Manipur: NSCN-IM objects to Meitei flag on peak held as sacred by Naga group
The NSCN-IM raised objections to members of the Arambai Tenggol's Cobra Team-Unit 58 holding a seven-coloured Meitei flag on the Shirui peak in the Ukhrul district. The controversy erupted during the five-day Shirui Lily Festival, a cultural event organised by the state tourism department.
The Naga armed group said that the Arambai Tenggol had 'courted controversy at the wrong time and wrong place' through the act. It said that the flag 'has no connection with the Tangkhuls whatsoever'.
'All said and done, Arambai Tenggol should tender 'unqualified apology' within 48 hours for their unwarranted intrusion at Shirui peak,' the NSCN-IM said.
The Tangkhul Katamnao Saklong, the apex student body of the community, also described the act as a 'grave provocation', and claimed that displaying the flag on the peak was reckless and inflammatory.
'We will not tolerate any attempt to politicise our sacred spaces or challenge the historical and cultural ownership of our land,' the student body said. 'The Tangkhul Naga people have never and will never accept any imposed symbols, flags or slogans that undermine our identity and rights.'
The Arambaii Tenggol, however, claimed that an image of its members holding the flag was being unnecessarily politicised. 'The flag symbolises the unity and peaceful co-existence of indigenous clans of Manipur and is a regular feature at expeditions, sporting events and cultural occasions – whether in India or abroad,' it said.
The Meitei group said it holds deep respect for the indigenous Tangkhul community and their sacred hills. 'Our intent was never to offend or incite, but only to stand in solidarity with our traditions, just as others do across our diverse state and nation,' it said.
The Shirui Lily Festival had courted controversy on May 20 as well, after security personnel allegedly stopped a group of 20 journalists in Imphal East district and directed them to hide the 'Manipur State Transport' sign on the government bus they were travelling in. The group was travelling to cover the festival in Ukhrul.

Guwahati: The Assam Public Service Commission (APSC) has on its part denied any mala fide intent in including a controversial question on the Manipur violence in a paper for selecting agricultural development officer, and identified the Principal Controller of Examination as the right official who should look into allegations of "one-sided portrayal" by a top Meitei civil society organisation. "We don't set the question papers. They are given to different setters. Then they are sent to moderators. Question setters and moderators are not our people, but all from different universities and reputed colleges," APSC Chairman Debaraj Upadhaya told news agency PTI on Monday. "We cannot see the questions as these are locked by the moderators," he said, adding the APSC is a neutral body. "There is no politics involved in it." The APSC chairman's clarification has now shifted the focus to those in some colleges and universities who set the question papers and who are not part of the APSC. A meeting is likely to be held in the APSC to discuss the matter on Tuesday, sources in Guwahati told NDTV on Monday. The APSC is also expected to inform the question setters about the huge controversy, the sources said. One of the questions in the paper "selectively maligns the Meitei community by portraying Meitei groups as perpetrators of rights abuses, while ignoring the grave atrocities, killings, and displacements suffered by Meiteis at the hands of Chin-Kuki militants and their CSOs [civil society organisations]," the Meitei Heritage Society said in a letter to the APSC chairman. "Why were these militant groups and CSOs not listed as options in the question, despite being named by the country's top investigative agencies?" the Meitei Heritage Society said, and enclosed a list of cases handled by the country's top anti-terror body National Investigation Agency (NIA). Several Chin-Kuki militants have been arrested for heinous crimes, and kidnapping and killing of Meitei civilians including women and children; some arrests were made by the Assam Police, and trials are ongoing in Assam, the Meitei Heritage Society said in the letter to the APSC chairman. It said the reality - as documented in multiple public records - is that the violence in Manipur has tragically claimed lives across both Meitei and Chin-Kuki communities, displacing over 60,000 individuals. "To single out Meitei groups in an examination question - while ignoring documented atrocities committed by armed Chin-Kuki militants - reflects bias and creates a misleading narrative for aspirants preparing for public service," the Meitei Heritage Society said. It asked the APSC to issue a clarification on the matter and to declare the question "null and void, ensuring it is not used for evaluation purposes." The APSC has no grounds to clarify as it did not set the questions; however, since the paper for all practical purposes was for an APSC examination, it is expected to get in touch with the question setters and moderators in colleges and universities, sources said. Mr Upadhaya, the APSC Chairman, said it is a neutral body and has no view on any community. "We do not have any mala fide intention, everything is bona fide. We don't have any view on any community because we are a neutral body. There is no politics involved in it. I cannot comment on the particular question as I have not seen it. The principal controller of examination will be able to talk about it," he said. Ethnic clashes began in May 2023 between the valley-dominant Meitei community and the Kukis including Any Kuki Tribes (AKT), who are dominant in some hill areas of Manipur, over a range of issues such as land rights and political representation. Over 260 have died in the violence and nearly 50,000 have been internally displaced.

