spirit. A senior advocate moved the top court saying the due process was not followed in the appointment of Jharkhand DGP Anurag Gupta.

Forum seeks court-monitored probe into Dharmasthala ‘mass burials'
A group of social activists has set up an organisation named 'Forum for Justice to Women in Kozhikode' against the backdrop of the alleged 'murders and mass burials' at Dharmasthala in Belthangady taluk of coastal Karnataka. They have sought an investigation into the allegations monitored either by the Supreme Court or the High Court of Karnataka. V.P. Zuhra and C.V. Kumaran, functionaries of the Forum, told the media on Wednesday that the Kerala government should take interest in the issue in view of the claims that even Malayali women were among those allegedly murdered there. The issue came to the limelight recently after a former sanitation worker, associated with the Manjunatha Swamy Temple in Dharmasthala between 1995 and 2014, claimed that he had buried a large number of bodies, including those of many women and minors who had been raped and murdered. The Karnataka government subsequently formed a special investigation team (SIT) to probe the allegations, and the inquiry is on. Ms. Zuhra and Mr. Kumaran, however, said that the investigation should be monitored by the court as there was a possibility of the political executive in Karnataka exerting its influence on the SIT. The crimes had reportedly been committed on the premises of a temple whose administration was closely linked with those in power at the Centre, they pointed out. Ms. Zuhra and Mr. Kumaran said that the authorities should ensure the safety of the whistle-blower, who raised the allegations. Statements of all the people associated with the temple should be recorded. The possibility of a joint probe involving the Kerala Police should be explored to see if women from Kerala too were among those reportedly buried. They also said that the Union and State governments should announce compensation for the relatives of the victims. A convention would be held in Kozhikode on August 15 to highlight the issue, where human rights activists from Karnataka would participate. The forum has sent memorandums raising their demands to the government, National Human Rights Commission, and the National Commission for Women.

BNP chairperson Khaleda Zia to contest general election, says party leader
Khaleda Zia, the chairperson of the Bangladesh Nationalist Party (BNP) and former premier, will contest the upcoming general election, her party leader said on Wednesday. BNP Vice Chairman Abdul Awal Mintoo said the 79-year-old party chief is doing well and she will contest the election, the Daily Star newspaper reported. 'She will be elected from Feni because she is now in good health,' Mintoo told reporters after a views-exchange meeting organised by the Feni district administration. On his discussions with Zia's son and acting BNP chairman Tarique Rahman, who is in London, Mintoo said that they believe the election will be held in the first week of February. 'I think, considering the current situation of the country, the election may be held even before February. Because there is a pending case in the Supreme Court regarding the caretaker government. If a caretaker government is introduced, the election must be held within 90 days,' he was quoted as saying by the paper. Zia returned to Dhaka from London in May after four months of medical treatment. She went to London in January for advanced medical care and was admitted to The London Clinic. Zia has long suffered from liver cirrhosis, kidney disease, heart problems, diabetes, and arthritis. The BNP chairperson was lodged in the Old Dhaka Central Jail on February 8, 2018, after the Dhaka court sentenced her in the Zia Orphanage Trust corruption case. During the COVID-19 outbreak, the then Sheikh Hasina-led Awami League government temporarily released Zia from jail after 776 days through an executive order, suspending her sentence on March 25, 2020, with conditions that she would stay in her house and not leave the country. On August 6 last year, after the ouster of the Hasina regime, Zia was freed by an order of President Mohammed Shahabuddin. In March, Bangladesh's Supreme Court upheld a High Court ruling that acquitted Zia in a corruption case in which she was sentenced to seven years in jail by a lower court. Zia now stands acquitted in both the Zia Orphanage Trust and Zia Charitable Trust cases, in which she had previously been convicted and sentenced. She served as the prime minister of Bangladesh from March 1991 to March 1996, and again from June 2001 to October 2006.

Bengaluru police book 43 social media accounts on actress Ramya's complaint of online abuse over post on Darshan
The Bengaluru police on Tuesday booked a case on a complaint filed by actress and former Congress MP Ramya against 43 social media accounts for allegedly sending vulgar and threatening messages to her over a social media post on the Renukaswamy murder case, in which popular Kannada actor Darshan Thoogudeepa is an accused. A Central Crime Branch (CCB) officer of the rank of deputy commissioner of police will supervise the investigation, officials said. In her complaint filed on Monday, Ramya claimed that the social media accounts were being operated by Darshan Thoogudeepa's fans. Darshan was arrested on June 11 last year with his friend Pavithra Gowda and 15 others in connection with the murder of Renukaswamy, a resident of Chitradurga, who had allegedly sent derogatory messages to Gowda. Darshan was released on October 30, 2024, on interim bail after spending 131 days in jail. On December 13, 2024, the Karnataka High Court granted regular bail to Darshan and Pavithra Gowda. Recently, after the state government challenged the bail granted to Darshan, the Supreme Court criticised the high court order in the case. Ramya made a social media post about the Supreme Court remarks, after which she said she received abusive, vulgar, and threatening messages on social media. The police registered the case under sections 67 (publishing or transmitting of obscene material in electronic form) and 66 C (identity theft) of the Information Technology Act and sections 351 (criminal intimidation), 352 (intentional insult with intent to provoke breach of peace), 75 (sexual harassment), and 79 (word, gesture or act intended to insult the modesty of a woman) of Bharatiya Nyaya Sanhita. Home Minister G Parameshwara said the police were initiating the action considering the seriousness of the issue. 'Such behaviour affects not just Ramya but potentially any woman. We need to 'put a full stop to this' pattern of online abuse,' he added.
