
'Catalogue of failures' led to spending scandal at Scotland's water watchdog
A 'catalogue of failures' is to blame for the 'inappropriate and unacceptable' use of public money at Scotland's water watchdog, a report has found.
The Water Industry Commission for Scotland is said to have been wasting public money, 'failing in its responsibilities' – leading to a lack of financial control, failing to follow its own rules, and leaving MSPs with 'deep concerns'.
The Scottish Parliament's Public Audit Committee also found 'significant weaknesses and failings in the Scottish Government's approach' to the watchdog's management.
The findings have come from the committee's latest report into the Water Industry Commission for Scotland (WICS) finances on Friday.
The board's 'inappropriate and unacceptable' spending on training courses for senior staff, benefits to the workforce and, hospitality has already been widely reported.
However, the report said there was also a 'complete failure by the Scottish Government to challenge the culture at WICS', which led to the unacceptable use of public funds.
Speaking as the report launched, audit committee convener MSP Richard Leonard called the evidence he heard about the arrangements at WICS 'simply extraordinary'.
'That the body, charged with promoting long term value from Scottish Water to its customers, itself failed to live up to the standards required of a public body left the Committee with deep concerns,' Leonard said.
'But the Committee is clear that there also appears to have been a serious lack of oversight from the Scottish Government. This failure from those who are meant to be safeguarding the public purse is simply unacceptable.'
The report on Friday is the latest in a series of investigations to try and figure out what went wrong, and how to prevent failures like it in the future.
The Committee has now called on the Scottish Government to review its systems for identifying concerns with public bodies to ensure any issues are caught at an early stage.
The water watchdog first came under scrutiny in 2023 after an Audit Scotland report found evidence of 'inappropriate spending'.
That original report found almost £75,000 of WICS expenditure did not meet public spending rules and £20,000 did not represent value for money.
More specifically, the report revealed that the former chief executive of WICS had an expense claim for a £170 Mulberry wallet approved during his time on the board.
Alan Sutherland also put glasses costing £290 on his expenses, among a number of 'bulk' claims which appear to have been approved en masse without proper oversight.
Further investigations later revealed that Mr Sutherland had claimed a £400 high-end restaurant meal on an office credit card, with the expense being paid despite failing to provide a receipt.
He stood down from the board within hours of an Audit Scotland report being released.
Mr Sutherland's departure cost the public purse £105,488 as he was paid six months' salary and legal fees were incurred.
WICS also spent more than £77,000 on a course for a senior executive at Harvard Business School in the US. A further £2,600 was claimed to provide every staff member with a £100 gift card for Christmas.
The report recognised that there has been widespread Board and management departures from WICS, and indeed from the Scottish Government, since the first audit reports were published in 2023.
The Committee also confirmed that no further non-compliant spending was found between January and March 2024, but they said 'this must be kept under close scrutiny'.
Nonetheless, the audit committee called on the current WICS board to undergo refresher training on their roles and responsibilities to ensure that the failure of responsibilities does not happen again.
It also called on the Scottish Government to review its systems for identifying concerns with public bodies to ensure any issues are caught at an early stage.
'We have heard about significant changes within WICS and the organisation's commitment to improve the governance arrangements. These are clearly welcome. But we want to see concrete evidence of these changes to ensure that the unacceptable culture that was in place has truly gone,' Leonard said.

Achieving child poverty target could cost £920m a year in benefits, report warns
Scotland could meet its 2030 child poverty target—but a report has warned that this could cost £920m a year in benefits, with 'significant additional' spending also required to increase the number of parents in work. Chris Birt, associate director at the Joseph Rowntree Foundation (JRF) in Scotland, said its research shows: 'Holyrood has the chance to prove that it's up to the task of not just setting lofty ambitions, but straining every sinew to deliver on them.' PA Media The Joseph Rowntree Foundation examined the costs and impacts of different measures that could be introduced to tackle child poverty (Jane Barlow/PA). The think tank said there would be financial benefits from getting more parents into employment, and from helping those with jobs to work more hours. Doing this could increase tax revenues to the Scottish Government by £410m, it said, while cutting spending on universal credit by around £500 million a year. With 240,000 children living in poverty in Scotland, the JRF produced what it described as a 'toolkit' for parties running in the 2026 Holyrood election, setting out the impact different policies could have towards meeting the target of having less than 10% of youngsters in relative poverty by 2030–31. The think tank said it had 'deliberately not prescribed an exact course of action' but had instead 'shown the required scale of action needed'. To meet the target, the report said the next Parliament would need to 'lift around 100,000 children out of poverty' – adding this would 'require a laser-focused prioritisation'. The Meeting the Moment paper stresses that none of the measures it considered would achieve the target on their own. 