The Karnataka government on Monday informed the state assembly that the Special Investigation Team (SIT) probing the alleged mass burials in Dharmasthala has decided to temporarily suspend excavation and exhumation work until forensic analysis is complete. Karnataka government suspends exhumation activities in Dharmasthala burial case
State home minister G Parameshwara, who provided an update on the case, said soil and skeletal samples had been sent to laboratories and the probe would resume only after expert reports are received.
'The SIT has decided to stop this till reports come,' Parameshwara said in the assembly, stressing that the suspension is only temporary. He added that the course of investigation could change depending on the outcome of forensic analysis. 'If chemical analysis indicates traces of human DNA, the investigation would follow a different course. The SIT has been allowed to decide. It is not the government's call,' he said.
Parameshwara explained that, so far, skeletal remains had been retrieved at two different locations. 'At one location, a skeleton was found and at another, a few bones were discovered. These samples have been sent to the forensic science laboratory (FSL) for analysis. Until the report is received, the excavation work has been halted,' he told legislators.
According to the minister, the investigative process has been limited to exhumation and sample collection. 'The actual investigation, including DNA profiling and further forensic tests, is still pending. Even the skull fragment produced earlier by the complainant has to undergo analysis, and we are awaiting that report,' Parameshwara said.
He added that soil samples were also collected from different sites to test the impact of red stones on bone decomposition. 'The soil samples have been sent for laboratory testing. Only after the analysis is complete will the real investigation begin,' he said.
The home minister also elaborated on allegations made in the complaint, which claimed forced burials and threats to the whistleblower. 'A person went to the Dharmasthala police station and filed a complaint, stating that he had received life threats and was forced to bury the bodies. He said he filed the complaint out of guilt,' Parameshwara told the House. He added that the complainant alleged that 'many people, including men and women who were sexually assaulted, were buried'.
Questions were raised by the Opposition about why the complainant himself had not been arrested. In response, the minister referred to central legislation. 'There is a Witness Protection Act formed by the central government. The complainant had approached the district magistrate, and as per the committee's directions, security has been provided to him and his family. Hence, he cannot be arrested,' he said.
The origins of the case traced back to a sanitation worker in Dharmasthala who filed a police complaint on July 3, claiming to have buried bodies of multiple women who were allegedly raped and murdered.

Shalarth ID scam: 2nd Chargesheet Against Eight Including Narad, Wanjari

Nagpur: The Special Investigation Team (SIT) filed a 950-page chargesheet in court in the Shalarth ID scam against eight individuals, including deputy director of education Ulhas Narad, Chintaman Wanjari, Lakshman Mangham, and Suraj Naik. The chargesheet also includes Anil Pardhi, Vaishali Jamdar, Bharat Dhawale, and Sagar Bhagole. Investigations had revealed that appointments were based on fake teacher documents and fraudulent Shalarth IDs. This allowed for the appointment of ineligible teachers and non-teaching staff, which led to the govt being defrauded of crores. Subsequently, cyber police filed a chargesheet against eight people in court. Meanwhile, Chintaman Wanjari was granted bail by a lower court on Thursday. Currently lodged in Central Jail, Wanjari is likely to be released on Friday. Also, the police custody of Nilesh Waghmare ended on Thursday, and he was remanded to judicial custody. Earlier, a 382-page chargesheet had been filed in court on July 11 against eight individuals: Parag Nanaji Pudke, Ulhas Narad, Nilesh Shankarrao Meshram, Sanjay Shankarrao Bodhadkar, Suraj Punjaram Naik, Mahendra Bhaurao Mhaisekar, Raju Meshram, and Charan Narayan Chetule. Royal Challengers Bengaluru planned victory parade 4 days before IPL final: Home minister

Bengaluru: Amid calls from the opposition that the govt apologise for the June 4 stampede during Royal Challengers Bengaluru's (RCB) victory celebrations, home minister G Parameshwara said the franchise had planned the team's victory parade four days ahead of the IPL final. "Our magisterial inquiry prima facie found RCB finalised victory celebrations on May 29. A team met with Karnataka State Cricket Association (KSCA) officials and sought police clearance," Parameshwara told the assembly. He said the govt had taken all possible action against those responsible for lapses that led to the death of 11 people. He also said the govt has been pressing KSCA to shift to a larger stadium in Tumakuru and to develop a sports city in Devanahalli. No one anticipated such an incident and there have been many of them in the country in the past," he said, citing the Maha Kumbh Mela stampede earlier this year that killed 39 people. He said the govt was drafting new legislation for crowd control and preparing SOPs for political, religious, and sporting gatherings. However, deputy CM DK Shivakumar struck a different note, saying police should not be blamed, adding: "I ask the opposition to recognise the swift action initiated by the govt, unlike other states where stampede incidents occurred." Chief Minister Siddaramaiah said he would reply to debate on Friday. Stay updated with the latest local news from your city on Times of India (TOI). Manipur Violence Cases: Civil Society Body Seeks Supreme Court-Monitored SIT Probe

New Delhi: A civil society organisation comprising several prominent personalities that visited Manipur has recommended the setting up of a special investigating team (SIT) under the Supreme Court's supervision to probe all cases of ethnic violence in the northeast state and the role of security forces. The 'Independent People's Tribunal on the Ongoing Ethnic Conflict in Manipur', headed by former Supreme Court judge Kurian Joseph also recommended that the "hate propaganda and inflammatory speeches" that led to "incitement and escalation" of violence need to be prosecuted along with action against the authorities who "failed to exercise their powers to prevent it". The recommendations were made in a report prepared after a team of jurors and experts visited the conflict-affected areas in Manipur and held sittings in different districts of Manipur, including Bishnupur, Churachandpur, Imphal East, Imphal West, Kakching, Kangpokpi, Senapati, followed by sittings in Delhi, to record testimonies and receive submissions from various stakeholders, according to a press release. Additionally, testimonies and submissions were also received by jury members virtually. The team members also visited a number of relief camps in Manipur to talk to survivors, including children, women and elderly displaced on account of the conflict. Survivors and victims from different communities, service organisations providing relief to affected people, and organisations representing community interests, deposed before the tribunal. The team members also met with various government functionaries and officials of security forces. "The Supreme Court should appoint an SIT consisting of senior independent officers from states other than Manipur to monitor the cases arising out of the conflict. The SIT should be monitored by the Supreme Court, and the SIT should report to the Supreme Court every month," the press release said. The tribunal recommended that the Supreme Court-appointed SIT should investigate the role of the armed forces and other security forces in the conflict, and there should be a departmental enquiry as well as criminal action against those found to have violated the law in any way, not only by direct participation but also by omission to act appropriately. The SIT should investigate the incidents of hate speeches which occurred directly prior to and during the conflict and arrest and prosecute the perpetrators, including political figures and state functionaries, and the state government should provide adequate protection to all the witnesses. The tribunal also suggested that a permanent bench of the Manipur High Court should be established in the hill region, it said.
