Nations advance ocean protection, vow to defend seabed

NICE: A global oceans summit wrapped up Friday with world leaders taking major steps toward marine protection and vowing a showdown when nations meet to negotiate rules for deep-sea mining next month.
But as a cacophony of ship foghorns sounded the close of the UN Ocean Conference in France, a lack of funding pledges and the total omission of fossil fuels disappointed some observers.
The summit was just the third -- and largest yet -- dedicated entirely to what the
United Nations
calls an "emergency" in the world's oceans.
More than 60 heads of state and government joined thousands of business leaders, scientists and environmental campaigners over five days in the southern city of Nice.
Treaty tide
There was unanimous praise for efforts to ratify the high seas treaty designed to protect marine life in the 60 percent of oceans that lie beyond national waters.
Some 19 countries formally ratified the pact at Nice, taking the overall tally to 50 -- but 60 nations are needed to bring the treaty into force.
France's oceans envoy, Olivier Poivre d'Arvor, said the numbers would be reached by September and the treaty should take effect by January, 2026.

Rebecca Hubbard, director of the High Seas Alliance, welcomed the "incredible progress" but urged "all remaining nations to ratify without delay".
The summit sought a collective lift for oceans even as countries brace for tough talks over deep-sea mining in July and a plastic pollution treaty in August.
More than 90 ministers called in Nice for the treaty to enshrine limits on plastic production -- something fiercely opposed by oil-producing nations.
The summit also rallied behind a defence of science and rules-based oversight of common resources -- most notably the unknown depths of the oceans -- in a direct rebuke of US President Donald Trump.
Trump was not present in Nice and rarely mentioned by name, but his shadow loomed as leaders thundered against his unilateral push to mine the ocean floor for nickel and minerals.

France and like-minded countries vowed to block any effort to permit deep-sea exploration at negotiations over a mining code at the International Seabed Authority next month, said Poivre d'Arvor.
"Nobody knows what is there in the deep sea... you cannot launch recklessly down this path," he said in a closing address.
UN Secretary-General Antonio Guterres urged caution, warning against turning the deep sea into "the wild west".
Leaders "made it unmistakably clear: deep-sea mining is one of the biggest threats facing our ocean, and the world is saying no", said Sofia Tsenikli from the Deep Sea Conservation Coalition.
But for all the rhetoric, a global alliance opposed to deep-sea mining only attracted four new members at Nice, rising to 37 nations.
Missing billions
Greece, Samoa and Colombia were among 14 nations who unveiled plans for vast new marine protected areas, taking the share of the world's oceans under conservation to more than 10 percent.
Some also announced restrictions on bottom trawling, a destructive fishing method captured in grisly detail in a new David Attenborough documentary.
Activists had pushed for a total ban on this kind of trawling, which uses heavy weighted nets dragged across the ocean floor.
Developing nations hoping their larger and wealthier counterparts would open the chequebook in Nice were disappointed.
Small island nations in particular have long complained they lack the finances required to build seawalls against rising tides and protect their waters from illegal fishers.
While private donors pledged around 8.7 billion euros ($10 billion) over the next five years, the UN says $175 billion a year is needed for sustainable ocean development.
Fossil fuels -- the main driver of climate change, ocean warming and the acidification of the seas -- were notably absent for a summit dedicated to marine protection.
"Ignoring the imperative of phasing out offshore oil and gas is not just an injustice: it is inadmissible," said Bruna Campos from the Center for International Environmental Law.
The summit closed with the unanimous adoption of a political statement, negotiated over many months, that contained no mention of coal, oil and gas.
"We must all reckon with the reality that you cannot protect the ocean without confronting the biggest root cause bringing it to the breaking point," former US special climate envoy John Kerry said in a statement.

