Telcos oppose vendor model for metro 3 mobile network deployment

Time of India21-04-2025

Mumbai: Telcos and the
Cellular Operators Association of India
(COAI) have raised concerns over the
Mumbai Metro Rail Corporation
Ltd (MMRCL)'s decision to use a
vendor-led model
for deploying mobile network infrastructure on the upcoming Metro Line 3 (Colaba–Bandra–Aarey). MMRCL has chosen to work with an Infrastructure Provider (IP-I), but
telecom operators
argue that this approach raises regulatory and consumer interest issues.
The COAI, representing Reliance Jio, Bharti Airtel, and Vodafone Idea, claims that MMRCL's decision to allow an IP-I vendor to install active telecom infrastructure violates the Telecommunication Act, 2023. This act reserves such rights for licensed telecom operators only.
The COAI stated that all three operators offered to install a common In-Building Solution (IBS) network across the underground corridor at their own expense, ensuring seamless connectivity for commuters without any financial burden on MMRCL. However, MMRCL rejected this proposal and selected a vendor through an internal tendering process, denying the telcos Right of Way (RoW) permissions.
An MMRCL spokesperson explained that the intent was to provide cellular connectivity in the underground metro system to all passengers. MMRCL invited bids to set up neutral/common infrastructure that any telco could use, aligning with best practices followed by other large-scale infrastructure projects like airports and metro rails across India.

The spokesperson said MMRCL conducted an open tender process to onboard a neutral infrastructure provider. The telcos provided letters of support to the participating bidders, endorsing the tender process. The selected neutral infrastructure provider has the requisite license to lay and operate the infrastructure, which they have already implemented. The spokesperson added that any allegations of illegalities in the process are baseless.
However, the COAI has argued that this vendor-driven model prioritises commercial interests over commuter convenience and undermines the principle of fair, non-discriminatory access to public infrastructure guaranteed under telecom law. The statement clarified that no telecom operator has signed any agreement with the selected vendor, despite contrary claims in some media reports.
Telcos also highlighted that they do not earn revenue from IBS deployments but were willing to bear the cost in the public interest. A senior official from one of the service providers noted that similar models have been implemented in high-security zones like Pragati Maidan and Central Vista, where telecom operators laid the network without paying any fees.

AI in space operations: Opportunities and challenges

As Artificial Intelligence (AI) technologies evolve, they hold immense potential for transforming space operations. However, there are significant challenges for both Earth-based and onboard AI, including cybersecurity threats, supply chain vulnerabilities, and the complexity of operating in extreme environments. Given the sector's strategic nature, the national security implications of these challenges make it imperative that India adopts a comprehensive approach to AI development in space. It must leverage its own strengths as well as strategic collaborations with trusted partners to balance innovation with security. This brief examines how key spacefaring countries are integrating AI into their space operations, identifies their strengths and areas of development, and charts a way forward for India's AI-driven space ambitions. In the new golden age of space exploration, AI is pushing the boundaries of human capabilities even further than previously imagined possible—by revolutionising space operations, from planning and automation to launch and communication. As the sector goes through a period of exponential growth, AI will be a key to unlocking the full potential of space exploration and creating breakthroughs for anticipated commercial ventures such as space tourism. India has acknowledged the importance of this niche. The Indian Space Research Organisation's (ISRO) Respond Basket 2023 included eight research areas focused on AI and Machine Learning (ML). It has also launched initiatives like the 'AI for Space and Geospatial Innovation: ISRO Immersion Startup Challenge' in 2024, that is aimed at fostering the development of AI applications in space. However, like in any other sector, AI in space is fraught with challenges and uncertainties. Given the sector's strategic nature, these threats are posed not just to the operations but to national security, overall. India can learn from and partner with other spacefaring nations to address these challenges while driving innovation in its domestic ecosystem. This brief examines how key countries are deploying AI in space operations, the challenges they face, and their strengths and areas of development. It outlines a path for the future of AI in space. Extreme weather is stress-testing India's billion-dollar infrastructure drive

