Addressing the gathering, registrar Prof D Gunasekharan highlighted the growing appeal of India's higher education system among international students. "India's educational landscape rich in diversity, culture, and history makes it a preferred global destination for academic pursuits.
Education plays a critical role in fostering economic growth and development across nations," said Prof Gunasekharan.
GITAM School of Pharmacy principal Prof Srinivas urged graduates to apply their acquired knowledge towards the development of human capital in their home countries. He encouraged them to pursue research-oriented careers to better serve society. GIMSR biochemistry department Prof Dr K Viswa Kalyan congratulated the students and encouraged them to continue learning in order to stay competitive in today's world.

India, Philippines Deepen Defence, Maritime, Space Cooperation: MEA
NEW DELHI: India and the Philippines have agreed to expand their growing defence partnership with a strong emphasis on defence industry collaboration, maritime security, and strategic cooperation across emerging domains such as space, the Ministry of External Affairs (MEA) stated on Tuesday. During a special press briefing on the occasion of the state visit of the President of the Philippines, Ferdinand R. Marcos Jr, to India, the MEA Secretary (East), Periasamy Kumaran, stated that President Marcos had acknowledged India's cooperation in defence, particularly in the export of Indian defence platforms like the BrahMos missile system, and expressed interest in further strengthening cooperation in defence manufacturing. Discussions on joint military training through enhancing interoperability between the armed forces of both nations also took place, with potential for deeper engagement in joint defence production and technology sharing, as well as the broader export of Indian defence equipment to the Philippines. "President Marcos thanked the Prime Minister for cooperation in the area of the defence industry and the export of Indian platforms to India, including the Brahmos. He also called for greater cooperation in the area of the defence industry," Kumaran stated. "In addition, as part of our broader defence cooperation, we were talking about capacity building, joint exercises or joint cooperative maritime activities and the exchange of training programmes between our officials and all the standard elements that we talk about when it comes to defence cooperation... We talk about more opportunities for India to export our defence platforms... The Philippines certainly showed interest in working with us to explore opportunities for more defence platforms... We are also talking about enhanced cooperation between our coast guards aimed at sharing best practices and enhancing maritime domain awareness on both sides," he added. The MEA also highlighted that both sides recognise the Philippines' unique archipelagic defence needs and, in this context, Indian defence platforms, particularly those suited for coastal and maritime operations, are seen as a good fit for Manila's evolving defence doctrine. In the area of space cooperation, India showcased the cost-effectiveness and technological capabilities of its space programme, which the Philippines expressed strong interest in utilising to address national priorities, as well as called for India's assistance in launching its satellites and developing indigenous space capabilities. "The Philippines is a country of about 7,600 islands. Their defence concept is about archipelagic defence. Their defence doctrine and all the platforms that are of interest to them as part of this archipelagic defence concept would be of interest to them," the MEA Secretary East stated. "Space is another area. We did highlight our capabilities in space and the cost-effectiveness of our space programme... They wanted to try and use some of our space technology and space capabilities to effect social transformation in terms of helping predict weather events, helping with agriculture, and helping with disaster relief. Those are areas which are of interest naturally. We'll be talking in terms of helping with launching Philippine satellites and helping them develop satellites. All of these are on the table," he added. India and the Philippines, in a Joint Declaration on the "Establishment of a Strategic Partnership", following Prime Minister Narendra Modi and Philippines President Marcos' meeting, also underlined the importance of maritime security, where both countries reaffirmed their commitment to the sustainable and peaceful use of ocean resources. Both sides emphasised the importance of shipbuilding cooperation, joint hydrographic surveys, coastal surveillance, humanitarian assistance and disaster relief, and search and rescue operations. They also agreed to increase participation in multilateral maritime exercises such as the ASEAN-India Maritime Exercise, India's Exercise MILAN, and the Philippines' Maritime Cooperative Activities, the joint statement stated. The two countries agreed to collaborate in the co-development and co-production of defence equipment to achieve self-reliance in defence production. Cybersecurity was another key area of discussion, with both countries agreeing to deepen cooperation in the digital and cyber domains, including policy dialogue, cybersecurity capacity building, digital public infrastructure, and the protection of critical information infrastructure, as per the statement. On the broader security front, the joint statement reaffirmed the importance of continued engagement through institutional mechanisms like the Joint Defence Cooperation Committee (JDCC) and the Joint Defence Industry and Logistics Committee (JDILC). India and the Philippines also pledged to strengthen counter-terrorism cooperation, with the joint working group on counter-terrorism continuing to focus on issues such as terror financing, organised crime, trafficking, and the misuse of emerging technologies.