The sanitation situation has improved in the last one year. Feedback systems have been enabled to constantly revamp and improvise pilgrim services delivery systems. Quality of annaprasadams Following allegations on use of ghee adulterated with animal fats in the preparation of the sacred Tirupati laddu prasadams, and use of substandard organic produce and other raw materials in the preparation of other Naivedyams, TTD went for a complete overhaul of its quality control and procurement systems in the last one year. A quality control lab has been set up at Tirumala to test all supplies, including ghee. An FSSAI lab will also be established. TTD is adhering to FSSAI standards to procure over the essential ingredients used in the preparation of Tirupati laddus and other Naivedyams at the temple. The moves have helped in restoring the taste and quality of the divine prasadams at the hill temple. Black-marketing menace Black-marketing of darshan tickets and accommodation has been a perennial menace at Tirumala. Middlemen were exploiting the loopholes in the booking systems to corner a big chunk of darshan tickets and accommodation. TTD vigilance dept identified over 40,000 such persons, and blacklisted and barred them from making any future bookings. Healthcare services Healthcare services are extended to the needy through Sri Venkateswara Institute of Medical Sciences (SVIMS), Balaji Institute of Research and Rehabilitation for the Disabled (BIRRD), and Sri Padmavathi children's superspecialty hospital. In addition to infrastructure development at these facilities, TTD hiked its annual grant to SVIMS to Rs 131 crore from the previous Rs 60 crore. A go-ahead to fill up 597 vacancies at SVIMS, which adversely affected the delivery of medical services at the hospital, has been granted. Forest cover TTD has decided to enhance the forest cover in Seshachalam biosphere to 80% from the existing 68% and has allocated Rs 4 crore for the purpose. It will work with state forest dept to plant lakhs of native species plantation as part of its ambitious afforestation drive. The temple body has also entered into an MoU with Dehradun-based Wildlife Institute of India to tackle the leopard menace. A sum of Rs 2.3 crore has been granted to execute the human-animal conflict management plans in Seshachalam forests over a span of two years. ————————————————————————————————————————————————————————————- Projects in the pipeline TTD is in the process of signing an MoU with Google and other tech majors to further streamline the quality of pilgrim services at Tirumala. The temple trust plans to adopt and integrate AI technologies with the support of Google. Data-centric projects would be taken up to reduce waiting time for darshan and accommodation. A multi-lingual call centre will also be established for the purpose. ————————————————————————————————————————————————————————————- TTD was also mired in a series of controversies, the most notable being the laddu ghee adulteration case, in the last one year. Many enquiries were initiated to probe the allegations of corruption and other controversies during the five years of YSRCP regime (2019-24). Some of the major allegations include misappropriation of Srivani trust funds, Parakamani scam, irregularities and misappropriation in engineering dept works, etc. Though it has been a year since the state govt ordered a vigilance and enforcement probe into the alleged misdeeds, there appears to be no headway in the investigations Laddu ghee controversy Chief minister Nara Chandrababu Naidu alleged in September last year that ghee adulterated with animal fat was used in the preparation of the sacred Tirupati laddu prasadams during the YSRCP regime. A report from Gujarat-based NDDB-CALF confirmed the presence of animal fats in the ghee supplied by Tamil Nadu-based AR Dairy to the TTD in June-July last year, which became the basis for the CM's accusations. YSRCP condemned the claims and moved the Supreme Court seeking an independent probe. Setting aside the special investigation team (SIT) constituted by the state govt, the Supreme Court ordered a five-member SIT comprising of two officials from the CBI, two senior police officers from AP, and one official from the FSSAI to conduct a detailed probe into the CM's allegations. The CBI-led SIT has so far arrested representatives of Uttarakhand-based Bhole Baba dairy Vipin Jain and Pomil Jain, AR dairy MD R Rajasekharan, Vyshnavi dairy CEO Apoorva Chawda, and a few others in the case. The investigation is still on. Vaikunta Ekadasi stampede Six persons died and 50 were wounded in one of the worst ever stampedes in the history of TTD on Jan 8. The tragic incident happened at one of TTD's Vaikunta Ekadasi ticket counters in Tirupati. The state govt set up a one-man judicial commission headed by a retired high court judge. Lucknow: In a first, Union Home Minister Amit Shah will give appointment letters to newly recruited constables of the UP Police in a grand ceremony in the state capital on Sunday. As many as 60,244 cops were recruited by UP Police, marking the completion of the largest single police recruitment drive ever undertaken by any state police in the country. Chief Minister Yogi Adityanath took stock of preparations at Sector 18 of Lucknow's Vrindavan Yojana on Saturday. According to senior officers posted at the DGP headquarters, the top 50 candidates will be handed over their appointment letters by Shah. All 60k-plus candidates have been invited to the event. State DGP Rajeev Krishna, who reached the spot to review preparations, told TOI that the event will witness participation from ministers, MLAs, senior bureaucrats, and media representatives. "Recruits from all 75 districts of the state will gather for the large-scale programme.