Indian monsoons this year — the earliest onset since 2009 — damaged new public infrastructure across the country, putting pressure on Prime Minister Narendra Modi 's push for an infrastructure upgrade in the world's fifth-largest economy. A recently inaugurated underground metro line in the commercial hub of Mumbai was flooded after the city was lashed by record heavy rains on May 26. The city's Metro Line 3, a $2.7 billion state-run project, saw rainwater enter its Acharya Atre Chowk station through a broken barrier, disrupting train services. About 700 miles to the south, a section of an under-construction elevated national highway passing through Malappuram in the state of Kerala caved in on May 19 after structural damage from rains. At least six people were injured after cement blocks and debris came crashing down, according to local media reports. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like New Container Houses Vietnam (Prices May Surprise You) Container House | Search ads Search Now Undo In northeast India, incessant rains triggered landslides, putting about 1,500 tourists at risk, after the monsoon hit several states last week. A portion of the under-construction Sankalang bridge in Sikkim was swept away while Phidang bridge in the state was partially damaged after a river overflowed. Erratic and extreme weather events are testing the quality and durability of India's billion-dollar projects. Modi's government has shored up investment in the world's most-populous nation by building roads, highways, bridges and airports, committing to a capital expenditure of 11.2 trillion rupees ($131 billion) for the year ended March 2026. The southwest monsoon season, which brings more than 70% of India's annual rainfall, is expected to see above average downpour this year. Damage to infrastructure from weather 'is a recurring phenomenon for the last 10 years,' Niranjan Sahoo, a senior fellow at Observer Research Foundation, said. 'This is due to government inefficiencies and a reactive approach' toward extreme weather events, he added. After the highway collapse in Kerala, the National Highway Authority of India suspended the project head, saying the incident occurred due to 'negligence' of the contractor and banning it from future biddings in a May 22 statement. Mumbai Metro Rail Corporation's Managing Director Ashwini Bhide spoke to local media after the May 26 incident, saying the station was completely safe and calling the flooding a rare occurrence. Last year, heavy rains forced officials to pause operations at Delhi Airport's newly renovated Terminal 1, after an outdoor metal canopy collapsed killing one person and injuring eight. 'There is a need for a protocol and an early warning system to avoid such damage,' said Amal Chandra, principal public policy officer of the main opposition party Indian National Congress in Kerala. 'While approving infrastructure projects, the government also needs awareness of regions at risk of extreme weather events.' India is ranked sixth among countries most affected by extreme weather, according to the 2025 Climate Risk Index report by Germanwatch. The world's fastest-growing major economy has experienced more than 400 extreme weather events over three decades ending 2022, which have led to nearly $180 billion in economic losses and at least 80,000 fatalities, the report said. 'There is a lack of trained people and institutions for infrastructure governance,' Sahoo said. 'Policy is not moving to prepare for climate resilience.'

UP to hold roadshow in Ahmedabad to boost pharma sector investment

Lucknow: The Yogi government, in collaboration with the UP State Industries Development Authority and Confederation of Indian Industry, is set to host a roadshow in Ahmedabad on Friday to showcase opportunities in the pharmaceutical sector. An official spokesperson stated that the pharma sector is a key catalyst towards achieving the one trillion-dollar economy goal. Senior officials, including Mayur Maheshwari, CEO of UPSIDA, and Awanish Kumar Awasthi, advisor to the CM, are likely to address the business community in the Gujarat capital. The state govt is actively promoting the sector through initiatives like the creation of mega drug parks and the establishment of dedicated institutions for pharma research and innovation. These efforts are built on the existing base, which includes the presence of the Central Drug Research Institute lab and a large number of pharmaceutical units, particularly in the formulation sector, located in districts like Ghaziabad, Lucknow, and Kanpur. Additionally, the state has a robust network of pharma educational institutes. "The govt is actively fostering innovation and entrepreneurship in the pharmaceutical sector through the establishment of incubation centres and 'Promote Pharma', a dedicated institution for pharma research and innovation," said a govt officer. An assessment by Invest UP shows that the pharmaceutical sector attracted nearly Rs 2,845 crore in investment and generated over 70,000 jobs in three years. "Over the past three years, the state attracted investments worth approximately Rs 2,845 crore in the pharmaceutical sector via the single window portal. This includes investments in manufacturing units, blood centres, and drug retail establishments," the officer stated. Between 2022–23 and 2024–25, around 167 manufacturing units were set up, creating about 3,340 jobs. In the same period, 195 blood centres and 32,475 medicine retail outlets were also established, creating approximately 1,365 and 64,995 jobs, respectively. The Pharmaceutical and Medical Device Policy, 2023 has further strengthened investor confidence. The policy offers several incentives, including a stamp duty exemption of Rs 3.89 crore, encouraging new investments and the expansion of existing businesses. This has led to a spike in both manufacturing facilities and retail operations within the state. The list of investment opportunities also includes the development of the Lalitpur Bulk Drug Park, which is progressing significantly.