Rs948cr approved for acquisition of land for industrial units
Patna: In a bid to expand the state's land bank for industrial and production units, the state cabinet on Tuesday approved six proposals for the acquisition of private land in six districts, sanctioning a total of Rs 948 crore. The land will be acquired by the Infrastructure Development Authority (IDA). In addition, the cabinet cleared the free-of-cost transfer of two govt land parcels totalling 96.98 acres, both located in the Goradih circle of Bhagalpur district, to the industries department for the creation of a new industrial corridor. The permanent transfer was made by the revenue and land reforms department. Following cabinet approval, deputy chief minister Samrat Choudhary said, "The industries department will develop a new industrial corridor on the land whose transfer has received cabinet sanction. The development of this corridor in Bhagalpur aligns with CM Nitish Kumar's vision to boost industrialisation in the state and revive Bhagalpur's industrial landscape." On the sanctioned land acquisitions, additional chief secretary of the cabinet secretariat Department, S Siddharth, said, "These are intended to expand the state's industrial area. In another move, the cabinet approved the leasing of identified land in Pirpainty block of Bhagalpur — originally earmarked for a solar power plant by Bihar State Power Generation Company Limited — to a private firm for establishing a thermal power plant through competitive bidding. The selected company will set up three thermal units of 800MW each, totalling 2,400MW of power. The land will be leased for Rs 1 per year for 33 years. Power will be supplied at Rs 6.08 per unit (including a fixed charge of Rs 4.165 and fuel surcharge of Rs 1.910), as approved by the Bihar State Electricity Commission. The cabinet also approved several welfare measures, including salary and honorarium hikes announced by the CM. Temporary sanitation workers will now receive Rs 5,000 per month, while sanitation inspectors will get Rs 9,000. Other approvals include Rs 10,000 per month for night guards at schools (effective from Aug 1), Rs 3,300 per month for midday meal cooks, Rs 8,000 for physical education teachers (with an annual increment of Rs 200), and Rs 16,000 for contractual health instructors (with a Rs 400 annual increment). Revised incentives for ASHA and Mamata workers were also cleared. In a major relief for students, the cabinet abolished the mandatory 75% attendance requirement for availing monetary assistance under various schemes. From the current financial year, assistance will be transferred directly into the bank accounts of eligible students in government and recognised private secondary and higher secondary schools via the direct benefit transfer (DBT) system.

Cabinet OKs bus scheme for migrants & digital libraries in all constituencies
Patna: The state cabinet on Tuesday approved two key proposals ahead of the assembly elections scheduled for Oct-Nov – a scheme to facilitate festive-season travel for migrant workers and the establishment of digital libraries in all 243 assembly constituencies. According to the cabinet note, around 6,000 migrant workers and other residents travel daily from Delhi, Uttar Pradesh, Punjab, Haryana and Rajasthan to Bihar during the festive months —specifically from Durga Puja to Chhath, and again during Holi. To address this seasonal rush, the govt will operate private buses under the public-private partnership (PPP) model along inter-state routes for the next five years. The Bihar State Road Transport Corporation (BSRTC) will sign agreements with private bus operators to run services during this period. "Under the scheme, the transport corporation will pay incentive money to the private bus operators at the rate of Rs 150 per seat during the peak period and Rs 300 per seat during the lean period, as per the agreement terms. For the current financial year (2025-26), Rs 7.27 crore has been earmarked. The cabinet also gave administrative approval for Rs 94 crore as the establishment cost for chief minister's Digital Library Scheme, under which a library will be set up in every assembly constituency to support job-seeking youth and students. Each digital library, spread across 300 square feet, will offer access to syllabus content, advanced learning materials and preparation resources for competitive exams such as JEE, NEET and CLAT. Users will also be able to access employment-related information from district employment offices and job portals. The libraries will be equipped with high-speed internet and 10 computers each. The Patna district digital library will serve as the state-level model with 60 computers, while regional models will have 50 computers. Constituency-level libraries will be set up in locations such as Panchayat Bhavans, block office premises, Nagar Parishads, community libraries, or in govt schools and colleges with additional space.
