The Ministry of Finance will host the second edition of the Financial Media Forum on May 1 in Dubai, under the theme 'Shaping the Future of Financial Sector: The Balance Between Influence and Responsibility,' bringing together experts to promote transparency, financial literacy, and sustainable economic growth.
Organised in collaboration with media and educational institutions across the UAE, the forum will convene over 100 participants, including government officials, financial specialists, journalists, and university students. Representatives from more than 40 financial, media, and academic organisations are also set to attend.
The event will be inaugurated by Younis Haji AlKhoori, Undersecretary of the Ministry of Finance. Key speakers include Mohammed Saeed Al Shehhi, Secretary General of the UAE Media Council, Mohammed Al Hammadi, Acting Director General of Emirates News Agency (WAM), and Ali Abdullah Sharafi, Acting Assistant Undersecretary for the International Financial Relationship Sector at the MoF.
AlKhoori said the forum will serve as a strategic platform for financial and media professionals to exchange knowledge, empowering the community with insights essential for driving transparency and long-term economic sustainability.
Panel discussions will cover critical topics such as the future of the financial sector, public-private partnerships, sustainability, government spending, and the role of media in financial literacy. Special sessions will also focus on social welfare and financial awareness.
Interactive activities will feature a workshop on best practices in financial journalism, governance principles, and data analysis for media professionals. A dedicated session under the "UAE Global Cadres" Initiative will highlight training and employment opportunities for finance students in international institutions.
Building on the success of its first edition, the forum continues to strengthen public financial awareness in line with the UAE's vision for a resilient and informed economy.

Over the past two years, the Ministry has established a robust PPP framework backed by new legislation, governance tools, and training initiatives designed to strengthen cooperation between the government and private sector. These measures are aligned with the UAE's long-term ambitions under the 'We the UAE 2031' vision and the UAE Centennial 2071 strategy. UAE public-private partnerships Younis Haji AlKhoori, Undersecretary of the Ministry of Finance, said: 'Developing a robust PPP framework is a top priority for the Ministry of Finance, recognising its role as an effective instrument for sustainable development and a significant player in fuelling the UAE's economic and social advancement as well as in achieving the UAE's strategic goals. 'Through these partnerships, we strive to make the most of available resources, strengthen government performance, and facilitate the exchange of financial, administrative, and technological expertise with the private sector. 'We are committed to improving the community's quality of life, reinforcing the resilience and sustainability of the national economy, and advancing the objectives of the 'We the UAE 2031' vision and the UAE Centennial 2071.' In 2023, the UAE enacted Federal Law No. (12) regulating PPP projects at the federal level. The law encourages private sector participation in strategic and developmental initiatives, boosts investment in projects with significant economic and social value, and helps the federal government deliver projects with greater efficiency. In June 2024, the Ministry released a PPP Project Manual, setting out detailed procedures and policies for federal entities and private partners across the full project lifecycle — from planning and design to execution and operations. To build implementation capacity, the Ministry has run workshops to familiarise stakeholders with PPP processes. In May 2025, it launched a specialised PPP training programme developed with an APMG International-accredited institute. Graduates receive the Certified PPP Professional (CP3P) – Foundation Level qualification, supported by leading international financial institutions. Following the success of the first phase, the Ministry is preparing to launch the second phase, designed to deepen national expertise in PPPs and ensure long-term sustainability in line with international best practice. The Ministry of Finance said these initiatives reinforce the United Arab Emirates' determination to integrate private sector innovation and global expertise into strategic projects — ensuring that PPPs play a pivotal role in delivering a more sustainable and prosperous future.

These initiaitives have contributed not only to driving economic growth but also to attracting investment, and enhancing service quality. PPP Project Manual Meanwhile, in June 2024, the Ministry of Finance released the Manual on PPP projects, management and execution, in a significant step strengthening governance frameworks. The manual outlines detailed procedures and policies for federal entities and private sector partners to follow at every stage of a project, from planning and design to execution and operational management. Capacity-building programmes To support effective implementation, the Ministry has conducted a series of workshops to familiarise federal entities and private sector stakeholders with PPP procedures and the manual's key provisions. In May 2025, it introduced a specialised PPP training programme designed to enhance the capabilities of federal entities and refine partnership mechanisms with the private sector. Developed in collaboration with an APMG International-accredited training institute, the programme culminates in awarding the Certified PPP Professional (CP3P)–Foundation Level qualification, supported by leading international financial institutions. GCAA Publishes New Regulation to Strengthen Aerodrome Crisis Management

The General Civil Aviation Authority (GCAA) has issued a new Civil Aviation Regulation on Aerodrome Crisis Management, introducing a framework to enhance how UAE airports prepare for, respond to, and recover from emergencies. Developed with input from the country's airports and aligned with international best practices, the regulation shifts crisis management from a reactive model to an integrated, performance-driven approach. It is designed to boost safety, ensure business continuity, and maintain operational excellence across the aviation sector. Saif Mohammed Al Suwaidi, Director-General of the GCAA, said, 'This regulation reflects the UAE's commitment to proactive aviation leadership. Our aerodromes will not only be better prepared for crises but will also emerge from them stronger and more unified.' The regulation sets a global benchmark, requiring comprehensive planning, inter-agency coordination, continuous training, and risk-based decision-making. It addresses complex challenges such as pandemics and natural disasters while ensuring scalability for all airports. Eng. Aqeel Al Zarouni, Assistant Director-General for Aviation Safety Affairs, noted the regulation was shaped through extensive consultation with operators and stakeholders. 'It's a forward-looking step that places UAE aerodromes at the forefront of global resilience standards,' he said.
