Telcos oppose vendor model for metro 3 mobile network deployment
Mumbai: Telcos and the
Cellular Operators Association of India
(COAI) have raised concerns over the
Mumbai Metro Rail Corporation
Ltd (MMRCL)'s decision to use a
vendor-led model
for deploying mobile network infrastructure on the upcoming Metro Line 3 (Colaba–Bandra–Aarey). MMRCL has chosen to work with an Infrastructure Provider (IP-I), but
telecom operators
argue that this approach raises regulatory and consumer interest issues.
The COAI, representing Reliance Jio, Bharti Airtel, and Vodafone Idea, claims that MMRCL's decision to allow an IP-I vendor to install active telecom infrastructure violates the Telecommunication Act, 2023. This act reserves such rights for licensed telecom operators only.
The COAI stated that all three operators offered to install a common In-Building Solution (IBS) network across the underground corridor at their own expense, ensuring seamless connectivity for commuters without any financial burden on MMRCL. However, MMRCL rejected this proposal and selected a vendor through an internal tendering process, denying the telcos Right of Way (RoW) permissions.
An MMRCL spokesperson explained that the intent was to provide cellular connectivity in the underground metro system to all passengers. MMRCL invited bids to set up neutral/common infrastructure that any telco could use, aligning with best practices followed by other large-scale infrastructure projects like airports and metro rails across India.

The spokesperson said MMRCL conducted an open tender process to onboard a neutral infrastructure provider. The telcos provided letters of support to the participating bidders, endorsing the tender process. The selected neutral infrastructure provider has the requisite license to lay and operate the infrastructure, which they have already implemented. The spokesperson added that any allegations of illegalities in the process are baseless.
However, the COAI has argued that this vendor-driven model prioritises commercial interests over commuter convenience and undermines the principle of fair, non-discriminatory access to public infrastructure guaranteed under telecom law. The statement clarified that no telecom operator has signed any agreement with the selected vendor, despite contrary claims in some media reports.
Telcos also highlighted that they do not earn revenue from IBS deployments but were willing to bear the cost in the public interest. A senior official from one of the service providers noted that similar models have been implemented in high-security zones like Pragati Maidan and Central Vista, where telecom operators laid the network without paying any fees.

India has acknowledged the importance of this niche. The Indian Space Research Organisation's (ISRO) Respond Basket 2023 included eight research areas focused on AI and Machine Learning (ML). It has also launched initiatives like the 'AI for Space and Geospatial Innovation: ISRO Immersion Startup Challenge' in 2024, that is aimed at fostering the development of AI applications in space. However, like in any other sector, AI in space is fraught with challenges and uncertainties. Given the sector's strategic nature, these threats are posed not just to the operations but to national security, overall. India can learn from and partner with other spacefaring nations to address these challenges while driving innovation in its domestic ecosystem. This brief examines how key countries are deploying AI in space operations, the challenges they face, and their strengths and areas of development. It outlines a path for the future of AI in space. UP to hold roadshow in Ahmedabad to boost pharma sector investment
Lucknow: The Yogi government, in collaboration with the UP State Industries Development Authority and Confederation of Indian Industry, is set to host a roadshow in Ahmedabad on Friday to showcase opportunities in the pharmaceutical sector. An official spokesperson stated that the pharma sector is a key catalyst towards achieving the one trillion-dollar economy goal. Senior officials, including Mayur Maheshwari, CEO of UPSIDA, and Awanish Kumar Awasthi, advisor to the CM, are likely to address the business community in the Gujarat capital. The state govt is actively promoting the sector through initiatives like the creation of mega drug parks and the establishment of dedicated institutions for pharma research and innovation. These efforts are built on the existing base, which includes the presence of the Central Drug Research Institute lab and a large number of pharmaceutical units, particularly in the formulation sector, located in districts like Ghaziabad, Lucknow, and Kanpur. Additionally, the state has a robust network of pharma educational institutes. "The govt is actively fostering innovation and entrepreneurship in the pharmaceutical sector through the establishment of incubation centres and 'Promote Pharma', a dedicated institution for pharma research and innovation," said a govt officer. An assessment by Invest UP shows that the pharmaceutical sector attracted nearly Rs 2,845 crore in investment and generated over 70,000 jobs in three years. "Over the past three years, the state attracted investments worth approximately Rs 2,845 crore in the pharmaceutical sector via the single window portal. This includes investments in manufacturing units, blood centres, and drug retail establishments," the officer stated. Between 2022–23 and 2024–25, around 167 manufacturing units were set up, creating about 3,340 jobs. In the same period, 195 blood centres and 32,475 medicine retail outlets were also established, creating approximately 1,365 and 64,995 jobs, respectively. The Pharmaceutical and Medical Device Policy, 2023 has further strengthened investor confidence. The policy offers several incentives, including a stamp duty exemption of Rs 3.89 crore, encouraging new investments and the expansion of existing businesses. This has led to a spike in both manufacturing facilities and retail operations within the state. The list of investment opportunities also includes the development of the Lalitpur Bulk Drug Park, which is progressing significantly.