Manipur Governor meets Naga outfit delegation over India-Myanmar border fencing, scrapping of FMR
A delegation of United Naga Council (UNC) met Manipur Governor Ajay Kumar Bhalla at Raj Bhavan Saturday to discuss the India-Myanmar border fencing and the scrapping of the Free Movement Regime (FMR). The apex body of Naga outfits in Manipur, UNC has been opposing the ongoing construction of border fencing, as well as scrapping of FMR — stating 'these would otherwise affect the community that has been divided by the border'. The 10-member delegation, led by UNC president Ng Lorho, shared their views and concerns related to border fencing and FMR scrapping, and requested the Governor to take up these issues with the Central government, the Raj Bhavan said in a statement. 'The Governor has assured to facilitate talks between the Government of India and the UNC at the earliest,' Lorho told the media, adding another round of talks involving the Government and the UNC 'would be arranged within three days'. The meeting came in the wake of expiry of the 20-day ultimatum by the UNC in protest against the 'ongoing border fencing work along the Indo-Myanmar border' and the 'unilateral suspension of the FMR'. Strengthen BSF on Bangladesh border: Assam Congress to Amit Shah
The Assam unit of Congress has urged Home Minister Amit Shah to strengthen the security measures along the State's border with Bangladesh amid increasing cases of infiltration. Debabrata Saikia, the Leader of the Opposition in the 126-member State Assembly, expressed concern over the pushback operations by the Assam police since May. Mr. Saikia said the Assam Government announced the new pushback strategy on May 10, reportedly sending more than 300 Bangladeshi nationals who entered the country illegally back by August 3. 'These recurring operations, despite the deployment of the Border Security Force (BSF) along the 267.5 km stretch of the Assam-Bangladesh border, suggest that infiltration continues to be a serious challenge,' he wrote. He sought an assessment of the effectiveness of BSF deployment and resource allocation in a difficult terrain, reducing the gap in coordination between Central and State agencies as evident from the involvement of the Assam police in direct pushback, and addressing possible legal and diplomatic complications arising from State-level pushback conducted without the processes through the Foreigners Tribunals. Mr. Saikia advised Mr. Shah to strengthen the BSF, increase coordination protocols among security agencies, utilise technology-driven border surveillance systems more effectively, and engage with Bangladesh proactively to address the root causes of infiltration. The Congress leader submitted the letter hours after the Assam police pushed back 21 Bangladeshi nationals, including women, who entered the Sribhumi district illegally. The political parties and NGOs also drew the attention of the Centre to the attacks by alleged Naga miscreants on three Assamese youths near the Assam-Nagaland border on August 15. The incident happened near the Merapani area of eastern Assam's Golaghat district. The three youths — Simsat Basumatary, Subrata Nayak, and Prakash Boro — were attacked while returning from a picnic spot across the border in Nagaland. One of the three sustained a gunshot wound. Officials in the Golaghat district said three suspects were arrested by the Nagaland Police and Central Reserve Police Force personnel in a joint operation.
