
Panchayat polls delay may cost T Rs 3k cr central grants

The Centre has already withheld Rs 1,550 crore in grants to rural local bodies for 2024-25, with another Rs 1,450 crore for the current year yet to be released. As per rules, these grants are released only when elected gram panchayat bodies are in place. The term of the last elected panchayat bodies expired in Jan 2024.
Even if polls are completed, releasing the pending Rs 1,550 crore from last year will be at the Centre's discretion.
However, panchayat raj officials remain hopeful, pointing to past instances where the Centre cleared withheld funds once polls were conducted.
A senior official said, "The state govt will write to the Centre explaining that the delay in holding rural local body elections is due to the caste survey to fix 42% reservations, as well as two BC quota bills and an ordinance still pending with the President of India."
The 42% BC quota issue lies at the heart of the delay.
BJP MP and National BC Welfare Association president R Krishnaiah warned that BCs would not tolerate further postponement. He urged the Congress govt to immediately issue a GO extending the quota, noting that Article 243D(6) of the Constitution gives states the power to do so.
"If anyone challenges it in court, the state can defend its order with caste survey data, a dedicated BC commission, and empirical evidence gathered through a scientific survey.

It can also pass a cabinet resolution to remove the 50% reservation cap under the Panchayat Raj Act, 2018, and send it to the governor again," Krishnaiah said.
Political, legal options
TPCC president B Mahesh Kumar Goud told TOI that the party's political affairs committee, which includes CM A Revanth Reddy, AICC in-charge Meenakshi Natarajan, ministers, and senior leaders, will soon decide the future course of action.
"There are two or three options. We can go ahead with elections after issuing a GO, extend the quota from the party side, or move court to explain the govt's efforts. All possibilities of giving a 42% quota to BCs will be explored," Mahesh Goud said.
Sources said the govt could also approach the court seeking more time, arguing that the delay was due to quota-related legal and legislative steps, including the bills and the ordinance awaiting Presidential assent.
BC groups stand firm
Meanwhile, BC welfare associations insist that panchayat polls must be conducted only after the quota is legally extended. They argue that rushing polls without securing the 42% quota would betray the community's interests.
Political analysts said the Congress govt must balance legal hurdles, political pressures, and the risk of losing Rs 3,000 crore in central funds, while keeping BC groups in good humour.

Ramalinga Reddy slams BJP for taking credit for metro project, says Karnataka's contribution much higher
Transport Minister Ramalinga Reddy on Saturday hit out at BJP leaders, including State president B.Y. Vijayendra and MP for Bengaluru South Tejasvi Surya, for claiming that the Yellow Line — set to be inaugurated on August 10 — was solely a Central government initiative. Speaking at a press conference here, Mr. Reddy said the BJP was more interested in publicity than work and accused its leaders of ignoring the State's major financial role. 'They do not even know the history of the metro project in Karnataka. In 2006, when N. Dharam Singh was the Chief Minister, then Prime Minister Manmohan Singh laid the foundation stone. The metro project is a people's institution, not the property of any political party,' he said. Funding pattern Asserting that in this project, the State government is not a minor partner, Mr. Reddy released documents to show the funding pattern. 'In every phase, Karnataka has contributed as much or more than the Centre, including land acquisition and cost escalations. In Phase 1, the State gave 30% plus land while the Centre's contribution was 25%; in Phase 2, the Centre's share was just 20%, and in Phase 3, Karnataka bore land and rehabilitation costs entirely,' he said. Dismissing Mr. Surya's claim that Congress governments built only 6 km of metro, the Transport Minister said: 'In Phase 1 alone, we planned 42 km. The State has spent ₹24,064.3 crore against the Centre's ₹17,803.85 crore, with ₹43,498.53 crore raised through loans guaranteed by the State'. Delays by Centre Countering an allegation that delays caused a loss of ₹400 crore per km, Mr. Reddy said: 'Is the Centre not equally responsible? Who delayed the arrival of train coaches? Who issues environmental clearances? Is it not the Central government? All these approvals come after Union Cabinet clearance. Even the route safety certificate comes from the Centre. So the delays are due to them. For 11 years, the BJP has ruled at the Centre. They purposely delay because Congress is in power in the State and then blame us. Our Chief Minister has put pressure on the Union Ministers concerned for clearances.' He also accused Karnataka's BJP MPs of failing to raise the issue of the 15th Finance Commission's allocation of ₹11,495 crore for the Peripheral Ring Road and lake development, which he said was denied to the State. 'They will not speak up in Parliament for Karnataka's share but will criticise the State government here,' he remarked. On the issue of metro fare hikes, Mr. Reddy clarified that the decision rests with a committee appointed by the Centre, whose report is approved by the Delhi Metro Board, headed by a senior Union Urban Development Ministry official.

Pawar also questioned the logic behind the EC asking Gandhi to file an affidavit and provide information under oath. Last week, Gandhi claimed a "huge criminal fraud" in polls through "collusion" between the BJP and the Election Commission, citing "vote theft" in at least three states. The Election Commission later accused Gandhi of recycling old allegations of poll irregularities settled by the Supreme Court, and asked the Congress leader to provide a written declaration on his claims about wrongful entries in the voters' list or tender an apology. Devendra Fadnavis on Rahul Gandhi's 'voter chori' claims Fadnavis also criticised Rahul Gandhi for not complying with the Election Commission's demand that he give a declaration of oath about his allegations of "huge criminal fraud" in the polls. "Will you say I have already taken an oath under the Constitution if the court asks you to submit an affidavit?" he said, adding it was Gandhi's usual tactic to tell a lie and go away (without substantiating it). "Why doesn't Gandhi give a declaration in a quasi-judicial manner? Because he is lying, and if caught, he will be liable to face criminal proceedings," Fadnavis further said.
