Edu dept issues notice to 207 schools over poor SSLC results

Koppal: The education department of Koppal district has issued notices to 207 school principals, including 132 from govt schools, whose performance fell below the district average in this year's SSLC examination.
"We wish to identify the teachers' duties and the impediments to better results," said DDPI Srishail Biradar.
The district achieved a 56.6% pass rate, with 92 schools scoring below 40%. Koppal district, which ranked 16th in the state three years ago, dropped to 32nd position with 66.2% two years ago. The recent results show a further decline to 56.6%.
Koppal district contains 342 high schools: 107 in Gangavathi, 85 in Koppal and Yalburga and 65 in Kushtagi educational taluk.
The distribution includes 219 govt, 32 aided and 91 unaided schools, with govt schools showing a significant decline. Schools scoring below 40% include 25 in Gangavathi, 29 in Koppal taluk, 17 in Kushtagi taluk and 21 in Yalburga educational taluk.
There are concerns regarding the quality of children's reading, the teaching capabilities of teachers, the state of the school environment and the consistency of student attendance.
The notice aims to gather information for improving results in the next academic year. The education department will analyse the headmasters' responses to create a comprehensive report.
Govt school headmasters have voiced their opposition. One headteacher, speaking anonymously, notes, "According to govt rules, schools should run for 220 days a year. However, this is only possible on paper. A lot of time is being wasted on works for govt departments and local administration programmes."
The headteachers said the department failed to implement measures to uphold the quality of education at the primary level. "It does not hold primary school teachers accountable for the academic shortcomings of students," they said.
They said, "Most crucially, children who do not achieve even a basic level of learning are not permitted to fail. As a result, these underperforming students are advancing to SSLC, leading to a decline in overall results. How can only high school teachers be blamed for this?"
Teachers have expressed worries about local political meddling, SDMC (School Development and Monitoring Committee) involvement, their deployment for non-teaching duties and harassment from education officials under the guise of inspections, all of which negatively impact teaching standards. Teachers are also deliberating on what would constitute an appropriate response to the notice without risking consequences.

Dharwad: Over 400 govt schools in Dharwad district, once in a state of disrepair due to funds crunch, have been given a new lease of life through the Mahatma Gandhi National Rural Employment Guarantee Programme (MGNREGP). The school education and literacy department conduct assessments of crumbling school infrastructure across districts and submit proposals to the govt for necessary repairs. However, these proposals often secured only 20% to 30% of the total estimated cost, leaving school buildings to further deteriorate. While some schools managed to get funds from corporate houses under the corporate social responsibility (CSR), others with no CSR support had to settle for minor repairs. The officials at the zilla panchayat decided to leverage MGNREGP to fund repair works at schools , bringing a much-needed and as a result school infrastructure in Dharwad district is getting a much-needed facelift to the infrastructure in Dharwad. This flagship employment and asset creation programme has expanded its scope to include the improvement of govt school facilities in rural areas. ZP CEO Bhuvanesh Patil said the core aim of MGNREGP is to provide 100 days of employment to rural citizens while simultaneously creating durable community assets. Recognising the importance of education, the ZP has laid special emphasis on upgrading school infrastructure. In the past two years, more than 170 schools have been provided with compound walls. More than 201 schools have received separate toilet blocks for boys and girls. Dining halls have been constructed in over 33 schools. Besides these, over 161 playgrounds have been developed. The ZP plans to address the issue of leaking roofs this year. While school development and monitoring committee (SDMC) members have also requested classroom repairs, many of which are in a dilapidated state, current MGNREGP provisions do not allow for rebuilding classrooms. Many older institutions, some around 40 or 50 years old, had no toilet facilities, posing significant challenges for students, especially girls. "Earlier, we had to go to nearby houses or our homes to use the toilet. Now, we finally have a proper toilet block," said Anupama, a Class 7 student in Garag. The ZP has constructed dining halls in over 33 schools during the last two years. Bhuvanesh further highlighted that the construction of anganwadi centres has also been included in the MGNREGP initiative. This year, the zilla panchayat also aims to build compound walls for all govt schools in the district. Even as Plus One admissions drew to a close in Kerala, a large number of applicants from north Kerala districts and Thrissur have not been able to secure seats of their choice. Data sourced from the Education department by Malabar Education Movement, a Kozhikode-based non-governmental organisation, show that even after the 30% marginal increase in seats announced by the government, there is a gap of 53,996 seats between the number of applicants and the seats available in higher secondary and vocational higher secondary streams, Industrial Training Institutes (ITI), and polytechnic colleges. A total of 4.22 lakh students in the State became eligible for higher studies when the SSLC exam results were announced. The total number of seats available across districts is 3.85 lakh. There were 2,46,879 applicants from the north Kerala districts and Thrissur, where only 1,92,883 seats are available. The crisis is most severe in Malappuram district. Though 79,152 students became eligible for higher studies there, only 52,750 seats are available across streams. K. Abdul Nassar and O. Akshay Kumar, members of the organisation, say that even those who get seats are forced to sit in congested classrooms. Though the National Education Policy and various expert committees appointed by the State government suggest that each classroom should accommodate only 30 to 50 students, 65 to 72 students are found studying in classrooms in north Kerala's higher secondary schools. Mr. Nassar and Mr. Akshay point out that there are fewer science batches in the north Kerala districts compared with other regions. The Education department has been announcing temporary batches for the past five years to address the shortage in Plus One seats, but no steps are taken to make them permanent. Though some of the vacant Plus One batches from the southern districts are shifted here in recent years, teachers' posts are not transferred along with them. This defeats the whole purpose of the shifting, they add.

Speaking to TOI, the HDMC mayor, Jyothi Patil, said that the school management demanded toilet rooms for the schools. Toilet rooms will be provided. The HDMC is planning for waterless urinals. This can be extended to school, she added.
