Rajya Sabha takes up Indian Ports Bill amid Opposition walkout
The Indian Ports Bill 2025 was passed by the Lok Sabha on August 12.
As the Upper House reassembled at 2 pm, BJD's Sasmit Patra, who was in the Chair, informed the legislators that the Business Advisory Committee had decided to allot three hours for discussion on the Mines and Minerals (Development and Regulation) Amendment Bill, 2025.
He also said that the committee has approved one hour for consideration and passage of the Indian Institutes of Management (Amendment) Bill 2025, after it is approved by the Lok Sabha.
Patra then asked Union Ports, Shipping and Waterways Minister Sarbananda Sonowal to introduce the Indian Ports Bill 2025, which was listed on the agenda of the House.
Meanwhile, Leader of Opposition Mallikarjun Kharge stood up and demanded discussion on the Special Intensive Revision (SIR) of electoral rolls in Bihar. He was joined by other Opposition members demanding a discussion on the issue.
However, the Chair declined to take up the matter, which led to noisy protests by Opposition members. They raised slogans demanding discussion and staged a walkout in the House.
The House took up the discussion on the Indian Ports Bill.
Sonowal moved the bill, which aims at consolidating laws relating to ports, promoting integrated port development, facilitating ease of doing business, and ensuring optimum utilisation of India's coastline, among others.
The bill aims to establish and empower State Maritime Boards for effective management of ports other than major ports besides establishment of the Maritime State Development Council for fostering structured growth and development of the port sector, he said while moving the bill for consideration and passage.
The bill provides for the management of pollution, disaster, emergencies, security, safety, navigation, and data at ports; ensure compliance with India's obligations under international instruments to which it is a party; take measures for the conservation of ports; provide for adjudicatory mechanisms for the redressal of port-related disputes and address matters connected therewith, Sonowal said. Trinamool Leader Anubrata Mondal Gets Bail In Police Officer Abuse Case
Bolpur: A court in West Bengal's Birbhum district on Monday granted bail to TMC leader Anubrata Mondal after he surrendered in the court and moved an anticipatory relief petition in connection with the case of alleged use of abusive and derogatory language during a telephonic conversation with a police officer. Mondal's plea on health grounds was accepted by Judicial Magistrate Banikbrata Dutta of Bolpur Subdivision Court on a surety of Rs 1,000 and on condition that he will continue to cooperate with the probe and meet the investigating officer (IO) when summoned, court officials said. In a leaked four-minute telephonic conversation between Mondal and Bolpur police station inspector-in-charge Litan Halder on May 29 this year, the authenticity of which PTI couldn't independently verify, the Birbhum Trinamool Congress leader was heard hurling invectives at the police officer and threatening his wife and mother. Left red-faced by the audio-clip, the party issued him a four-hour apology deadline and a suo motu FIR was lodged against him by the police. Mondal was issued police summons and his security details withdrawn. Faced with party annoyance, Mondal tendered written apologies to both the police officer and the TMC state president Subrata Bakshi but avoided responding to the initial summons from Bolpur Police. On June 6, seven days after the purported audio clip surfaced, Mondal appeared before the Bolpur SDPO where his cell phone was reportedly inspected. Mondal arrived at the Bolpur Subdivision Court around 10.40 am on Monday for his voluntary surrender and his bail hearing was taken up post 2 pm. "The court granted him bail considering his age and the physical ailments he suffers from. There are no pre-conditions to his bail," said Nupur Dutta Banerjee, Mondal's counsel. "I had submitted before the court that the IO in this case did not duly comply with the notice served to Mondal under Section 35(3) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, which outlines the procedure for police to issue a notice to individuals in cognisable offenses where arrest isn't immediately necessary," said Phiroj Pal, government lawyer, confirming that he opposed the bail prayer. "Secondly, we are still not privy to the police's case diary (CD) and have no idea how far the investigations in this case have so far progressed. We wanted the court to wait till we had the CD in our hand," he added. Pal said that the court was prima facie satisfied with the petitioner's submission that Mondal has cooperated with the police and that there has been no progress in the probe for a formidable period. In September 2024, Mondal was granted bail in the multi-crore cattle smuggling case when he stepped out of the Tihar Jail after remaining imprisoned for over two years.

High court seeks govt plan and timeline for kabrastan
Panaji: The Bombay high court has asked govt for steps it will take, along with timelines, for the setting up of burial grounds for the Muslim community. The high court is hearing a public petition concerning the lack of burial grounds for Muslims. Tired of too many ads? go ad free now When the court was told that land was also acquired for the Christian community and people of no faith, advocate general Devidas Pangam told the high court that out of the 30,000 sqm of land acquired for a common burial ground at Sonsoddo, 95 per cent is inaccessible because of the steep gradient of the land. He further said govt was able to dedicate only 2,500 sqm for the setting up of burial grounds for the Muslim community. The Margao Municipal Council (MMC) in June unanimously agreed to sign a deed of exchange for land with the Raia comunidade, which is required for an access road to the proposed kabrastan site at Sonsoddo. A survey report revealed encroachments on the access road to the site. The previously acquired 30,000 sqm land from the comunidade for the burial ground in the survey findings highlighted complications with the access route. The high court has repeatedly expressed disappointment over the lack of progress. Despite issuing directives in Oct 2022 for expeditious development of the kabrastan within six months, construction work has yet to start. Community members have also expressed dissatisfaction with the House committee on kabrastan, crematoriums, and cemeteries, which was constituted last year. The committee, comprising representatives from various political parties, was tasked with establishing and regulating common burial grounds across Goa's panchayats and municipal areas. The project has faced several hurdles, including local opposition and terrain constraints.
