The Urban Development Department of the Himachal Pradesh government has postponed reservation roster for the urban local body elections due later this year, evoking a strong reaction from the State Election Commission, it has been learnt.
'…The Government has approved that due to the non-availability of latest data about the actual numbers of electors of Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward Classes (OBC) communities resulting from the delay in the Census — the implementation/finalization by issuance of the reservation roster for the ULBs elections shall be postponed until the latest Census data becomes available,' read a notification signed by the Special Secretary (UD) to the Himachal Pradesh government.
Addressed to all deputy commissioners of the state, except those of Lahaul & Spiti and Kinnaur, the notification added, 'Accordingly, you are hereby directed to take further necessary action in this regard and ensure that the reservation of seats roster for the forthcoming Urban Local Body (ULB) elections is not thereafter issued nor implement- ed until such time as the updated Census data is officially released.'
The notification was issued on July 10. The same day, the State Election Commission (SEC) sprang to action and issued a new notification. Citing 'clause (g) of the Article 243P of the Constitutional India read with Section 2(1) of Himachal Pradesh Municipal Act, 1994 and Section 2(30) of Himachal Pradesh Municipal Corporation Act, 1994,' the notification signed by the Secretary, State Election Commission, said that 'population as ascertained at the last preceding census of which the relevant figures have been published' will be used for the reservation purpose.
Addressed to the Chief Secretary, Himachal Pradesh government, the SEC notification said that 'the latest population data of census 2011 shall be relevant and legitimate for the reservation of seats during the ensuing elections'. 'It is pertinent to mention here that the superintendence, direction and control for delimitation of wards, reservation and allotment of seats by rotation vests in the State Election Commission under Section 201 of Himachal Pradesh Municipal Act, 1994 and Section 9 of the Himachal Pradesh Municipal Corporation Act, 1994,' the SEC notification read, adding that 'Urban Development Department has no legal mandate to postpone the schedule issued by a Constitutional Authority'.
Urban Development Minister Vikramaditya Singh was unavailable for a comment.
Legal experts sided with the SEC. 'The secretary concerned the Urban Development Department has transgressed his powers. Whatever he did was illegal and unconstitutional. It won't stand the test of judicial scrutiny as it amounts to usurpation of the mandate of a constitutional body,' said Shubhash Sharma, Senior Advocate at the Himachal Pradesh High Court.
Reacting to the development, former state BJP president Satpal Singh Satti said, 'Congress leaders keep messing with copies of the Constitution in their hands, but interfering with the functioning of the constitutional bodies. They keep making a hue and cry over reservation, but won't reserve seats for SCs, STs and OBCs in the coming urban local body elections.'
The elections to all the municipal bodies of the state, except Shimla municipal corporation, are to be held later this year.

The Karnataka Cabinet on Tuesday approved the sub-classification of the 17% Scheduled Castes quota for reservations for education and government jobs in the state, The Hindu reported. The Dalit Right (Holeyas) and Dalit Left (Madigas) groups will get six percentage points of the reservation matrix each. The remaining five percentage points will be given to other Scheduled Caste communities, according to The New Indian Express. The decision came a year after the Supreme Court on August 1, 2024, allowed the sub-classification of Scheduled Castes and Scheduled Tribes for providing reservations in education and government jobs. An ordinance to implement the sub-classification will be promulgated after the Monsoon Session of the state Assembly, The Hindu quoted unidentified officials as saying. The 1% quota given to nomadic castes and Adi Karnataka, Adi Dravida and Adi Andhra communities, as recommended by the Justice HN Nagamohan Das Commission, will be dropped, The Hindu reported. The commission had in its August 4 report recommended 6% quota for the Dalit Left, 5% for the Dalit Right, and 4% for the Lambanis, Koramas, Korachas and Bhovis communities, or touchable castes. It had also recommended a 1% quota for nomadic tribes and 1% for Adi Karnataka, Adi Dravida and Adi Andhra groups. Instead of the five categories recommended by the panel, the Cabinet approved three. Category E, recommended for the Adi Karnataka, Adi Dravida and Adi Andhra communities, was merged with the Dalit Right. Category A will be merged with the touchable castes, The Hindu reported. The Dalit Right groups and the touchable communities had opposed the fresh categorisation as they felt that their share in the reservation matrix was being reduced, according to the newspaper.

Leader of Opposition in West Bengal Assembly Suvendu Adhikari warned of sit-in demonstrations outside the State Education Department headquarters at Bikash Bhavan from next week if the State government does not initiate college admissions and publish pending exam results by the end of this week (August 24, 2025). On Monday (August 18, 2025), Mr. Adhikari headed a delegation of 15 Bharatiya Janata Party (BJP) legislators to meet Governor CV Ananda Bose and submitted a memorandum seeking his urgent intervention in the prolonged delay in the publishing of results of the West Bengal Joint Entrance Examination (WBJEE). WBJEE, an entrance exam for undergraduate engineering, technology, architecture, and pharmacy courses in West Bengal's State-run and State-aided universities, was conducted on April 27, but the results have been delayed, likely because the matter surrounding the State's Other Backward Classes (OBC) reservation list is currently being heard by the Supreme Court. 'It has been three months [since examinations have been concluded], yet first-year admissions have not yet begun. JEE results have not been declared. This is a very serious issue. Nearly 5 lakh candidates and their guardians are very worried. They are suffering… If college admissions do not start by this week and the JEE results are not published, BJP MLAs will hold dharnas in front of Bikash Bhavan from next week,' Mr. Adhikari said after meeting the Governor. In West Bengal, 8,200 educational institutions shut down last year, Mr. Adhikari said. He also accused West Bengal Chief Minister Mamata Banerjee of trying to privatise higher education in the State. 'The delay will lead to drop [in] student turnout as many may be forced to reluctantly seek opportunity outside Bengal. In addition to the worst hit future of lakhs of meritorious students, the reputation of the educational institution in West Bengal [gets] hit which will reduce the number of students as they will go outside in huge number,' the memorandum to the Governor dated August 18, 2025, reads. Meanwhile, the West Bengal government's Directorate of Medical Education, in an 'urgent notice' on August 18, announced that the counselling and admission process for medical and dental courses under National Eligibility cum Entrance Test Undergraduate (NEET UG) 2025 'has been kept under abeyance till further order.' 'The future of the state's medical students has been pushed into darkness. Why was the admission counseling, once started, suddenly halted indefinitely? Is this yet another attempt to appease narrow political interests by granting undue privilege to a particular group under the guise of reservation?' Union Minister and BJP MP Sukanta Majumdar questioned on Monday, referring to the order. On Tuesday, August 19, 2025, activists of the Students Federation of India (SFI) staged a demonstration near Bikash Bhavan to protest against the delay in WBJEE results and the deferment of MBBS and BDS counselling. Several protestors were detained as the police disrupted SFI's protest march to Bikash Bhavan.