'Even a near quadrupling of the SCP (Scottish child payment) to £100 a week per child at an annual cost of £1.14 billion would see a child poverty rate three percentage points above the targets,' it said. However it found increasing the SCP – which is given to low-income families for every child they have under the age of 16 – to £40 a week would have 'the best poverty reduction impact per pound'. This would cost an extra £190m a year – but on its own would only bring the child poverty rate down to 18%. However the research found that by supplementing the benefit for families with babies and for single parents, and by boosting take-up to 100% of those eligible, when combined with other measures – such as boosting employment among parents in poverty – 90,000 youngsters could be lifted out of poverty, meeting the 10% target. The report said: 'This would cost an additional £920m in targeted child benefits in Scotland (as well as other costs associated with increasing employment). 'It would also increase tax revenues by £410m because of increased parental employment. 'Universal credit expenditure could also fall by £500m as demand for it falls due to higher incomes through work.' Mr Birt said: 'Whoever forms the next Scottish Government has the chance to change what it means to grow up in Scotland. 'To do so, they must meet the Parliament's child poverty targets. Not only for Scotland's children and their futures, but to show those who often feel overlooked and ignored by politics that trust can be rebuilt through actions. 'This analysis gives each political party a detailed map to help them reach a Scotland free from child poverty. They may choose to take different routes to get there. But whichever route they take will require every ounce of determination and demand action at scale. 'The actions of Westminster governments may help, or hinder, but Holyrood has the chance to prove that it's up to the task of not just setting lofty ambitions, but straining every sinew to deliver on them.' Social Justice Secretary Shirley-Anne Somerville said: 'I welcome this report from the Joseph Rowntree Foundation. 'We are absolutely committed to meeting the 2030 child poverty targets and thanks to the actions we are already taking, families in the poorest 10% of households are estimated to be £2,600 a year better off in 2025-26 and this value is projected to grow to an average of £3,700 a year by 2029-30. 'However our policies are having to work harder in the current economic context and as a result of decisions taken by the UK Government, such as keeping the two-child limit on Universal Credit which are holding back Scotland's progress. 'While the Joseph Rowntree Foundation predict child poverty will rise in other parts of the UK by 2029, they highlight that policies such as our Scottish Child Payment, and our commitment to mitigate the two-child limit, are behind Scotland 'bucking the trend'. 'We will publish our third child poverty delivery plan by the end of March 2026, setting out the actions to be taken between 2026-2031 to meet the 2030 targets. We will continue working closely with stakeholders, including the Joseph Rowntree Foundation, to shape that plan.' Voters urged to ‘call time on SNP failure' as by-election looms
Voters in Lanarkshire have been urged to 'call time on SNP failure' as a Holyrood by-election campaign enters its final days. Voters will go to the polls in the Hamilton, Larkhall and Stonehouse by-election on Thursday with the SNP, Labour and Reform hoping to win the seat vacated by former government minister Christina McKelvie. The SNP and Labour were initially seen as the frontrunners but a surge by Nigel Farage's party has made a second place finish seem possible, though leaders have publicly said they believe they can win. As the final week of campaigning begins, Labour deputy leader Jackie Baillie urged voters in the seat to 'chart a new direction for the whole of Scotland'. 'After almost two decades in charge, the SNP has left public services at breaking point – almost one in six Scots are on an NHS waiting list, violence is rife in our schools, and high streets across Scotland are struggling,' she said. 'We cannot risk a third decade of SNP government and only Scottish Labour can beat them. 'Ignore the desperate spin of Reform and the SNP – this by-election is a direct fight between Scottish Labour and the SNP. 'We have three days to put this failing SNP government on notice and start the journey towards a better future for Scotland.' Baillie added that the Labour Government had spent its first year in office 'working to clean up the mess left behind by 14 years of Tory chaos'. But Scots are 'still not feeling the benefit of these changes' because of the Scottish Government. 'SNP inaction means we still have sky-high NHS waiting lists, a low-pay, low-growth economy, and a devastating housing emergency,' she said. 'It's time for John Swinney and the SNP to take responsibility for their failures and admit that the blame for Scotland's biggest challenges lies squarely at the door of Bute House.' An SNP spokesperson said: 'The SNP is taking action on what matters to people – creating 100,000 additional GP appointments, 150,000 extra NHS appointments and procedures, scrapping peak rail fares, investing £186.5 million to increase teacher numbers and keeping key costs like water bills lower. 'That's what it means to put Scotland first. We recognise that times are still too tough for too many, and we are doing something about it. 'Meanwhile, Labour are letting down Scots – taking away the winter fuel payment from 900,000 Scottish pensioners, cutting £5 billion of support for disabled people and presiding over a £150 increase in energy bills. 'That's the reality of Labour in power – broken promises and Scotland treated as an afterthought – and even they know they've lost with a candidate who is running scared of hustings and debates. 'This contest is a straightforward fight between the SNP and Nigel Farage's Reform UK, and the only way to stop Farage on June 5 is by voting for Katy Loudon.'
